Statement of Work John H. Kerr Reservoir
Stump Removal and Landscaping Dike
1. Summary of Work The work area (designated in white on maps) is located at John H. Kerr Dam/Dikes, Boydton, Virginia. Services to be provided under this contract shall include all equipment, labor, supervision, and materials. Contractor will remove all stumps, trees, roots and debris from the existing gravel road at the toe of the dike to the forested area and to the existing piezometers and weirs in all bare areas using a bulldozer and root rake, track hoe or equivalent machinery. Once all stumps, trees, roots and debris are removed, the land will be graded smooth to bare soil. Grass seed, fertilizer, lime will be broadcast over entire bare area and straw/straw blankets will be placed on all bare soil that has been seeded. Drainage ditches on the existing gravel road and within the work area will be reworked to allow water to flow away from the area. Stone/check dams will be added in the ditches to slow water flow. Work area is approximately 45 acres.
Removal of Existing Stumps, Trees, Roots and Debris (Brush): The Contractor shall remove and pile all trees, stumps; roots and debris (brush) in an authorized location (see maps below Appendix 1). There is an existing road access to both areas designated for piling brush materials. Piles will be stacked in the middle of the fields and piled as high as the track hoe will allow.
Work area with stumps/trees is from the existing gravel road to the forested area and thru the middle of the planted trees to the wood line where piezometers and weirs are located. All stumps within the work area will be dug/pushed up with a bulldozer, track hoe or equivalent machinery and removed. The stumps, trees, roots and debris (brush) will have to be hauled to the authorized location approximately a ½ mile from the project. There are approximately 25 trees and stumps that will be removed from the Liberty Hill Trail parking lot to the concrete dam. The trees to remove are 50’ off the toe of the dike to the existing power line. If contractor wants to keep the trees for firewood, they can remove them off Government property at no cost to the Government.
Grading: The Contractor shall grade all soil to a smooth/level surface to allow lawnmowers to cut grass once stumps are removed and lawn created. All existing drainage ditches on the side of the gravel road and within the work area will be re-graded to allow water to flow freely out of road and work area into the forested area. Some ditches area deep and will need rock either lining the ditch or some rock check dams installed to slow water flow. The existing road will have a “crown” meaning higher in the middle than on the sides, allowing drainage on each side of the road. The ditches will be a minimum in size with a 2 foot top width, 1 foot depth and parabolic in shape.
Rock: The contractor will install black polypropylene woven stabilization fabric under the proposed rock in drainage ditches and staple fabric to ground. Rock (3 inches stone on roadsides, EC1 stone) will then be installed in the ditches or on the side of the road to slow the water flow by either lining the ditch or creating check dams. Rock check dams should not exceed 3 feet in height.
The top width should be a minimum of 3 feet EC2 straw matting will be placed/stapled to ground in the ditches where grass seed will be planted in the stump area. See Appendix 2 for rock check dam specifications.
Seed and Straw: The contractor will broadcast a minimum of 10 tons of 18-24-12 fertilizer and a minimum of 12 tons of pelletized lime on all work area. A minimum of 50 lbs. of grass seed (tall fescue) per acre will then be broadcast over all bare soil in the work area and seed will be punched/packed in the ground with a drum spike aerator or cultipacker-smoothing wheel. All seed will be covered with a thin layer of straw. On steep areas (beside drainage ditches), straw mats will be required to prevent soil from eroding. Straw mats require stapling to ground every eighteen inches to hold matting in place. Ditches thru the work area that do not require rock will be seeded.
Estimated Quantities:
EC1 Stone: ~20 tons #3 Stone: ~120 tons Grass Seed: ~4840 lbs.
Staples ~58 boxes Straw: ~586 bales Fertilizer: ~10 tons
Lime: ~12 tons E2 Straw mating: ~580 7.5 x 120 rolls
Note: Estimated amounts are an approximate total and not an exact quantity. Due to the complexity of the job, the Contractor is urged to do a pre-bid visit to determine the exact quantities.
