In addition to or as part of the no action alternative, the Contractor, when required, will forecast conditions sufficient to establish the future condition of each resource in a specified time frame absent a Federal project. Work shall be accomplished in accordance with Engineer Regulation 1105-2-100 or superceding regulation.

x. Monitoring of Construction. Monitoring is designed to identify and protect significant resources within or adjacent to Construction areas. Services include observation of construction activity, compliance with established Best Management Practices and environmental commitments, and inspection of disturbed areas. The Contractor shall normally identify and assess the significance of any resources encountered in the field and shall notify the Corps and construction personnel as directed in the delivery order. A report on the monitoring activity will be required.

xi. Reports: Written reports summarizing the results of work performed under this contract shall be prepared in a format reflecting current Corps guidelines and organizational standards. Certain report deliverables may be required to be submitted separately for early review. The Government may forward copies of the reports to persons or agencies for technical, legal, or policy review.

The Contractor will expect to respond and update work product as necessary to respond to technical, legal, or policy review comments.

i. Draft reports shall be a polished product and accurate representation of the final report. Text shall be complete, clear, concise, and grammatically correct in a manner suitable for reading by persons not professionally trained for the technical subject discussed. Each copy shall contain all maps, drawings, and appendices (except for the limitations based on distribution of confidential information. Pages of the draft shall be standard size (8.5” x 11”). Maps, drawings, and figures shall be prepared on 8.5” x 11” or 11” x 17” paper with at least a 1” binding margin on the left side. The cover and title page shall carry the statement that the report was “Prepared by the U.S. Army Corps of Engineers, Los Angeles District,” with “Technical Assistance provided by...” the Contractor. The cover shall also incorporate the Corps of Engineers insignia. Photographs, plates, drawings, and other graphics shall appear in the same size, format, and general location in the draft report as they will appear in the final report. All hand prepared pages such as maps and drawings shall be professionally drafted. All maps shall include, at a minimum, a locational inset, scale, north arrow and a pertinent legend. Halftone reproduction will be acceptable for photographs or reproduction by a high quality photocopier that produces an accurate representation of the original. Maps, figures, tables, or photos should include attribution where necessary but should not be produced with the Contractor’s logo. The Contractor shall submit the complete text of any report in the software currently used by the Corps. All data used for input into a GIS shall be provided to the government. All supporting documentation shall be provided in electronic format, as applicable. The Contractor shall submit the complete text, including figures, of any report in the current software currently used by the Corps, complete with a cover, table of contents, and activated hyperlinks for ease of navigation through the document. Multiple drafts may be required based on Government review and Contractor response to comments.

ii. The final report shall incorporate review comments submitted to the Contractor by the Government. As delineated in this statement of work, the Contractor is required to prepare written material including opinions and advice. The Contractor is hereby put on notice that the Corps of Engineers (through the Contracting Officer’s Representative) may require the Contractor to make numerous revisions to the material (and should anticipate up to four] extensive revisions or equivalent to the entire document in terms of effort required under this contract) in addition to the Contractor’s first draft. If the Contractor feels the equivalent of previously said number of extensive revisions has been reached and that further work requires a change in terms of the contract, he or she must advise the Contracting officer and request and obtain written guidance before continuing with additional changes. The Contractor should not expect that a “pride of authorship” will relieve them from the responsibility of preparing the changes as requested. In short, the Contractor should expect to make changes in the material prepared by the Contractor and as directed by the Corps of Engineers, without hesitancy on a basis of “pride of authorship” or because their professional opinion dictates the material should not be changed, etc. Comments disputed by the Contractor may be discussed in a conflict resolution conference with the Contracting Officer.

However, unless an agreement is reached, the Contractor shall address the Government concerns.

iii. The final report shall be letter quality and printed by high quality photo-optical reproduction for text and photographs or half-tone reproduction for photographs. Electronic files will be at appropriate resolution to display tables, figures, photographs, and text with clarity and definition in both hard-copy and electronic formats, unless otherwise directed. Text shall be single-spaced in a one column format with all pages of the text numbered and printed on both sides. A pre-final original (galley proof) of the report (including the cover) incorporating the comments of the Government shall be submitted to the Government for final approval prior to the acceptance of the final report or production of the final report copies.

xii) Data Compendium. A data compendium shall be submitted either upon completion of work described in the task order or the completion of a final report, if required. The data compendium shall contain report deliverables such as edited and typed survey forms, site maps, photographs, and other descriptive data obtained during the study but not included in the technical reports. It shall also contain any supporting documentation, electronic files, maps, datasets, or other information developed for the work performed under the individual task order. Data compendia can be developed in an accessible, electronic format. Data compendia shall not be publically distributed except by the Corps. Individual task orders will not be considered complete without submission of the data compendium to the technical point of contact and the designated Contracting Officer’s Representative.

xiii) Exhibits. The Contractor may be required to prepare exhibits or other interpretive materials to be used by the Government to inform the public of the results of investigations.

xiv. Geographic Information System. Products produced under this Scope of Work may include the development of comprehensive geodatabases, or spatial analysis as required to appropriately characterize or analyze baseline conditions, future with and without project conditions, and complement scenario planning. The geodatabase may include GIS layers, aerial photography, Digital Elevation Models, and CAD drawings for the study area and associated watershed as detailed in the individual task order. It is important to ensure the integrity of the geodatabase; therefore all datasets must have corresponding FGDC metadata and issues of scale, precision, and projections must be coordinated with the USACE study team and be accepted by Los Angeles District Engineering Division.

i) Each separable element will be stored in the GIS as a separate theme. The themes shall be compatible with the ArcInfo/ArcView format. Metadata for all data is required. The Corps of Engineers recommends a software tool called Corpsmet for developing metadata. Data developed using Cadd software such as Microstation (or Autocad) shall follow the A/E/C CADD Standard, current release 1.8.

ii) The geodetic reference for horizontal positioning shall be based on the California State Plane Coordinate system Zone V, and the North American Datum of 1983 (NAD 83). The geodetic reference for elevations and vertical data shall be based on the North American Vertical Datum of 1988 (NAVD 88). It must meet the U.S. Bureau of the Budget’s “United States National Map Accuracy Standards” and comply with “Federal Geodetic Control Networks” and the following Corps of Engineer’s Manuals:

• EM 1110-1-1002, “Survey Markers and Monumentation”

• EM 1110-1-1003, “NAVSTAR Global Positioning System Surveying”

• EM 1110-1-1807, “Standards Manual for U.S. Army Corps of Engineers Computer

Aided Design and Drafting Systems”.

b) Habitat Evaluation Procedures. Within the Corps of Engineers, habitat evaluations and functional assessments are used to quantify ecosystem resources within an incremental cost analysis framework to determine effective and efficient Federal action. The Contractor shall be familiar with several procedures, and specifically the Combined Habitat Assessment Protocol (CHAP), to a sufficient level to ensure review and approval through the Corps Planning Center of Expertise (PCX) for Ecosystem Restoration.

c) Corps and other Federal Regulation. The Contractor shall be responsible for familiarity with, and adherence to, Corps regulations, guidelines, and policies governing the activities performed under this contract, regardless of whether these regulations, guidelines, or policies are cited in the individual delivery order.
