SCOPE OF WORK

Subsurface Investigation and Geotechnical Laboratory Testing, North Myrtle Beach Coastal Storm Damage Reduction Project, Little River Borrow Site Investigation

Horry County, SC

November 16, 2016

I. GENERAL REQUIREMENTS

1. General. The Contractor shall furnish all labor, equipment, supplies, tools and incidentals necessary to perform the vibracore sampling, development of drilling logs, laboratory testing of soils, and other services as specified herein. Vibracore borings are located within the Little

River Borrow Site, located approximately 3-miles offshore of North Myrtle Beach. The Little

River Borrow Area covers approximately 8-square miles, and vibracore borings to be completed range from approximately 2-miles to 4-miles offshore. See Figure 1 and Table 1 for a map and coordinates of vibracore boring locations. The results from the vibracore drilling effort will be evaluated by both Wilmington (SAW) and Charleston (SAC) Districts of the U.S. Army Corps of

Engineers (USACE). The purpose of this investigation is to develop dredge cuts and estimate the available volume of sand suitable for beach renourishment.

2. Employee Supervision and Non-Personal Services. The Contractor’s employees shall at all times conduct themselves in a manner consistent with the non-personal services nature of this contractual instrument. The Contractor’s workforce shall under no circumstances allow themselves to be under the supervision and control of a USACE officer or employee.

3. Responsibility. The Contractor shall furnish qualified personnel to ensure the accomplishment of work specified in this Scope of Work (SOW). Additionally, the Contractor shall furnish all services, equipment, personnel, and travel required in connection with this SOW.

4. Direction. The Contractor shall accept directions only from the Wilmington District

Contracting Officer (KO), Ms. Charlenne Figgins (910-251-4473). Requests or desires of the

Users, Using Agency, or any other party made directly to the Contractor shall be immediately brought to the attention of the KO for this Contract. Any changes to this SOW must be authorized in writing by the KO.

5. Request for Payment.

The Contractor shall provide a copy of the invoice upon completion of agreed services. The invoice shall be provided through the USPS or email, to the Technical POC / COR named below. The contractor shall ensure that the following are included on the invoice:

6. Coordination. The Wilmington District technical point of contact for this task order is Mr.

Kelley Kaltenbach (910-251-4879). The Contracting Officer’s Representative (COR) is Mr.

Mitchell Hall (910-251-4742). All submittals shall be made to Mr. Hall (ATTN: Hall, CESAW-

ECP-EG). The Contractor shall designate a project manager who shall be the principal point of contact for the Wilmington District in administering this contract. The Contractor's project manager shall be responsible for all coordination to ensure the work is accomplished in a professional manner. Any directions given that are viewed by the Contractor as a change to the

SOW affecting contract fee and time shall be brought to the immediate attention of the KO or the

COR.

II. STATEMENT OF SERVICES

1. Description of Work. The Contractor shall perform a total of 48 vibracore borings for this contract. The vibracore borings shall be advanced to a maximum depth of 10-feet or to refusal, whichever is encountered first. Sampling procedures for all borings shall be accomplished in accordance with the paragraph “Vibracore Sampling”. Preliminary and Final Drilling Logs for all borings shall be accomplished in accordance with the paragraph “Drilling Logs”. In addition of Preliminary and Final Drilling Logs, the Contractor shall also take detailed photographs of the cores that highlight the changes in stratigraphy with elevation referenced to Mean Low Low

Water (MLLW). These will be submitted with the Final Drilling Logs. Laboratory testing on select samples shall be accomplished in accordance with the paragraph “Laboratory Testing

Procedures”. All elevations shall be referenced to MLLW.

2. Purpose. Vibracore drilling, sampling and lab testing are necessary to develop dredge cuts for the Little River Borrow Area and estimate the available volume of sand suitable for beach renourishment activities as part of the North Myrtle Beach Coastal Storm Damage Reduction

Project.

3. USACE Furnished Materials. A map showing vibracore boring locations is provided in

Figure 1. Coordinates are provided in Table 1 in SC State Plane NAD 83 International Feet. A copy of the gINT version of ENG Form 1836 to be utilized for the vibracore drilling logs will be furnished after contract award. GIS shape and raster files of borings, project bathymetry, and historical data will be provided upon request. Sample intervals for testing and archiving will be provided by Wilmington District based upon the Contractor’s Draft Boring Logs.

