About this file
This Performance Work Statement (PWS) details a public property debris removal contract for wildfire response in Los Angeles County, California. The contract involves Phase 2 debris removal services for properties impacted by the Southern California Fires in 2025, with the U.S. Army Corps of Engineers (USACE) managing the recovery efforts through a FEMA-supported mission.
The PWS outlines comprehensive debris removal operations including hazardous site assessments, debris removal and disposal, hazardous material handling, archaeological and tribal monitoring, and stormwater controls. Key tasks include mobilization, site setup, debris removal of various types (ash, concrete, metals, vegetation, contaminated soil), hazard tree assessment and removal, utility marking, and post-removal site restoration. The contractor must provide detailed plans including a Project Management Plan, Accident Prevention Plan, Air Monitoring and Surveillance Plan, and conduct comprehensive documentation and reporting. The contract will use a firm-fixed-price structure, with measurements primarily in tons and cubic yards, and requires strict compliance with environmental, safety, and cultural preservation regulations.
