7.0 SOURCE SELECTION PROCESS coverage
All proposals received in response to this solicitation will be evaluated in accordance with formal source selection procedures. The principal objective of this process is to select a responsible offeror whose proposal represents the Lowest Price Technically Acceptable. The process is designed to ensure the impartial, equitable, and comprehensive evaluation of all proposals received in response to this solicitation.
Source Selection Team

XUMU 08-1476B
00 22 10 - Page 11 of 29
The Source Selection Team is established as a separate organization and management chain of command whose only purpose is to accomplish the objective above. The organization consists of a Source Selection Authority (SSA) and a Source Selection Evaluation Board (SSEB). The organization is designed to ensure active ongoing involvement of appropriate contracting, technical, logistics, legal, small business, and other functional staff management expertise.
(a) Source Selection Procedure
The source selection procedures will begin with an initial review of proposals received in response to this solicitation. The SSEB shall evaluate the proposals based solely on the evaluation criteria identified below.
To be considered for evaluation, each offeror shall specifically address each of the evaluation factors listed below. Sufficient detail shall be provided, citing specific data as may be required, such that the proposal may be adequately evaluated. The proposal must show clearly that the offeror has an understanding of the work tasks required and has the capability and responsibility to accomplish the work.
The Government will select the most highly qualified offeror based on if their proposal received all acceptable ratings and offered the lowest price.
The Government is not responsible for information overlooked during the evaluation which is not located in the appropriate proposal section. To ensure the evaluation credit is appropriately received for proposal material submitted, do not incorporate by reference documents not contained in the proposal. References to sections of the proposal shall be by specific paragraph number (and name, if applicable), page number, and section.
8.0 TECHNICAL RATING
The evaluation factors shall be set forth in this solicitation give enough depth to communicate what will be evaluated. The evaluation factors shall be the primary determinant of the detailed information requested in the solicitation’s instructions to offerors. The factors to be evaluated will be on an “acceptable” or “unacceptable” basis. These factors will identify the minimum requirements that are key to successful contract performance. All LPTAs shall evaluate cost/price and the acceptability of the product or services. For LPTAs, this is done through the establishment of requirements to be evaluated on an “acceptable” or “unacceptable” basis. Proposals are evaluated for acceptability, but not ranked using the non-price factors. In order to be considered awardable, there must be an “acceptable” rating in every non-price factor. Past performance has a different description, but is still rated on an “acceptable” or “unacceptable” basis. It is described in more depth in the past performance section.

VOLUME 1, TAB D – FACTOR 4 – Past Performance
For each of the projects submitted under Factors 1, the offeror shall provide a CPARS Evaluations or a Past Performance Questionnaire(Form PPQ-0, included in the solicitation), CPARS is preferred. If a CAPRS evaluation cannot be obtained, submit the PPQ to a representative of the owner who can provide the owner’s opinion of the offeror’s past performance for the project. Completed PPQ-0 forms should be submitted with your proposal. A copy of a previously completed PPQ can be submitted if it reflects a substantially complete evaluation of the project. The PPQ-0 does not have to be sent directly from the client. If the offeror is unable to obtain a completed PPQ-0 from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ-0, which will provide contract and client information for the respective project(s). Ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Michael Robinson, via email at Michael.g.robinson@usace.army.mil prior to proposal closing date. The offeror is responsible for ensuring that the completed questionnaires are submitted by the closing date. If you have questions regarding the attached questionnaire, or require assistance, please contact the Contract Specialist at (213- 452-3311).
For each of the projects submitted under Factors 1, to ensure the agency has all relevant past performance information, the offeror also should submit copies of Federal/DoD/Navy/Army performance reviews that are likely already in the agency’s databases or likely within the agency’s arm’s reach, i.e., Contractor’s copy of CCASS or CPARS evaluations. To improve accuracy of database searches, the offeror will also provide the CAGE Codes for the prime contractor and all teaming partners, (i.e. design firms, key subcontractors, Joint Venture Partners) whose experience is being relied on Factor 1. If a submitted proposal includes a final CCASS/CPARS evaluation for a Factor 1 Corporate Experience project, it is not necessary to submit a completed PPQ for the same project.
Offerors should organize all Past Performance Information based on the Factors 1 Projects, which normally have project titles and are numbered 1-4, so that reviewers can match the owner’s opinion with the corresponding Factor 1 Projects. All Past Performance Information presented will be identified with the Corresponding Project Number and Title from Factor 1. There is no page limit for this factor.
The Government will evaluate the responses from the customers from which Past Performance Questionnaires have been received. The Government may contact and interview the owner’s representative on the PPQ-0, and reserves the right to interview other individuals acting for the owner’s representative, if the owner’s representative is not available. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Construction Contractor Appraisal Support System (CCASS), Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency.
At no time during this process, nor during the debriefing, nor after award, will the names of the individuals providing reference information about an offeror’s past performance be revealed to the offerors or to any other party. If discussions are held, offerors may be afforded the opportunity to respond to adverse comments made by references in accordance with guidelines identified in FAR Part 15.3. In this case, comments will be extracted and provided to the offeror. Copies of the questionnaires will not be furnished to the offeror and will remain confidential.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
Evaluation Procedure Adjectival Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note above)
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Firstly, Past performance will be evaluated to determine whether the offeror’s present/past performance is recent, and relevant or not relevant to the effort to be acquired. In establishing what is relevant for the acquisition, consideration should be given to what aspects of an offeror’s contract performance history would give the most confidence that the offeror will satisfy the requirements of the contract that is contemplated to be awarded as a result of the evaluation of proposals in the current procurement.
Second, the past performance evaluation should determine how well the offeror performed on the prior contracts. The past performance evaluation performed in support of a current source selection does not establish, create, or change the existing record and history of the offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well

Amendment 0001 the offeror performed those past contracts.
To be determined recent, the government would like to see projects submitted that are at least seven (7) years from the proposal due date. Additionally, projects should be similar in scope, magnitude and complexity, and shall be substantially completed. Offerors shall include past performance for all projects shown in factor 1.
The Offeror(s) is also encouraged to submit any letters of appreciation or similar correspondence that the Contractor received from the Owner/Customer at the time of contract performance/completion. However, the Offeror(s) is neither required nor requested to have the Owner/Customer write such a letter for the purpose of this solicitation.

RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

Amendment 0001
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.
There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
No information or did not apply to your contract
Rating will be neither positive nor negative.
