STATEMENT OF WORK

INSTALL NEW HDPE WATER SUPPLY LINES

U.S. ARMY CORPS OF ENGINEERS (USACE)

2080 JORDAN DAM ROADMONCURE, NC 27559

1. Summary of Work:

The contractor will provide all labor, supervision, tools, equipment, and materials necessary to install approximately 510’ of new water line, abandon existing water line, and install water line components:

1. Install ~410’ of 1 or 1.5” ID HDPE water line and associated components from the water meter to the Maintenance Compound, tying into the existing plumbing inside the building.

2. Install ~100’ of 2” ID HDPE water line from an existing pressure-reducing valve near the Visitor Assistance Center parking lot to the Visitor Assistance Center and tie into the existing plumbing inside the building. The pressure-reducing valve is no longer functioning, so the contractor shall join the new pipe to the existing line and the valve box shall be disposed of or repurposed.

3. Install a pressure-reducing valve, (2) ball valves, and necessary encasement no more than 12” from the existing backflow prevention device. The contractor shall re-use an existing pressure reducing valve installed in the Visitor Assistance Center.

4. Where necessary, cap off existing water lines in conjunction with installation of new lines referenced in Items Numbered 1 and 2.

All work associated with the execution of the contract shall comply with local, state, and federal regulations.

(See Attachment 1 for an aerial view of the contract work area, Attachment 2 for a diagram of the new valves, and Attachment 3 for a photo of the existing pressure reducing valve and gauge located in the Visitor Assistance Center.)

2. Specifications of Work:

1. HDPE Pipe:

A. All pipe and necessary fittings shall meet the requirements of AWWA C901 and NSF 61 and shall be installed according to manufacture guidelines.

B. All pipe and fittings shall be manufactured in the United States.

C. The material shall meet the requirements of ASTM D 3350 and shall have a minimum cell classification of PE445474C.

D. HDPE pipe and fittings will be rated for use at a pressure class of no less than 250 psi.

E. The pipe must have a minimum material designation code of PE4710.

2. Water Line Installation:

A. The water lines shall be installed at a depth of no less than 12” below the ground surface.

B. The new Maintenance Compound water line shall connect to the main feed no greater than 72” beyond the backflow prevention device.

C. The installation method shall be trench, trenchless (HDD), or a combination of both. The contractor shall be responsible for protecting Government property and undisturbed land not intended for modification from damage. Any damaged property shall be restored or repaired to its original condition and/or ground cover by the contractor at their own expense.

D. If the lines will be installed using the HDD method:

1. HDD equipment operators shall be trained to operate the specific HDD equipment with at least three years’ experience in directional drilling obtained within the last five years.

2. Perform HDD operations under the constant direction of a drilling supervisor who shall remain on site and be in charge throughout the drilling operation. The Contractor’s supervisor shall have supervised directional drilling of a minimum of 5,000 linear feet of pipe of a similar or greater diameter, of similar material, over similar lengths, and with similar subsurface conditions.

E. Each water line shall enter the building it services from underneath the foundation to tie into a new connection point on the existing plumbing within the building envelope.

F. The contractor shall locate all pre-existing utilities that cross the predetermined path of the water line.

If a utility line is damaged during installation, the contractor shall repair or replace the damaged line at their own expense.

G. A tracer wire(s) shall be installed with the HDPE pipe. The wire can be wrapped around the pipe or taped to the pipe at no less than 10’ intervals before installation.

3. Valves

A. An existing pressure reducing valve and (2) ball valves in the Visitor Assistance Center shall be moved to a new location, which is on an above-grade vertical run of water line where a backflow prevention device is installed.

1. This will require lengthening the vertical runs of the existing water line in order to create enough room to install the pressure reducing valve and a ball valve on either side.

2. The existing backflow prevention device enclosure will be insufficiently sized after the vertical runs of pipe are lengthened, so the enclosure shall be replaced with an appropriately sized marine-grade aluminum box with R-9 polyisocyanurate insulation. The finish shall be brushed aluminum or forest green.

B. Install an industry standard ball valve and valve box where the new 1 or 1.5” HDPE ID water line connects into the existing water line.

C. Replace an existing gate valve at the Visitor Assistance Center with an industry standard ball valve.

This supply line feeds the public restrooms attached to the Visitor Assistance Center. The ball valve shall be located in within the existing valve box or within an accessible location in the Visitor Assistance Center.

D. Remove another existing gate valve in the same valve box and cap off to remove the line from service.

This supply line currently feeds the Maintenance Compound and will be replaced with the 1 or 1.5” HDPE line directly from the water meter.

4. Gauges

A. An existing pressure gauge located on the existing PVC line where emerges from the building foundation in the Visitor Assistance Center should be installed on the new HDPE line.

5. Leak Testing and Sanitation

A. Hydrostatic pressure leak testing of the HDPE lines will be required and shall be conducted in accordance with ASTM F 2164/AWWA C651.

B. After pressure testing is complete, the installed lines shall be flushed to remove sediment and other foreign matter. After being flushed, the lines shall also be disinfected according to AWWA C651.

C. The disinfection solution should be limited to less than 12% active chlorine. Discharging the disinfecting solution in the sewer or on the ground surface is permitted, but must first be dechlorinated with sodium bisulfite so that the discharge does not exceed 0.2 ppm of free chlorine.

6. HDD Equipment (if applicable)

A. The cutting fluid removal system shall include a self-contained vacuum truck which has sufficient vacuum and tank capacity to remove excess cutting fluid mixture and cuttings from the project site as required or as directed by the Contracting Officer. Spoils are not to be discharged into storm drains.

All surplus drilling and pipe lubricating mud will be removed from the site and properly disposed of by the Contractor at no cost to the U.S. Army Corps of Engineers. The contractor will also be responsible for all required erosion control measures. The contractor shall be responsible for the preservation of all existing trees, plants, and other vegetation that are to remain within or adjacent to the construction site and shall also be responsible for protecting existing concrete curb, fence, utilities, and other structures that are located within or adjacent to the construction site. The contractor assumes all liability for environmental damage and cleanup due to inadvertent discharges of slurry or other causes. Slurry materials shall be selected based on the soil conditions encountered to minimize the risk of mud returns.

B. A Magnetic Guidance System (MGS) shall consist of a probe and a tracker that is capable of monitoring the location of the drill head during the drilling operation. The tracker shall be capable of tracking at all depths up to one hundred feet and in any soil condition, including hard rock. It shall enable the driller to guide the drill head by providing immediate information on the tool face, azimuth (horizontal direction), and inclination (vertical direction). The tracker shall be accurate to +/-2% of the vertical depth of the borehole at sensing position at depths up to one hundred feet. Ferrous materials shall not influence or affect the MGS readings or accuracy.
