This notice is being posted as an avenue to provide Request for Quote, W912PM-17-T-0048. In accordance with Federal Acquisition Regulation (FAR) 5.202(a)(13), exceptions to publicizing contract actions, there will not be a pre-solicitation notice posted for this required action.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is reserved exclusively for Service-Disabled Veteran-Owned Small Business concerns. The solicitation number is W912PM-17-T-0048, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 561612 with a small business size standard of $20,500,000. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95 effective 19 January 2017.

Description of Requirement: The contractor shall furnish all necessary labor, uniforms, badges, equipment, materials and supervision of unarmed security guards to satisfactorily perform protection and patrol services for the John H Kerr Powerhouse located at 5460 Buggs Island Road, Boydton, VA, 23917. Please see the attached solicitation documentation for more details.
Wage Determination No. 2015-4323, Revision No. 5, and Date of Revision: 7/4/2017 (Mecklenburg County, VA) applies. Wage determinations may be found at www.wdol.gov.
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Award shall be made to the lowest priced technically acceptable offer. Technical acceptability shall be defined as evidence of:
1. TECHNICAL FACTORS:
a. LICENSE: Must provide evidence of a current unarmed Security Officers certification for the state of Virginia in the name of the individual proposed to work onsite.
b. PAST EXPERIENCE:
i. Offerors are required to submit prior experience of recent and relevant contracts/projects. Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred but not required.
ii. Contracts/Projects that are relevant are defined as those that are similar to the requirements of the Statement of Work (SOW). Contracts/Projects that are recent are defined as those that have been completed within the last five (5) years.
iii. A minimum of two (2) contracts/projects shall be provided to include: contract number, title of project, detailed description of work performed, and Point of Contact. Please do not submit more than three (3) contracts/projects.
iv. In order for an Offeror to be determined technically acceptable, the offeror must show previous experience with the type of work described in the SOW. Offerors must show previous experience on a minimum of two (2) contracts/projects.
2. PAST PERFORMANCE:

The contractor shall provide no less than two (2) and no more than three (3) previous contracts/projects that are recent and relevant as defined in factor 1.b.ii above. The Government will pull from the Past Performance Information Retrieval System (PPIRS), www.sam.gov, www.fapiis.gov and through communications with past customers.
3. PRICE
Technical and past performance, when combined, are equivalent to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

