1.3.2 Structural Practices

Structural practices shall be implemented to divert flows from exposed soils, temporarily store flows, or otherwise limit runoff from exposed areas of the site. Structural practices shall be implemented in a timely manner, during the construction process, to minimize erosion and sediment runoff. Structural practices shall include as a minimum temporary silt fence.

1.3.2.1 Temporary Silt Fences

The Contractor shall construct temporary silt fence before earthwork operations begin and/or at other times when directed by the Contracting Officer or his/her designated representative. The Contractor shall construct temporary silt fences as a temporary structural practice to control and minimize erosion and sediment runoff from the site. The Contractor shall construct the temporary silt fences at locations shown on the plans or as directed by the Contracting Officer or his/her designated representative and as required to prohibit sediment transportation. Prior to installation, the Contractor shall stake out the location of the temporary silt fence for review and approval by the Contracting Officer or his/her designated representative. The temporary silt fence locations shall be adjusted in the field if necessary to conform to the actual topography and improve sediment control. See drawings for temporary silt fence detail. Silt fences shall be properly installed to effectively retain sediment. The Contractor shall maintain the temporary silt fence in a satisfactory condition for the duration of the project or until its removal is requested by the Contracting Officer or his/her designated representative. After vegetation is established, the Contracting Officer or his/her designated representative will determine if the temporary silt fence is to be removed or left in place. If the temporary silt fence is removed, it will become the property of the Contractor. After the temporary silt fence has served its purpose at one location, it may be used at other temporary locations providing it is still in satisfactory condition.
