Questions and Answers

1. Can an ATV be used as equipment to carefully traverse the boundary (boundary only) for hauling of equipment and supplies?

Answer: No, we do not allow that use of ATV’s on project lands. Title 36 Section 327.2 (c) states

“The operation and or parking of a vehicle off authorized roadways is prohibited except at location and times designated by the District Commander. Taking any vehicle through, around, or beyond a restrictive sign, recognizable barrier, fence, or traffic control barrier is prohibited”. Also the boundary corridor is only 3 feet wide and in many places would not provide enough room for an

ATV.

2. I have researched historical data on contracts related to landscaping and narrowed the search to include both Falls and Jordan and I am not finding past awards that relate to boundary line markings. Can you provide any insight or direction as to where I can find such info, if any exist (I understand if you are limited here with the amount of info you can provide)?

Answer: This was last successfully completed 6-7 years ago.

3. What company/manufacturer do you prefer the paint be purchased? I have found reasonable pricing and availability with CSP Forestry.

Answer: We do not have a preferred company. The requirement as stated in the contract is that it be labeled and approved paint for boundary line marking and contains no lead.

4. Is the pricing for each line item inclusive of the base year as well and any consecutive years up to that? For example: the pricing for OY1 is base plus 1 year OR the 1 year (OY1)?

From my understanding, the pricing for each line item is for that line item ONLY. Can you confirm? I just want to be sure that it is subjected to the proper pricing.

Answer: Yes, each line item has its own pricing. Every option year will have a separate line item and that pricing will only be for the specified option year.

5. After meeting with Rebecca, I understand the miles per year to be around 20 more or less? I could have misunderstood so to be sure: See the figure below, is the "Fee Miles" the number per year or in total?

Answer: The lake is broken out into 5 sections instead of the usual 4 so there is less mileage to be done per year than in years past. On average 10 to 20 miles less per year.

6. When was the boundary line maintenance for the mileage that is to be cleared as part of this project last completed?

Answer: Approximately 6-7 years ago.

7. On page 46: I did not see a “brochure” as stated on 2.2 Painting on specific marking scope of work. Are the trees to be marked 50feet apart, 100feet, etc. in between? Is there a brochure that you could send over to me for proper pricing?

Answer: No new paint will be applied to trees; only previously painted trees will be required to be painted and these vary in distance. Painted trees may be as little as a few feet apart or as great as 100+ feet apart. If there is greater than 100 feet between a painted tree to the next or there is no visibility from one painted tree to the next a government supplied carsonite post will be placed. Previous

Contractors averaged using 2 gallons of paint per mile. Brochure is attached.

8. On average how many monuments are there per mile? Or, what’s the average distance in between monuments?

Answer: Due to the varying number of monuments on any given mile it would be difficult to provide an answer without a lot of calculation however, distance between monuments range from at least 0.8 miles between monuments to 25’. Throughout the winter of 2019 a successful contractor was consistently using 2 gallons of paint per day which may get closer to the point of this question.

9. How recent was the last boundary maintenance performed?

Answer: Approximately 6-7 years ago.

10. I read that clearing 2 feet and below is not required. I’m just making sure that this wasn’t a misprint?

Answer: This is not a misprint, any vegetation under 2 feet is not required to be removed.