PERFORMANCE WORK STATEMENT
SECURITY SERVICES
FOR THE
US ARMY CORPS OF ENGINEERS
JOHN H KERR POWERHOUSE
PART I – GENERAL INFORMATION
The contractor shall furnish all necessary labor, uniforms, badges, equipment, materials and supervision of unarmed security guards to satisfactorily perform protection and patrol services in the manner and at the frequencies set forth in the following paragraphs. Services performed under this contract shall be subject to inspection and approval by the Contracting Officer or representative.
PART II – WORK REQUIREMENTS
Technical Requirements
1) The Contractor shall provide, operate and maintain a protection and unarmed guard force to perform all necessary guard functions and such other related functions as herein specified.
2) The Contractor shall perform all necessary services to assure the safety and protection of government property against injury, molestation, loss or damage from any preventable cause including, but not limited to, fire, theft, trespass, espionage or sabotage.
3) The Contractor shall discover, remove and/or report persons gaining unauthorized access to the property.
4) The Contractor shall prepare required orders, instructions, and reports, including reports of accidents and fires;
conduct preliminary inquiries and maintain and make available all records in connection with the duties and responsibilities of the assignment. Accident reports will be submitted to the designated supervisor or his representative within twenty-four hours of the occurrence.
5) The Contractor shall, when so instructed by the COR, monitor the parking lot to the powerhouse to include outside the gate and the Dam roadway entrance gate. (Known as the 911 gate).
6) In the event of emergency or unusual occurrence adversely affecting the interest of the government, the
Contractor shall summon appropriate assistance and immediately notify the Control Room Operator or COR.
7) The Contractor shall perform such other functions as may be necessary in the event of situations or occurrence within the assigned areas such as internal disorder, attempts to commit espionage or other criminal acts adversely affecting the security and/or safety of the government, its employees, its property or the general public lawfully in the assigned area.
8) The Contractor shall observe and enforce all instructions pertinent to the physical security in assigned areas of responsibility, including general orders, special orders, special instructions, and general areas regulations both inside and outside the building to include the dam.
9) The Contractor shall check for proper admittance, making certain to the best of his /her ability and knowledge, that the individual requesting admittance is an employee of the Federal Government and or the Project Contractors. The Contractor shall contact the Kerr powerhouse operator or the Powerhouse managers for suspicious requests to enter the powerhouse or dam compound.
10) The Contractor shall provide and insure:
Security Guard services for a minimum of 12 hours per day, 4 days per week excluding federal holidays. At the discretion of the Contracting Officer or Contracting Officer’s Representative (COR) security services shall be available up to 12 hours per day, and up to 7 days a week including Federal holidays. Security Guards shall not work more than 12 consecutive hours in one shift, unless otherwise directed. The Contracting Officer Representative will provide initial schedule at award. For bidding purposes the contractor shall expect to work 25% of the Fridays, Saturdays and Sundays through the contract year and three of the federal holidays.
Shift supervisor for on call supervision of the Security Guard(s) during contracted hours.
On-site inspection by the shift supervisor at least quarterly.
An office where the designated company representative can be contacted during regular working hours by the Contracting Officer’s Representative (COR).
Cellular telephones and service on a continuous, 7 days per week basis, during all hours that guard service is provided, for the control of security to quickly and decisively back up a Security Guard who may be confronted with a situation which requires additional personnel.
The Contractor shall provide the Government with telephone numbers where he/she can be contacted if necessary during and after normal government duty hours. The Contractor shall provide the Government the address of the individual(s) responsible for his employees and designated as supervisors of the guards under this contract.
In the instance the project is delayed or closed for weather, the contractor is not required to work the hours the project is delayed or closed, but will not be compensated for the lost hours.
All personnel are properly equipped.
All personnel are informed of and understand the contract specifications.
No signs or other advertisements will be displayed on private vehicles. Private vehicles will be parked outside of the powerhouse compound.
Each employee that will perform onsite duties shall be cleared through the USACE Wilmington
Security Office before performing any duties onsite. Contact information for security office will be provided upon award.
11) Security Guard requirements and training:

Report timely and in clean and neat uniforms.
Personal appearance appropriate for the police/security profession.
Physically capable of standing watch, i.e., not having consumed alcoholic beverages or other types of intoxicants or drugs, and having had sufficient rest.

12) Security Guard duties:
The following duty hours for John H Kerr:
- 12 hours per day, 4 days per week (Monday-Thursday) excluding federal holidays
- Optional Friday, Saturday and Sunday shifts may be required at the discretion of the Contracting
Officer or the Contracting Officer’s Representative. Contracting Officer’s Representative (COR) shall notify Contractor of need of this option at least 72 hours before services shall start.

