STATEMENT OF WORK
STATEMENT OF WORK
HURRICANES IRMA AND MARIA DISASTER
ON ISLAND DISPOSAL OF DEBRIS
ST. CROIX
US VIRGIN ISLANDS
1.0 GENERAL
The intent of this Contract is to provide on-Island hauling and disposal by land application of vegetative debris resulting from the 2017 hurricanes Irma and Maria on St. Croix, United States Virgin Islands. The Contractor shall provide all labor, equipment, materials, supplies, and services necessary to transport the vegetative debris from the existing Debris Management Site (DMS) located on the island of St. Croix to the “Hay Field” (see Attachment 1 – DOA Hay Field) and spread approximately 6-8” deep. The Contractor may use any standard shipping method which complies with local, territorial and state laws and regulations. The Contractor shall complete movement of all material off Body slob within 150 days.
2.0 DESCRIPTION OF WORK
The Contractor shall provide all management, supervision, labor, tools, and equipment necessary to clear the Hay Field, till the field, load, contain, haul, spread, and incorporate the reduced (e.g.
mulched) vegetative debris resulting from Hurricanes Irma and Maria on the island of St. Croix.
Definitions for the purpose of this contract.
Tilling or Tillage - Preparation of soil by mechanical agitation of various types, such as digging, stirring, discing, plowing, overturning, ripping, etc.
Primary Tillage - may use any method to attain 8” depth of soft soil, break up root balls, incorporate material from clearing operations, and prepare the soil for the incorporation of hauled in material. Soil shall not be disturbed below 18”.
Secondary Tillage - Secondary tillage is any subsequent tillage, in order to incorporate hauled in material, reduce the soil to a finer tilth, and level the surface.
Clearing the Hay Field - The Contractor shall clear the Hay Field by mechanical means that can reduce 3”-4” trees and shrubs to 2 inches above ground levels. The field shall not be bulldozed or surface scraped. The clearing shall follow the general attached figure showing the location for spreading. The debris generated from the clearing shall be reduced in size to the material at Body Slob DMS, and as described in paragraph 2.1 or smaller. The material shall then be spread over the Hay Field. The material from the Hay Field clearing shall be removed from the fire breaks defined as a strip of land that has been cleared and will not have any “burnable” material placed on it. The Contracting Officer’s Representative (COR) will approve that all material is reduced to a satisfactory size as described in paragraph 2.1.
Primary Tilling prior to spreading – Do not till the fire lanes. The material in fire lanes that resulted from the clearing shall be moved to the areas being tilled, and tilled in. The areas will be considered successfully tilled when all of the soil within 8 inches of the surface has been broken, clump and root balls should be smaller than 14 inches as further described in paragraph 2.1. The contractor will rework the area to meet the above at no additional cost to the Government.
Load, Contain, Haul, and Spread – After primary tilling the Contractor shall load the trucks to bring the vegetative debris from the Body Slob DMS to the Hay Field. Trucks shall be loaded and contained in a way as to not have dust or debris leaving the truck during the hauling. The trucks can tailgate dump the material at the Hay Field in a way that reduces the amount of spreading. The material shall be spread evenly across the whole Hay Field, excluding fire breaks.
Secondary Tillage – After the material is spread it will be tilled again as defined in secondary tillage. The vegetative debris shall be worked into the soil no less than 8” deep. All of the material shall be worked in. Leaving a layer of vegetative debris on top of the field is not acceptable. Clods of soil shall not be larger than a soft ball (3.5 inch diameter). The vegetative material may be larger than a softball. The field shall be level surface free from both pits and mounds.
Pothole Repair – The Contractor shall repair the potholes that are created as a result of this work.
Potholes shall be filled with asphalt and compacted. The potholes that need to be filled will be determined by the government, after all the hauling is completed.
Asphalt Overlay Repair – The Contractor shall repair damaged sections of road with a 2 inch overlay. Any holes in the existing road shall be filled with asphalt. These holes will not be included in the Pothole repair CLIN. The full cost of repair for these sections of road must be included in the unit price of this CLIN. The transition points shall be milled to provide a smooth transition from the existing road to the new overlay. The existing road shall be prepped in accordance with local standards. The areas that need repair will be marked by the Government after hauling is complete. Note the road at the entrance of the DMS will be included in this work.