4. Vibracore Sampling. Vibracore borings shall be performed within 20 feet of the locations provided by the Wilmington District. Vibracore drilling shall be accomplished by vibrating a sampling tube to a depth of 10-feet below the ocean floor, unless refusal is encountered.

Vibracore refusal is defined as a penetration rate of less than 0.1 feet in 10 seconds. At each boring location, real-time kinematic (RTK) Global Positioning System (GPS) surveying techniques shall be utilized to provide accuracies of 0.2 feet both vertically and horizontally.

Boring identification will be designated according to the table provided. Boring designation shall be LR (Little River) – 16 (Year Drilled) – V (Vibracore) – 01 (Boring ID). The recovered vibracore tubes shall be carefully transported to the Contractor’s lab/field logging site within 5-days of drilling. Upon arrival, the tubes shall be cut open and a photographic mosaic log depicting the stratigraphic horizons relative to MLLW elevation produced for each core. Each core shall be field classified and logged in accordance with the Unified Soil Classification

System (USCS). Major changes in stratigraphy shall be identified and referenced to MLLW.

Upon completion of sampling and field classification, Preliminary Drilling Logs and all field documentation shall be submitted to the Wilmington District for sample interval selection and follow-on laboratory testing.

5. Drilling Logs. Final Drilling Logs shall be developed using engineering form ENG 1836.

Draft Drilling Logs may be hand drafted, but at a minimum, shall include the date and time the boring was taken, run time for the boring, the horizontal location of the boring (SC State Plane

FIPS 3900 NAD 83 International Feet), a visual description and USCS classification of stratigraphy including depths below grade for the entire length of recovered material, sample intervals, boring recovery, depth of refusal, and water depth. Elevations of the stratum relative to

MLLW are required for the Final Drilling Log, but not for the Draft Drilling Logs. Each vibracore boring shall be cut open and the soils visually classified within 5-days of drilling the subject vibracore. Draft Drilling Logs for each vibracore shall be submitted to Wilmington

District within 10-days of drilling the subject vibracore. The Wilmington District shall determine the sample intervals to be tested for each boring from the Draft Drilling Logs. Final Drilling

Logs and gINT project database shall be submitted to the Wilmington District as part of the Final

Report, and shall include laboratory testing results. Samples sent for lab testing shall be designated “LR-16-V-01 -1, -2, -3 etc.…” on the drilling logs under “column f” on ENG Form

1836, with top and bottom depth below grade listed. Elevations relative to MLLW shall be reported on the Final Drilling Logs.

6. Laboratory Testing Procedures. Laboratory tests shall be conducted by a soils lab certified by the USACE or by the SC/NC Department of Transportation. Laboratory testing shall be the responsibility of the Contractor. Laboratory testing shall commence immediately upon receipt of specified lab sample intervals from USACE. On average, and for estimating purposes, three (3) samples will be collected from each core for laboratory testing. The maximum number of samples for which laboratory testing is required will not exceed 144 samples. The Wilmington

District will determine the depth intervals for each sample based on the Draft Drilling Logs. The

Contractor shall be paid only for the number of completed lab tests. The final lab results shall be included in the Final Report and Final Drilling Logs.

Three (3) test procedures shall be performed on each sample:

(1) ASTM D6913, “Particle-Size Distribution (Gradation) of Soils Using Sieve Analysis”. The following sieve sizes shall be used: 3/4-in., 3/8-in., No. 4, No. 7, No. 10, No. 14, No. 18, No. 25, No. 35, No. 45, No. 60, No. 80, No. 120, No. 170, No. 200, and No. 230. Fines passing the #200 sieve, FOR THREE (3) SAMPLES SELECTED BY THE WILMINGTON DISTRICT, will be subject to hydrometer testing (per ASTM D7928-16, “Standard Test Method for Particle-Size

Distribution (Gradation) of Fine-Grained Soils Using the Sedimentation (Hydrometer)

Analysis”) to determine percentage of silt and clay fines.