- The guards shall conduct patrols of the dam from the end of the south dike to the Visitor
Assistance Center, including the Powerhouse warehouse, the area around the cottages, the Nature Center, Liberty Hill Park, and the Park at the south end of the dam, at the end of the shift and when needed due to security concerns. The patrolling shall be in a vehicle owned by the Contractor.
The guards shall report to the control room operator at John H Kerr hourly by telephone/radio to give a status report and their locations.
Ensure all security gates are closed and locked if applicable before leaving premises each day.
Reports will be written thoroughly and legible and turned in to the control room operator or COR once a week or when a reportable incident happens.
The Security Guard shall monitor ingress/egress of all visitors and guests at the Powerhouses.
The Security Guard shall maintain visitor log and issue temporary badges to contractor personnel and visitors.
The Security Guard shall provide assistance to persons needing an escort to their vehicle.
The Security Guard shall prepare and submit full reports of incidents which are considered security breaches, violations of administrative regulations.
The Security Guard maintains up-to-date access control roster of all assigned military and civilian employees, long term and temporary contractor personnel and other outside agency personnel authorized or having a legitimate need to enter restricted areas. Access roster includes name and category of personnel (i.e., company name).
The Security Guard types a variety of correspondence, forms and plans into final format. Ensures proper format, spelling and grammar. Maintains records and logs.
The Security Guard shall endeavor to prevent the occurrence of fires, explosions, and other catastrophes by close observation of the building and personnel to identify unsafe or potentially unsafe conditions, procedures or activities. Upon the citing of any unsafe condition, the security guard shall contact the control room operator at (434) 738-6633 x 200. Admission to the unsafe area shall be only by authorized personnel in order to minimize the risk.
The Security Guard shall assist with opening and closing of the 911 gate.
Duties to include advising and notifying recreational tourists/fishermen that the gate will be closed to the tailrace area prior to locking the tailrace campground.
In the event of an increased threat level by the US Government the 911 gate may be closed all day. The guard shall man this gate, receive personnel and validate deliveries/packages are free from harmful or suspicious origin.
In the event of a fire, the Security Guard shall monitor telephone calls and provide traffic control at the location of the fire.
13) Contractor key accountability:
The Contractor shall receive, secure, and account for all keys issued to the Contractor for use in the performance of this contract. Duplicate or replacement keys must be requested through the Contracting Officer’s Representative or the Project Power Manager at 434-738-6633 x213.
Authorized duplicates will be provided at government expense. Keys issued for duty performance shall not be removed from the installation.
Any required reports, using Government provided forms shall be submitted to the Contracting Officer’s Representative (COR).
14) Uniforms and Equipment
The Contractor shall provide for each Security Guard all the uniforms and personal equipment items outlined below.
Security Guard personnel shall wear the uniform and all authorized personal equipment while on duty in a clean, serviceable condition. Such uniform and equipment shall include the following:
Shirt/blouse, long or short sleeve. Shirt/blouse shall be tucked in at all times.
Trousers.
Hard hat (when required).
Belt for trousers waist (black leather).
Shoulder patches.
Electrical Hazard Rated Safety Toe Boots, meeting ASTM F2413.
Flashlight, three-cell, with batteries.
Whistle (chrome, brass, or blue steel)
Insignia or rank, as appropriate.
Female personnel may wear skirts of the same material and color as the male personnel’s trousers if such does not substantially interfere with the performance of the assigned duties of the wearer.
Required items of safety apparel shall be worn by personnel of both sexes but need not be identical in style but shall in each case satisfy the safety standards involved.
Appropriately lettered breast badge indicating the jurisdiction from which authority is obtained shall be worn and prominently displayed as part of the uniform. Patches, lettered to indicate the identity of the Contractor, shall be worn on both shoulders of the uniform. Brass name plates shall be worn on the right breast portion of the jacket and shirt.

PART III – SUPPORTING INFORMATION
Disclosure of Information
Neither the Contractor nor any of his employees shall disclose or cause to be disseminated any information, concerning the operation of the USACE, which could result in or increase the likelihood or the possibility of a breach of the security of the activity or interrupt the continuity of its operations. Disclosure of information relating to the services hereunder to any person not entitled to receive it, or failure to safeguard any information that may come to the Contractor or any person under his control in connection with work under this contract, may subject the Contractor or his employees to criminal liability under Title 18, Section 793 and 798 of the United States code.
All inquiries, comments or complaints arising during performance of this contract and the resolution of which may require the dissemination of official information, shall be directed to the Security Officer, Mr. Greg Barr at (910) 251-4809 (work) and/or (910) 795-0612 (home) or the Power Project Manager at (434) 738-6633 x213.
Notice
1) No Contractor employee shall be permitted entry to the installation except to perform assigned duties.
2) The Contractor shall not employ any USACE employee to work at the installation in any capacity.
3) The Contractor shall be responsible for supplying additional personnel when required. The Contractor will receive advance notification of special events, such notification will be given at least six (6) hours prior to the event.
4) The Contractor shall be licensed in the State of Virginia and shall comply with all State and local laws regarding Security Guards.
Place of Performance
The Contractor shall perform the services cited herein at:

Period of Performance
Base Year: 1 October 2018 – 31 September 2019
The Government reserves the option to extend the term of the contract for two (2) Option Years – not to exceed a total contract period of three (3) years.
Government-Furnished Property (GFP)
1) Government will provide to the contractor the use, in connection with this contract, the following property:
Telephone, for office use only – no personal or non-contract performance calls authorized.
Heat, light and other utilities.
Security guard working space.
Standard US Army and Government forms and regulations.
Office furniture, to include desk and chair.
2) The Government property made available under this contract shall be for official Government use only in the performance of the resulting contract. Government property shall be returned on termination of the contract prior to contractor receiving final payment.
3) The Government will provide normal maintenance and repair of the property furnished to the Contractor under the resulting contract.
4) The Contractor shall furnish, install, operate, and maintain in acceptable condition at no cost to the Government, all other equipment, materials, and supplies necessary for performance under this contract, including but not limited to the following:
(1) Security communications equipment such as cellular phones
(2) Approved uniform for all Guard personnel
(3) Flashlights, batteries, and replacement parts
(4) Inclement weather gear
(5) The contractor shall not have any unauthorized supplemental or personal equipment, such as chemical agent devices, firearms, knives, or nonstandard issued items
Qualifications of Security Guards
1) All employees assigned by the contractor to work under this contract shall be physically able to perform their assigned duties such as climbing up flights of stairs, walking long distances on top of Dam, inspecting tunnels, leaning over rails to inspect gates, etc. Employees shall be free from any communicable disease. Employees should be in good general health without physical defects or abnormalities which would interfere with the performance of duties.
2) A comprehensive pre-employment check of each person proposed for employment must be completed by the
Contractor and a certificate attesting to the results in each case must be furnished to the Contracting Officer/COR. When pre-employment checks develop information indicating unsuitability of an individual for employment, that individual may not be employed under this contract.
3) The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance and integrity and shall be responsible for taking such disciplinary action with respect to his employees as maybe necessary
4) Expect as authorized in writing in advance, each member of the guard force shall meet the following additional minimum qualifications:
Be a citizen of the United States of American Have a valid Virginia State driver's license Be literate to the extent of reading and understanding printed regulations, detailed written orders, training instructions and materials, and is able to compose reports which convey complete information.
Possess a high school diploma or equivalent recognition such as a General Education Diploma (GED) Possess the capacity to acquire a good working knowledge of all aspects of armed guard position requirements.
The Contractor's supervisors in charge of work under this contract must be individuals of unquestionable integrity. They must have extensive and successful security guard experience and must visit the project once a week to perform administrative duties inherent to this position. These supervisors shall at all times be available to receive and implement orders or instructions from the Contracting Officer or the COR which affect the operation or the protection and security of assigned areas.
5) The Contracting Officer may require dismissal from the work site employees that he/she deems incompetent, careless, insubordinate, unsuitable or otherwise objectionable, or who's continued employment he deems contrary to the public interest or inconsistent with the best interests of national security.
Failure to Perform
1) Failure on the part of the Contractor, or his employees, to report for duty and perform the services as required shall result in adjustment, in the amount due him for services furnished during the month in which the failure occurs. In making such adjustments, the monthly amount due to the Contractor shall be reduced as herein specified for the number of hours and or shifts not posted.
2) In the event the Contractor for any reason whatsoever fails to provide the manpower coverage specified for an established duty post, the Government reserves the right to assign a sufficient number of Federal or contracted employees, on duty on the post(s), as may be required to provide the protection specified.
3) The cost of such Federal employees or other contact personnel so used shall be charged against the Contractor and the amount of all cost to the Government incurred per hour or fraction thereof as a result of such action shall be deducted from any payment due to the Contractor.
4) In addition to these remedies, the government has the right to terminate the contract in accordance with the provision of the termination clauses of this contract.
Police Authority and Jurisdiction
Police responsibility and the maintenance of law and order, are primarily the responsibility of local and or Federal Law Enforcement authorities. In the event of civil disturbance, riot, trespass, or any act disturbing the maintenance of law and order or any act requiring the physical arrest of any person or persons, it shall be the responsibility of contractor personnel on duty in the area involved, to notify the Contracting Officer, the COR, or the control room operator, of the need for the assistance and services of the local Law Enforcement authorities. The authority and jurisdiction of Contractor personnel performing security guard services is limited to that of a private citizen.
Performance Requirements Summary (PRS) Security Guard Services
John H Kerr Powerhouse and Dam
Contract Administration Upon contract award, a Contracting Officer’s Representative (COR) will be appointed to serve as a liaison between the Contractor and the Contracting Officer. The COR and Subject Matter Experts perform 100% inspections on the indicated work areas to verify that the contractor is performing the technical requirements of the contract in accordance with the contract terms, conditions, and specifications.
Performance Requirements The Contractor shall perform services listed in the Performance Work Statement (PWS) and this PRS.
Security and Safety The Contractor shall conduct all work in a safe manner in accordance Occupational Safety and Health Administration (OSHA), Federal, State, County requirements, and in compliance with USACE EM 385-1-1. Each employee shall adhere to acceptable standards of conduct in regards to all aspects of safety.
The following section specifies the Performance Objectives and Performance Elements for the John H Kerr Powerhouse.

