The U.S. Army Corps of Engineers, Wilmington District intends to issue a Request For Proposal (RFP) No.

W912PM21R0004 for an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) to furnish non-personal services necessary to perform service and repair of deficient rail and associated appurtenances at Military Ocean Terminal Sunny Point (MOTSU), Brunswick County, North Carolina.

FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming; no proposals are being accepted at this time. This acquisition is being offered as a competitive 8(a) Small Business Set-Aside under North American Industry Classification System (NAICS) code 237990 – Other Heavy and Civil Engineering Construction and the size standard is $36.5M. The life of the basic contract is for a base period of one (1) year and four (4) one-year options.

NOTE: To the maximum extent practicable, 8(a) construction requirements will be awarded to an 8(a) Participant firm that has a bona fide place of business within the county or State where the work is to be performed.

The contractor which successfully receives an award will have a total contract capacity of $24.5M. The Government will use Best Value selection procedures in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1.

Projects will vary in size but the order limitation of task orders shall range between $150K upward to $6M. Task orders issued under this SATOC will be firm-fixed price. This SATOC will have a minimum guarantee of $10K.

SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Ergo, it is recommended and urged that offerors inspect the site where the work will be performed. To assist the offeror with taking steps reasonably necessary to ascertain the nature and location of the work, investigate, and satisfy themselves as to the general and local conditions which can affect the work or its cost an organized site visit has been scheduled for-

Offerors are required to pre-register for the visit. Complete the attached National Crime Information Center (NCIC) Consent Form for everyone in your party (no more than 3 persons) and return the forms attached in one email. Send the email, deliver and read receipt requested, to the contracting specialist (Andrea Green) at andrea.m.green@usace.army.mil no later than 4 march 2021.

The subject line of the email must read: MOTSU Site Visit [Offeror Entity Name] Forms W912PM21R0004

DESCRIPTION OF WORK: Task orders placed under this SATOC shall be performed at the Military Ocean Terminal, Sunny Point (MOTSU), NC. This site is one of the largest military terminals in the world. It serves as a transfer point between rail, trucks, and ships for the import and export of weapons, ammunition, explosives and military equipment for United States Army. MOTSU is operated by the 597th Transportation Group, on a 16,000-acre, Army-owned site. The installation is located along N.C. Highway 133. The Contractor will furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform service and repair of deficient rail and associated appurtenances at MOTSU as well on-going rail maintenance, as required. NOTE: Offeror is advised that construction will have to be coordinated with ongoing rail operations.

All work shall be performed in accordance with the contract specifications, manufacturer’s recommendations, state codes, Manual on Uniform Traffic Control Devices (MUTCD), UFC 4-460-03 Railroad Track Maintenance and Safety Standards, UFC 4-860-01FA Railroad Design and Rehabilitation, UFGS 34 11 00 Railroad Track and Accessories and American Railway Engineering and Maintenance-of-way Association’s (AREMA) Manual for mailto:andrea.m.green@usace.army.mil

Railway Engineering. Reference North Carolina Department of Transportation (NCDOT), and American Society for Testing and Materials (ASTM) requirements for construction and testing of materials.

There are approximately 120 miles of jointed track in the railroad network at MOTSU. In August 2020, U.S. Army Engineer Research and Development Center (ERDC) personnel conducted a detailed track inspection of the entire rail network for deficiencies. This SATOC Contract shall repair defects identified in ERDC’s inspection report as well include continued on-going rail maintenance, as required.

The type of construction may consist of but not be limited to:

• Rail Line Repair

• Roadbeds and Ballast Repair

• Ties and Tie Plates Repair

• Rails and Rail Fastenings, Joints, and Anchors Repair

• Gauge Rods Repair

• Turnouts and Switches Repair

• Road Crossings Repair

• Sign and Traffic Signal Safety Devices Repair

• Vegetation Control

• Repair or Replace Slide Plates, Riser plates, and Tie Plates

• Geometry Repairs

This solicitation is restricted: 8(a) Small Business

EVALUATION CRITERIA: The solicitation will be issued with the assumption and the specified intent of the Government, to be stated, in the solicitation to award without discussions. If after receipt of proposals it is subsequently determined discussions are necessary, appropriate steps will be taken and the need for such discussions adequately documented in the contract file IAW FAR 15.306(a) (3). : This solicitation will be evaluated under the Best Value selection procedures. The Government will evaluate the proposals, in accordance with the criteria described in the solicitation. The contract will be awarded to the responsible Offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the best overall value to the Government, considering technical, past experience/performance, and cost. To meet the minimum guarantee, the Government anticipates awarding the seed project at time of contract award unless funds are not available to award. In that case, the Government will award the contract with the minimum guarantee.

The following evaluation (rating) criteria listed below shall be used in this solicitation unless changed prior to issuance of the solicitation or modified by amendment prior to receipt of proposals:

Factor 1 Technical: organization and intended technical approach to executing the work Subfactor 1: Management Approach (Staffing/Key Personnel) Subfactor 2: Technical Solution (Scheduling/Communication/Quality Control/Safety)

Factor 2 Past Experience/Performance: There are two aspects to the past experience/performance evaluation. The first is to evaluate the offeror’s past experience to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The second aspect of the past performance evaluation is to determine how well Offerors have performed on referenced contracts.

All non-cost factors, when combined, are significantly more important than price.

Factor 3 Price: Base Contract Bid Schedule: Not rated, but a factor in establishing the competitive range prior to discussions (if held) and in making the best value decision for award. Price will become more important as technical ratings become closer.

ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 04 March 2021. Note: The Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE. Information on the PROPOSAL DUE DATE will be stated in the solicitation. No additional media (CD-ROM, floppy disks, facsimiles, etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.