(2) ASTM D2487 “Classification of Soils for Engineering Purposes (Unified Soils Classification

System)”, and

(3) Visual % shell and limestone rock fragment determination. Visual percent shell content and visual percent limestone rock fragment content shall be estimated for the 3/4-in., 3/8-in., No. 4 sieves.

7. Cost Proposal. The Contractor shall submit a sampling plan to the USACE as part of their quote. The sampling plan shall include the type of vibracore machine, the size of the vibracore tube, the material from which the tubes are made, the size and description of the vessel(s) to be used, the number of boat and drill crew members, the qualifications of the laboratory performing analyses, and a description of the survey equipment to be used to collect coordinate and elevation data. For the cost proposal, the Contractor shall assume 48 vibracore borings, 144 soil gradation tests, 3 hydrometer tests, 144 soil classifications, 144 visual determinations of shell and rock fragment content for the no.4, 3/8 in., and ¾ in. sieves, 48 Preliminary Drilling Logs in gINT format, 48 photographic mosaic logs, gINT database, Excel spreadsheet of all laboratory data, a

Final Report including Final Drilling Logs and laboratory analyses, and shipping of archive samples to the Wilmington District Office. The estimate shall include daily costs for vessel operation and number of days required for the vibracore drilling effort.

8. Reports. The Contractor shall furnish Preliminary Drilling Logs and a Final Report to the

Wilmington District. Preliminary Drilling Logs shall be submitted upon completion of vibracore drilling as described in Section 4 “Vibracore Sampling” above. The Final Report shall include, at a minimum, a description of the work, a map with vibracore boring locations, Final Drilling

Logs, core photographic mosaic logs, and Lab Data with gradation tables and curves for each sample tested and a lab testing summary. The gradation curves shall include the project name, laboratory name, boring number, sample identification number and date the sample was tested.

In addition to the hard copy of the Final Report, the Contractor shall furnish electronic/digital files containing all the lab test data in Excel and PDF formats and the gINT project file.

Electronic/digital lab test data files shall contain the project name at the top, boring number, sample identification number, depth of sample, visual classification, and percentage passing each sieve, and percentage clay and silt for the test procedure in ASTM D7928-16.

9. Submittals. The CONTRACTOR shall submit the following:

The Preliminary Drilling Logs, Draft Report and Final Report shall be submitted electronically to the COR for review at the following e-mail address:

The Final Report shall be bound and titled; “Subsurface Investigation and Geotechnical

Laboratory Testing Results, North Myrtle Beach Coastal Storm Damage Reduction Project, Little River Borrow Site”, containing all the elements and meeting the requirements herein.

Three hard copies of the Final Report and three CDs containing all electronic/digital files shall be submitted, and be deemed acceptable before final payment is made.

Final Submittals shall be made to the following recipients and mailing addresses:

10. Safety. Safety of all parties is a major concern. The Contractor shall coordinate the work effort with the U. S. Coast Guard and comply with all their requests. The Contractor shall ensure his operations have a minimal effect on navigation. The Contractor shall comply with guidance established in the Corps of Engineers Safety Manual, EM 385-1-1, dated 30 NOV 2014 and any applicable State, Federal, and U. S. Coast Guard regulations. The Contractor shall deliver an

Accident Prevention Plan to the Corps of Engineers for approval five (5) work days prior to commencing drilling operations. No work shall be performed until the plan is approved by the

USACE. The plan shall follow the guidelines established in EM 385-1-1 to include: the location of the work site, contact verified emergency contact information to the local Coast Guard station, evacuation plan to the nearest medical facility, emergency radio frequencies and telephone numbers, required safety equipment, certified first aid personnel, spill prevention and HAZMAT information, and an Activity Hazard Analysis. The Contractor shall be responsible for conducting a daily Safety Brief and Risk Assessment prior to commencing work each day. All personnel shall be properly clothed and protected for working on the water. Wilmington District reserves the right to halt drilling operations for any safety violations. The Wilmington Safety

11. Completion of Work. The USACE intends to award this contract by December 05, 2016.

The performance period shall not exceed 60-days. A schedule for completion of work is as follows:

12. OPSEC Reference.

Access and General Protection/Security Policy and Procedures. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.

Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

For contractors who do not require CAC, but require access to a DoD facility or installation.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification

Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-

13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

Will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
