Statement of Work B. Everett Jordan Lake Wildlife Camera Relocation
B. Everett Jordan Lake – Tailrace Park 2060 Jordan Dam Road, Moncure, NC 27559
1. GENERAL
1.0 Summary of Work
The work site is located at Tailrace Park in Moncure, North Carolina. Service to be provided under this contract shall include all equipment, labor, supervision, and materials.
1.1 Objective of Work
The purpose of this contract is to improve the viewing angles of an existing wildlife camera by moving it to a new location across the Haw River. All work shall be performed in accordance with the requirements and specifications below.
1.2 Period of Performance
All work shall be completed thirty (30) calendar days after the notice to proceed. Work must be scheduled between 8:00AM and 4:30PM Monday through Friday excluding Federal Holidays. Any work performed outside this timeframe must be approved in advance by the Contracting Officer’s Representative (COR).
1.3 Work Requirements
All work shall be performed in accordance with North Carolina Engineering and Building Codes.
The Contractor shall comply with all current OSHA regulation, and requirements contained in EM 385-1-1 US Army Corps of Engineers Safety and Health Manual, (http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1- 1.pdf). Contractors shall comply with the latest version of EM 385-1-1 (including interim changes) that is in effect on the date of solicitation. Prior to making an offer, bidders should check the HQUSACE Safety and Occupational Health web site (see paragraph c) for the latest changes. No separate payment will be made for compliance with this paragraph or for compliance with other safety and health requirements of this contract. Sections specific to this project are Personnel Protective Equipment, Fall Protection and Severe Weather. Materials shall be installed in accordance with the manufacturer’s specifications, details, and workmanship requirements. The Contractor shall be responsible for protecting Government property and undisturbed land not intended for modification, from damage. Any damaged property shall be repaired to its original condition by the contractor at their own expense. The Contractor shall be responsible for removing all trash, debris, and excess materials upon job completion.
1.4 Public Safety
The Contractor shall be responsible for safeguarding the work site at all times. The Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations. At the close of each workday, the Contractor shall ensure all materials and equipment is locked and secure, and the worksite does not pose any potential hazards to the general public.
1.5 Antiterrorism/Operations Security Requirements (AT/OPSEC)
The Contractor will be required to adhere to the following conditions:
Access and General Protection/Security Policy and Procedures: All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
For contractors who do not require CAC, but require access to a DOD facility or installation.
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
Will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
Pre‐screen candidates by using E‐Verify Program. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.
1.6 Storage of Equipment and Materials
The Contractor shall store materials and equipment only in areas approved by the COR.
The Government will provide the Contractor with a secure storage area near the construction site. However, the Government is not responsible for any theft, vandalism, or damage.
1.7 Pre-Bid Site Visit
A site visit will be scheduled. It is not mandatory, but highly recommended. It is the bidder’s responsibility to utilize this opportunity to note the location of service, conditions, security, safety, equipment, facilities, and any other factors, which may affect the work or costs to perform the work.

2. SPECIFICATION
2.1 Installation of wildlife camera
The contractor shall provide all labor, materials, tools and supervision required to complete the specifications listed below:
• Run underground feeder cable from the electrical panel in the Tailrace Park well house (35.653291, -79.066131) to the location at which the new wildlife camera pole will be installed (35.652622, -79.066241). This distance is approximately 250 feet in length. The feeder cable shall carry a “W” waterproof rating and run through Schedule 40 PVC conduit, installed at a depth of 18”. The use of trenching equipment is encouraged as there will likely be unconsolidated rock within 18” of the soil surface. Locating underground utilities is unnecessary prior to breaking ground as there are no known utilities in that area of the Tailrace.
• Pre-cast or pour in place an 18”x18”x36” (length x width x depth) concrete pad at the location of the new wildlife camera (35.652622, -79.066241). The top of the concrete pad shall be at no greater than 2” above ground level. Compression strength of the concrete shall be at least 3000 PSI (pounds per square inch). If the contractor ops for a pour in place concrete pad, the access road to get to this location is too narrow for a large cement mixer truck, but it is feasible for a tow-behind trailer-mounted mixer.
• Install/mount a new 15-20’ aluminum alloy or steel pole on the concrete pad. Pole can be round or square. The anchorage kit will include four steel anchor bolts conforming to AASHTO M314-90 Grade 55. The pole shall have a hand hole no less than 2”x4” with a cover suitable for use in wet locations to provide access to supply terminations within the pole or pole base. Pole finish shall be bronze, black, dark green, or brushed metal.
• Remove the existing PTZ camera currently mounted on a wooden pole located at
35.652020, -79.067232 and re-install at the top of the newly installed metal pole. A new mounting bracket may be necessary.
• Connect the PTZ camera to the power feed within the new pole, install and connect the separate antenna/transmitter immediately above the camera.
• Move the Wi-Fi antenna mounted on a porch column near the front door of the
Visitor Assistance Center (2080 Jordan Dam Road, Moncure, NC) to the porch column on the NE corner of the building. Wi-Fi antenna shall be oriented so that it faces the amplifier on top of B. Everett Jordan dam (located at 35.654189, - 79.067874). The power feed shall be run to the new antenna location and coaxial cable shall connect the antenna to a laptop computer located within the Visitor Assistance Center. The coaxial cable shall be installed above the ceiling tiles and/or through cable conduit where possible.
2.2 Payment
With the satisfactory completion of all terms in this Statement of Work, the Contractor shall submit to the Government two duplicate copies of an invoice for work completed under this contract. The invoice is to be submitted to:
