Questions & Answers Industry Day – Integrated Design and Construction (IDaC) Net-Zero Barracks

1. Can you verify if the A/E solicitation is currently underway or if it is yet to be published?

ANSWER 1: The Architect-Engineer (AE) procurement is underway, utilizing an existing Multiple Award Task Order Contract (MATOC). It was not and will not be posted to SAM.gov.

2. In your remarks, Mr. Hill, you stated (and on slide 20 it states) “there will be no fast-tracking.” Later (slide 26) you said early work packages may be awarded for (e.g.)

clearing and grubbing. Can you help me please understand the difference? For “fast-tracking,” are you referring to (for example) the procurement of long-lead items?

ANSWER 2: Fast tracking requires a design effort, whereas early work items (such as the clearing and grubbing) do not require a design effort.

3. Do you have an attendee list that you can share?

ANSWER 3: No attendee list will be provided. The information you are requesting is considered Personal Identifiable Information (PII) and cannot be published or distributed.

4. Please confirm the project delivery method that will be used. During the Industry Day, it was stated this will use the Integrated Design and Construction method which is a form of Design/Bid/Build. Please consider using the Integrated Design/Build method. This method would benefit the Wilmington District USACE and Fort Liberty DPW by having one integrated team where the general contractor includes the design group as a subconsultant. Integrated project delivery refers broadly to an approach in which key participants collaborate on the project from inception to completion. Due to the complexity of this project, it would be greatly beneficial due to the enhanced collaboration and compensation structures that align rewards with overall project success.

Please consider utilizing the Integrated Design/Build project delivery method via a two-phase, best value RFP process.

ANSWER 4: The IDaC methodology requires the use of design-bid-build. This project has already been approved to use the IDaC method.

5. I joined into the call a little late yesterday and wasn’t sure if there was any mention as to whether this project was fully designed already. It appears as though all procurement for this IDaC is geared more towards General Contractors.

ANSWER 5: The design acquisition is currently in progress and will use an existing A-E MATOC. You’re correct, the briefing yesterday was geared more to general contractors interested in performing the pre-construction services and construction.

6. We are interested in the responding to the Sources Sought to participate in one-on-one session where additional questions may be asked, but would not be the Prime, will you please advise on how we would respond to Sources Sought if we are not the Prime?

ANSWER 6: There would be no need to respond unless your intent is to perform as the general contractor; however, you will be able to add your name to the interested vendors list on SAM.gov once the solicitation is issued for general contractor consideration.

7. My company is interested and would like to be considered for this solicitation.

ANSWER 7: To affirm your interest, please respond to the sources sought notice posted on SAM.gov by the date and time specified in the notice.