2.1 CONDITION OF VEGETATIVE DEBRIS
All vegetative debris has been reduced to a state with a general range in size up to 14 inches, meaning that all vegetative debris will have been through a mechanical shredder/grinder at least one time prior to services under this Statement of Work. The Contractor will not be expected to regrind the debris. The debris is prone to producing dust when moved. See 2.5 DEBRIS MANAGEMENT for dust control requirements during operations.
2.2 LOCATIONS AND QUANTITIES OF DEBRIS
The Contractor shall be responsible for loading and hauling the reduced debris from the Body Slob DMS where the debris is currently located, to the Hay Field. The Contractor shall be responsible for mobilizing/demobilizing all equipment required. The quantity of debris shown below is an estimation only. The DMS estimated geographical location (WGS84, decimal degrees) and cubic yard (CY) quantities of reduced debris at DMS is as follows:
Body Slob St Croix 125,000 CY to Department of Agriculture’s Hay Field, St. Croix (17⁰ 42’ 46” N, 64⁰ 48’ 23”W)
The Contractor will be required to coordinate and work with other contractors that are performing other work on the DMS. This coordination may include, but is not limited to, work area and schedules for loading the debris. The COR will be in attendance at all coordination meetings between contractors working on the same site. SEE SECTION 2.5 DEBRIS MANAGEMENT for more details.
The Contractor shall protect the DMS property and the DMS Contractor’s material and equipment while on the DMS. Property include but are not limited to the tower, fencing, and gates. Any damages done to the DMS Contractor’s property or DMS property shall be repaired or replaced at no cost to the Government. The Contractor shall repair or replace any public or private property no additional cost to the Government. The Contractor shall inspect all areas along with a USACE Government Representative and take baseline photos/video. The Contractor shall include the photos/video with the Quality Control Plan.
The Contractor shall notify the USVI Department of Agriculture seven (7) calendar days before preparation of the sites begins.
2.3 MEASUREMENT
The total quantity of debris the Contractor will be paid for will be determined in one of two methods. The first and preferred method “load and go” is for the Government and Contractor to estimate the individual piles and agree to the total amount of debris before loading operations. If this method is used, both sides are bonded to the agreed quantity, which shall be documented in writing before the first truck is loaded.
The second method “load calls” shall be used in the event the Contractor and the Government cannot come to an agreement on the total amount of material to be hauled before loading. The cubic yards will be determined for each truck. This will require the use of a load call made by the onsite Government representative. The Contractor is not required to have someone in the tower with him, but it is strongly recommended. The Contractor shall support the load calls as required in paragraph 2.4 Paper Debris Management System.
2.4 PAPER DEBRIS MANAGEMENT SYSTEM (not required for “Load and Go”)
The Contractor shall be responsible for providing and operating a debris management system.
The required system is operated and maintained by the Contractor to validate, document, and certify the characteristics of debris including volume, point of origin, and disposal location. The Contractor shall provide all necessary components to support this requirement. The minimum specifications for the debris management system to be utilized for the on island disposal of debris must meet the following performance characteristics:

2. Second ticket goes to the Prime Contractor.
3. Third ticket goes to the truck driver.
4. Fourth ticket stays with the tower.
c. The loads will be called by the USACE in the tower at the DMS site.
d. The Contractor shall enter the data from the load tickets in to an excel spreadsheet and email the spreadsheet to the government with the daily report.
e. Vehicle certification is used to register authorized debris hauling vehicles and equipment. (See sample Attachment 3 – Truck Certification Form). All vehicles transporting debris shall be certified by Government. As a minimum, the following must be included:
Identify mission and Governmental entity Document and record unique identification data for Contractor vehicles and equipment Utilize uniform measurements e.g. feet and inches Capture vehicle volume Capture drivers’ and certification team members’ unique identification number Vehicle certifications shall be tracked in the same spreadsheet as the load calls.
Vehicle certification shall be completed in the presence of the Government personnel.
A sample load ticket is included as Attachment 2 for reference.
Trucks or other equipment designated for use under this contract for the purpose of transporting debris shall be equipped with two signs, one attached to each side.
