3.3.3.1 Water Quality Monitoring
a. Perform the following sampling protocol during the dredging and nearshore placement operations (if any). Commence monitoring at least one week prior to the start of dredging and continue at least one week following the completion of all such operations. Conduct monitoring on a daily basis for the first three days of dredging operations. If three days of compliance with water quality thresholds are met, then monitoring will continue a minimum of once a week during dredging and nearshore placement operations. (A week will be defined by the first day of dredging activities, for example, if dredging commences on a Tuesday a week will be defined as Tuesday to Monday for the remaining work.) Conduct monitoring of the dredge site at least one hour after the start of operations.
Conduct monitoring of the nearshore placement site within 15 to 45 minutes of dredge material placement.
Obtain all receiving water monitoring data via grab samples or remote electronic detection equipment. Perform Water Quality Monitoring at the dredge site and nearshore placement site at locations A thru H as specified below.
b. Collect data at the nearshore placement site (including control measurements) in water depths between -10 and -30 feet Mean Lower Low Water (MLLW). Locations C & D should be at the same approximate depth +/- 3 feet. Locations E & F should be at the same approximate depth +/- 3 feet.
Collect data at the following locations, safety permitting:
Location Description
Dredge Site Sampling Locations (A - D):
(A). 100 feet up current of the dredging operations, safety
SECTION 01 57 19 Page 10 Amendment 1 permitting.
(B). 100 feet down current of the dredging operations, safety permitting.
(C). 300 feet down current of the dredging operations.
(D). Control site (nearby area not affected by dredging operations).
Nearshore Placement Site Sampling Locations (E - H):
(E). Nearshore Control Site. 2500 feet up current of the placement area, outside of any visible plume, a minimum of 500 feet offshore.

Total Suspended Solids mg/l A thru H Weekly TRPH mg/l A thru H Weekly
* See paragraph "a" for details on frequency of sampling.
1) Perform water column monitoring (dissolved oxygen, light transmittance, turbidity, pH, temperature, and salinity) throughout the water column at three foot intervals starting 3 feet below the surface to a point 3 feet above the bottom.
2) Collect water samples weekly to analyze for Total Suspended Solids (TSS), and Total Recoverable Petroleum Hydrocarbons (TRPH). Collect water samples at all 8 sampling locations A thru H. Collect water samples at mid-depth, at a depth matching one of the water column monitoring depths described in 1) above. Identify depth at which the water sample was taken. Samples must be analyzed by a laboratory certified under the State Water Resources Control Board's Environmental Laboratory Accreditation Program or a laboratory approved by the San Diego Regional Water Quality Control Board.
SECTION 01 57 19 Page 11 Amendment 1
Report total suspended solids in a table that also includes light transmittance and turbidity values for the depth and date at which the water samples were taken to allow direct comparison of those values.
3) Plot water column light transmittance values from locations C and D, and E and F on a graph with depth and include in the monitoring report. Graphs will be plotted to allow direct comparison of locations C and D on one graph and locations E and F on a second graph.
4) Water column light transmittance values from locations C & D, and E & F must be averaged for the near surface (3 feet below the surface), mid-water, and bottom (3 feet above the bottom). If the difference between locations C and D and / or between E & F in average percent light value is 40% or greater, water samples must be collected at mid-depth from location C (and / or location E) and analyzed for total suspended solids.
5) Water column turbidity values from locations (B, C & D), and (E & F) must be averaged and presented in two independent tables (dredging site and placement site) in the monitoring report. Include the compliance value and compliance status in the table.
d. Should dredging not take place during any weekly period (week defined in paragraph a.) for any reason, water quality monitoring is not required.
Submit a negative report documenting the reasons for no dredging during the week, and certifying that no dredging occurred. Any dredging during the week requires monitoring, even if dredging only occurs on a single day.