2.2 The Contractor shall perform all
necessary services to assure the safety and protection of government property against injury, molestation, loss or damage from any preventable cause including, but not limited to, fire, theft, trespass, espionage or sabotage

2.3 The Contractor shall discover, remove and/or report persons gaining unauthorized access to the property.

Employees that fail to meet the requirements shall be removed from duty and replaced immediately.
2.4 The Contractor shall prepare
required orders, instructions, and reports, including reports of accidents and fires; conduct preliminary inquiries and maintain and make available all records in connection with the duties and responsibilities of the assignment.
Accident reports will be submitted to the designated supervisor or their representative within twenty-four hours of the occurrence.
STD: Contractor shall submit all documentation in this task within 24 hours.
AQL: 75% of reports shall be submitted within 24 hours. 100% of reports shall be submitted within 48 hours.
Employees that do not meet the standard shall be trained by the contractor on the importance of submitting the documents according to the PWS. The training shall be documented. Payment will be held until the contractor can meet the requirements.
2.5 The Contractor shall, when so
instructed by the COR, monitor the parking lot to the powerhouse to include outside the gate and the Dam roadway entrance gate. (Known as the 911 gate).

2.6 In the event of emergency or unusual
occurrence adversely affecting the interest of the government, the Contractor shall summon appropriate assistance and immediately notify the Control Room Operator or COR.

2.7 The Contractor shall perform such
other functions as may be necessary in the event of situations or occurrence within the assigned areas such as internal disorder, attempts to commit espionage or other criminal acts adversely affecting the security and/or safety of the government, its employees, its property or the general public lawfully in the assigned area.

2.8 The Contractor shall observe and
enforce all instructions pertinent to the physical security in assigned areas of responsibility, including general orders, special orders, special instructions, and general areas regulations both inside and outside the building to include the dam.

2.9 The Contractor shall check for
proper admittance, making certain to the best of his /her ability and knowledge, that the individual requesting admittance is an employee of the Federal Government and or the Project Contractors. The Contractor shall contact the Kerr powerhouse operator or the Powerhouse managers for suspicious requests to enter the powerhouse or dam compound.

2.11 Security Guard Requirements.
Contractor shall follow all requirements as described in section 2.11 of the PWS under “Work Requirements.”

AQL: All guards shall be certified by state of Virginia.
Only 1 non-compliance finding is allowed for remaining requirements.
Any employee performing guard services that does not have a valid certification shall be immediately replaced by the Contractor.

2.13 Key Accountability The
Contractor shall follow the guidance in section 2.13 for obtaining keys at the project.
STD: Contractor maintain accountability off all keys issued to them.
AQL: Contractor shall maintain 100% key accountability and control.
Contractor shall replace all keys and door key cores at own expense and/or payment will be deducted from invoices for any locks that need to be re-keyed as a result of the lost key(s).
2.14 Uniforms and Equipment
The Contractor shall follow the guidance in section 2.14 for uniform and equipment guidance.
STD: Contractor shall follow uniform and equipment requirements AQL: 95% of requirements shall be met
Contractor shall ensure all employees have correct uniform and equipment. Employees that do not meet the requirement after one shift shall be replaced. Payment will be held until Contractor meets requirements.
