Special Notification

Intent to Sole Source-Brand Name Only-Inclusion of the “brand name or equal” descriptions identified in the design for an upcoming solicitation W912PL26RA001, for Hangar/Aircraft Maintenance Unit. The portion of the acquisition which includes “brand name or equal” components include: Chillers, Security System, Fire Alarm System, Building Controls, Door Hardware, Meters, and Generators.

Description

U.S. Army Corps of Engineers, Los Angeles District plans to solicit offers for a Design-Bid- Build (DBB) (construction only) stand-alone firm-fixed-price type contract to construct one (1) Hangar/Aircraft Maintenance Unit at Davis Monthan AFB, Arizona. The project involves construction of a new aircraft hangar and supporting facilities, designed and executed by USACE Los Angeles District through an A-E contract. The design incorporates brand-name equipment as the basis of design to satisfy performance, warranty, compatibility, and aesthetic criteria.

The notice of intent will cover only the portion of the acquisition, which is brand name or peculiar to one manufacturer. Use of such descriptions in the design is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company. A description of the equipment is listed below:

Trane, Daikin, MultiStack Chillers: Trane, Daikin, and MultiStack Heating, Ventilation, Air Conditioning (HVAC) Chiller Systems have been designated by the Air Force Civil Engineer Center (AFCEC) and are required by the Air Force Installation Contracting Center (AFICC) for HVAC installations. The Department of the Air Force (DAF) limits HVAC chiller manufacturers to these specific brands to optimize the total cost of ownership (TCO) across installations. By reducing the variety of chiller systems, the Air Force enhances lifecycle management, streamlines parts procurement, and minimizes maintenance costs. The selection of these brands is based on existing HVAC chiller inventory, ensuring compatibility with previous investments, and aligns with ongoing AFCEC standardization efforts. Authorized distributors of these brands, many of which are small businesses, can competitively supply the equipment while meeting strict quality and support requirements.

Vindicator Security System: The Vindicator Security System is the Department of the Air Force (DAF) approved security management system that integrates intrusion detection, access control, and video surveillance into a single platform. This system is mandated due to its compatibility with existing security infrastructure, ensuring seamless integration with other Air Force facilities.

Vindicator’s proven track record for reliability and security support ensures effective monitoring and rapid response capabilities, critical for safeguarding sensitive assets and maintaining operational security at military installations.

Monaco Fire Alarm Panel: The Department of the Air Force (DAF) mandates the procurement of fire alarm panels from a select group of manufacturers, including Monaco, to ensure system compatibility, reliability, and performance across installations. The Monaco Fire Alarm Panel is required for new installations and upgrades for the remainder of Fiscal Year (FY) 2025 through 30 Sep 2026. The standardization of Monaco panels is essential for maintaining consistency in fire alarm systems across Air Force bases, ensuring interoperability with existing systems and streamlining support and training. The brand’s proven track record in providing efficient and reliable fire detection and notification systems aligns with the Air Force’s commitment to safeguarding personnel, assets, and mission-critical operations.

Siemens Building Controls: Siemens Building Controls provides an integrated building automation system (BAS) that optimizes the operation of HVAC, lighting, and other critical systems within the facility. The U.S. Air Force has standardized on Siemens for its building control systems due to their reliability, scalability, and energy efficiency. Siemens systems support a unified platform for monitoring and controlling facility operations, which aids in reducing energy consumption and improving long-term operational performance. The brand is required to ensure compatibility with other DAF installations and to meet stringent cybersecurity and maintenance requirements.

Best Door Hardware: Best Door Hardware is a leading brand for high-security locks, keying systems, and electronic access control solutions. The government requires Best products for their robust security features, reliability, and interoperability with other DAF-approved security systems. Best products are specifically chosen for their ability to integrate with existing infrastructure while providing a high level of security and ease of maintenance. This brand has been proven to reduce the total cost of ownership (TCO) while enhancing the security posture of military installations.

Schneider Electric, Siemens Meters: Schneider Electric and Siemens meters are the approved brands for utility metering systems at Department of the Air Force installations. These meters are essential for monitoring and recording energy consumption (electrical, water, etc.) and are mandated due to their compliance with the Air Force’s Automatic Meter Reading System (AMRS) specifications. These systems provide real-time data for energy management and contribute to overall energy efficiency goals. Standardizing on these brands ensures uniformity across multiple installations, facilitating easier maintenance, training, and data management, while also aligning with the Air Force's cybersecurity protocols.

Kohler (via Rehlko) Generators: Kohler generators, supplied through Rehlko, are required for their high reliability and performance in mission-critical environments. The U.S. Air Force mandates this brand for backup and emergency power generation due to its proven durability, ease of maintenance, and compatibility with existing electrical systems. Kohler's strong service network and reputation for quality ensure that these generators will provide continuous operation during power outages, ensuring operational readiness. The government requires Kohler to standardize emergency power systems across installations and maintain consistency in parts, service, and training.
