1. GENERAL

1.0 Summary of Work

The work site is located at U.S Army Corps of Engineers, South Atlantic Division Head Quarters Building, 60 Forsyth Street SW, Atlanta, GA 30303. Service to be provided under this contract shall include all equipment, labor, supervision, and materials.

1.1 Objective of Work

The purpose of this contract is to install a cell phone booster system within the Division HQ building that will enable cell phone service for all office personnel. The system will consist of (4G and 5G LTE) antennas for a total of four (4).

The Government will require quantity four 4G/5G capability antennas to cover the office area.

The cables will reach from the rooftop into our office space on the 9th and 10 floor of the building. The Government does not have access to floor plans but can provide a building walk through.

1.2 Period of Performance

All work must be completed ninety (90) calendar days after contract award. Work must be scheduled between 7:00AM and 4:30PM Monday through Friday excluding Federal Holidays.

Any work performed outside this timeframe must be approved by the Contracting Officer’s Representative (COR).

1.3 Work Requirements

All work must be performed in accordance with the Georgia Engineering and Building Codes and National Electric Code. The contractor must comply with all current OSHA regulation, and requirements contained in EM 385-1-1 U.S. Army Corps of Engineers Safety and Health Manual. Materials shall be installed in accordance with the manufacturer’s specifications, details, and workmanship requirements. The contractor shall be responsible for protecting Government property not intended for modification, from damage. Any damaged property shall be repaired to its original condition by the contractor at their own expense. The contractor is responsible for removing all trash, debris, and excess materials upon job completion.

1.5 Public Safety

The contractor is responsible for safeguarding the work site at all times. The contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations. At the close of each workday, the contractor shall ensure all materials and equipment is locked and secure, and the worksite does not pose any potential hazards to the general public.

1.6 Antiterrorism/Operations Security Requirements (AT/OPSEC) The Contractor will be required to adhere to the following conditions:

1.6.1 AT Level I Training:

All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 5 calendar days after completion of training by all employees and subcontractor personnel. 1.6.2 Access and General Protection/Security Policy and Procedures:

All contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

1.63 iWATCH and/or CorpsWatch Training:

The contractor and all associated sub‐contractors shall brief all employees on the local iWATCH, Corps Watch, or See Something, Say Something program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR.

This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after contract award.

1.64 Contractor Employees Who Require Access to Government Information Systems:

All contractor employees with access to a government info system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the information systems and then annually thereafter IAW AR 380‐67 (Personnel Security Program) and Homeland Security Presidential Directive 12 (Policy for a Common Identification Standard for Federal Employees and Contractors.

1.6.5 Contracts that Require OPSEC Training:

All new contractor employees will complete Level I OPSEC training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training.

1.6.6 Will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas:

All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas

1.6.7Contractor Company to obtain a Facility Clearance and individual clearances at the appropriate level.

The Prime Contractor Company must have (or will have) a Facility Clearance (FCL) at the appropriate level (IAW the NISPOM DOD 5220.22‐M and AR 380‐49) prior to the start of the contract awarded period of performance. Contractor personnel performing work under this contract must have the required security clearance, per AR 380‐67, at the appropriate level at the start of the period of performance. Security Clearances and FCL requirements are required to be maintained for the life of the contract IAW the DD254 attached to the contract. If no FCL, the supporting Government Contracting Activity will sponsor the prime contract company in obtaining the FCL.

1.6.8 Pre‐screen candidates by using E‐Verify Program:

The Contractor must pre‐screen Candidates using the E‐verify Program (http://www.dhs.gov/E‐ Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E‐verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.

1.7 Storage of Equipment and Materials

The contractor shall store materials and equipment only in areas approve by the COR. The Government will provide the contractor with a secure storage area near the construction site.

However, the Government is not responsible for any theft, vandalism, or damage.

2. Specifications:

2.0 The contractor will install (4) Cell Phone Boosters (4G and 5G LTE) and associated cabling and hardware within the building to provide cell phone service to all office spaces. There will be one booster installed in each of the four quads. Each booster will meet the following specifications:

2.1 Submittals

The contractor shall submit to the COR the following: All manufacturers’ product literature, including methods and materials to be used copies of the manufacturer’s warranties and all operation and maintenance manuals.

2.2 Final Inspection

Once all work is completed, the COR and contractor shall perform a final inspection. Any deviation or deficiencies found as a result of the contractor not complying with the statement of work, National Electric Code, or the Georgia Engineering and Building codes shall be corrected before final payment is rendered.
