1. ELIGIBILITY FOR CONTRACT AWARD

In aceordance with FAR 1.602-I(b), no task order shall be entered into unless the Contracting Officer ensures thai all requirements of law, executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. This includes the requirement at FAR 9 that no award shall be made unless the Contracting Officer makes an afTImlative detemlination of responsibility. To be detemlined responsible, a prospective contractor must meet the general standards ofF AR 9 and any special standards set forth in the solicitation.

This is the Phase II of a two phase step selection process. This phase of the solicitation will award a minimum of three (3) SDVOSB MATOC contracts. In addition, the first Task Order will be awarded to one (I) of those contraetors for a specific project as identified in this solicitation. This first task order will be awarded based on Best Value/Tradeoff.

H. SOURCE SELECTION USING THE TRADE-OFF PROCESS

The Government will select the offer that represents the best value to the Government by using the trade off process described in FAR Part 15. This process pennits trade-offs between price and teehn ical faetors and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative assessment of proposals against all source seleetion criteria in the solicitation.

Proposals shall nor use broad statement::. such as: "Offeror understands", or "will comply with the specifications". or statements paraphrasing the specifications. and general or ovcrly broad statcments such as "standard proeedures will be employed" or "well known techniques will be used". Proposals with these type of statements will be rated non-acceptable.

III. RELATIVE WEIGHTING OF THE TECHNICAL EVALUATION FACTORS

All technical evaluation factors, when combined, are significantly more important than cost or price and listed in descending order of importance below. The Government is conccrned with obtaining the most advantageous balance between technical merit/quality and co::.t/price to the Government. The degree of importanee of price could beeome grcater depending upon the equality of the technical proposals. If eompeting technical proposals are detennined to be essentially equal, price could become the controlling factor. lbe Government may award a contract on the basis of initial offers reeeived without discussions;

therefore, the Offeror's proposal should contain the best terms from a technical and price standpoint.

IV. GENERAL TECHNICAL EVALUATION CRITERIA

a. The offerors confonnance with the specified fonnat and submission reguirements will be considered during the teehnical evaluation. Failure to comply with the format and/or the submission requirements may be seen as indicative ofthe type of problems that could be expected durirlg contract perlomlance. La>:k of confonnance eould therefore result in a higher risk assessment in addition to any other impacts on the evaluation. Material omission!s) may cause the technical proposal to be rejected as unacceptable.

b. The adjectival rating, of the Teehnical Proposal may be negatively affected ifthe specified information is not provided in the specified location in accordanee with the submission instructions in

Seetion 00 0 I 10.

c. The adjectival rating of the Technical Proposal may be negatively affected if the proposals are generic, vague, or lacking in detail.

d. The degree of risk to the Govemment inherent in the offerors technical proposal will be a consideration under this factor.

SECTION 00 0 I 20

- 2

Amendment 0005

e. The Government will not consider any proposal based on a deftcient offer. Therefore a rating of unsatisfactory under any factor or sub·factor will make the offer ineligible, unless the Government elects to enter into discussions with Offeror's and all deficiencies arc remedied in revised proposals.

V, EVALUATION OF THE TECHNICAL PROPOSAL

The Government wm evaluate each Offeror's tcchnical proposal based on how well the proposal addresses each oflhe Evaluation FactoI'!> listed below and further described in the submission requirements in Section 00110. The evaluation process includes an assessment of the Offeror's strengths, weaknesses, deficiencies and risks in addressing the Government's requirements as specified in the solicitation. Proposal risk, which is the risk assoeiatcd with the Offeror's proposed apprmu:h, will be considered in conjunction witn the technical merit for each factor.

VIII. (VALUAnON OF THE PRICE PROPOSAL

Price will not be rated or combined with any other aspects of the proposal evaluation. The proposed price will be analyzed for reasonableness. It may also be analyzed to determine whether it is realistic for the work to be performed; renects a clear understanding of the requirements; and is consistent with the Offeror's technical proposal. Additionally, all offel'$ with separately priced line items will be analyzed for unbalanced pricing, Price is a factor 1n establishing the competitive range prior to discussions (if held) and in making the final best value determination for award.

IX. [VALUATION ST ANDARDS.

Evaluation criteria (factol'$) will be rated using the following adjectival descriptions. Evaluators wilJ apply the appropriate adjective to each criterion rated. The evaluator's narrative explanation must clearly establish that the Offeror's submittal meets the definitions established below. As each criterion is evaluated an assessment of Risk will be made. The "Proposal Risk Assessment" ratings are applicable to all criteria except Past Performance. Past Performance Risk is rated using the '·Past Perfonnance Risk Assessment" rntings listed below.

a. Rating Adjecti.ves

1) OUTSTANDING - lnfonnation submitted demonstrates Offeror's potential to significantly excced performance or capability standards. The areas in which the Offeror exceeds the requirements are llI1ticipatcd to result in a high level of efficiency. produClivity. or quality. The Offeror's qualifications are responsive with few minor weaknesses, but no major weaknesses noted. An assigned rating of "Above Averagc" indicates that, in tenns of the specific faclor, any weaknesses noted are minor and should nor seriously affect the offeror's pcrtormance.

Offeror fully meets all RFP requirements and significantly exceeds many of the RFP requirements.

Risk Level: Lo,,"'

3) SATISFACTORY lnfonnation submittcd demoJlStrates Offeror's potential to meet perfonnance or capability standards. The Offeror's proposal contains weaknesses in several areas that are offset by strengths in other areas. Offeror meets all RFP requirements. No significant advantages or disadvantages.

Risk Level: Moderate

4) MARGINAL - The assignment of a rating of "Marginal" indicates that mandatory corrective action would be required to prevent significant deficiencies from affecting the overall project. The submittal is not adequately responsive or does not address thc specific factors. Offeror displays low probability of success, although the submittal has a reasonable chance of becoming at least acceptable.

Significant disadvantages.

Risk Level: High

5) SUSCE:PTIBLE TO BEING MADE ACCEPTABLE - The proposal demonstrates an approach which, as initially proposed, cannot be rated Marginal because of error(s), omission(s), or defidency(ies) which are capable of being corrected without a major rewrite or revision of the proposaL These solutions are further considered to reflect high to very high risk in that they lack clarity and precision, are generally unsupported, and do not demonstrate a complete understanding of the requirements.

Risk Level: High to Very High

6) UNSATISFACTORY - An "Unsatisfactory" rating represents major errors, omiSSIOns, or deficiencies, or has an unacceptably high degree of risk in meeting the Govemment's requirements. The Ofleror's qualifications are so unacceptable that il would have to be completely revised in order to attempt to make rhem acceptable.
