U.S. Army Corps of Engineers, Wilmington District Philpott Park LED Fixture Upgrades
Philpott Lake, Bassett, VA
SCOPE OF WORK
Summary of Work The Contractor, shall furnish all labor, materials and tools required to remove and replace (12) designated existing Metal Halide outdoor lighting fixtures with retrofitted LED fixtures in Philpott Park.
- The Contractor is responsible for conducting a thorough inspection and inventory of existing conditions prior to commencement of work. This inspection shall include a review of the Conditions for existing lighting fixtures and the Government’s proposed modifications to make a determination that the removal and replacement meets or exceeds the specifications identified by this SOW.
- Initial inspection should include at minimum:
o Existing pole height o Voltage, wattage, and type of existing lamp o Voltage, wattage, and type of existing ballast o Verify if existing fixtures have photocells
- The Contractor will replace in total (12) Metal Halide outdoor lighting fixtures with LED fixtures.
- Area/Location:
o (12) Lights, Site #1 (Day use area and parking loop)
- All pole heights are approximately 25 ft. in height and 83 cm in diameter.
- All new LED fixtures should be retrofitted and use preexisting wiring and poles of lights that are being replaced.
- All LED fixtures should be a minimum of 150 Watts and have a minimum product warranty of 5 years, unless manufacturer’s warranty is greater.
- For removal of preexisting lights, the Contractor shall completely disconnect and remove the fixture and so that all wiring in-place may still be used for new LED fixtures to be installed.
- The Contractor shall be responsible for disposal of all existing fixtures removed and compliant with the (RCRA) Resource Conservation and Recovery Act regarding hazardous waste.
- Replacement. For those lighting fixtures identified for replacement (i.e., one-for-one exchange), the Contractor remains responsible for the procurement and installation of these fixtures in accordance with the National Electric Code (NEC), SOW, Inspection, and manufacturer’s specifications for installation.
- LED retrofits should all be weather resistant and manufactured for outdoor parking lot purposes.
- Documentation. The contractor shall provide the Government with as-built drawings of all lighting fixtures modifications before work is performed.
- This project requires access to overhead light fixtures in parking areas. The contractor shall provide traffic control safety measures as required when the contractor impacts or impedes vehicle traffic.
- All work shall conform to industry standards as well as state and local codes.
Period of Performance:
All required installation/services shall be started no earlier than September 1, 2018 and shall be completed no later than September 30, 2018.
Coordination Responsibilities:
The Contractor shall be responsible for contacting and coordinating with the Contracting Officer’s Representative (COR) for access into areas of park. Equipment may be left on site after hours. The Government is not responsible for any theft, vandalism, or damage.
• A copy of the warranty information for product will be provided to the COR and contractor will warranty work for one year upon completion.
Site Visit:
No formal site visits are scheduled; however, site visits may be arranged during normal duty hours of 8:00 am to 4:30 pm, Monday through Friday:

Safety Requirements:
• The Contractor shall pre-screen all employees through the E-Verify program.
• The Contractor shall follow the U.S. Army Corps of Engineer’s EM 385-1-1 Safety
Manual, OSHA regulations and any regulations and rules set by the Contractor.
• The Contractor work area shall be clearly marked to warn any visitors of any hazards. At the end of each work day the Contractor shall assure that the work area has been cleared of any unnecessary safety hazards. Additional care will be taken to eliminate all safety hazards before leaving when the work area is to be left unattended during non-work days.
Antiterrorism/Operations Security Requirements (AT/OPSEC)
The Contractor will be required to adhere to the following conditions:
Access and General Protection/Security Policy and Procedures. All contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
Pre‐screen candidates by using E‐Verify Program. The Contractor must pre‐screen Candidates using the E‐verify Program (http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E‐verify system. An initial list of verified/eligible candidates must be provided to the COR no later than 3 business days after the initial contract award.
