AMENDMENT 0001
The purpose of this Amendment is to:
- Provide a revised copy of the PWS, dated 8 May 2024 (Rev#1). The revised copy of the PWS reflects the changes consequent to the answers to the questions by the interested quoters.
- Postpone the due-in date to 24 May 2024, at 12.00 pm.
- Correct a typo error in DFARs clause 252.229-7003 “Tax Exemptions (Italy) (March 2012). Fiscal code number moved from para (b)(1)(i) to para (b)(1)(iii) of the above DFARs clause.
- Provide answers to the below questions submitted by the interested quoters:
Question 1: According to the RFQ, the offeror is required to submit the unit quotation for each group of a number of plants for each area, Depot, Darby or for dedicated buildings. Each group for which is required a unit price for each plant, consists of different plants or buildings with different sizes or destinations. No detailed infos are provided for each plant regarding the size and the consistence of the installed electrical systems of each, in order to establish the quotation for each plant based on the actual consistence of the electrical systems to test and certify according to the
PWS.
Are available more detailed informations of each plant to integrate the RFQ to the offeror to provide a more accurate quotation? Or it’s confirmed that the unit price shall be safely averaged among smallest and easier plants versus greaters and larger plants with a consistent area of risk for the offeror and government to do not achieve the most fare quotation because the basis informations are not available. In this case, is there any possibility to reasonably modify the quotations during the activity development for unforseen conditions?
Answer 1: The systems have different sizes m2 (square meters) and power capacities (kW). Each bldg. is connected to the electrical substation thru an adjustable main switch with an Amps range from 63A to 250A and could be also divided in more areas. The use of kW could be more difficult versus the square meters that are instead more suitable to be estimated. Therefore for the bldgs having a general uses have been provided the m2 (square meters) as measure of determination. For the bldgs. containing only utilities systems (as per example the electrical substations) have been instead provided the kW as unit of determination. Please see the new revised PWS, one of these units being always present for each listed facility.
Question 2: Is it possible to know how many and which plants have an electrical capacity below the 1000 kW? Buy Italian code (INAIL reference), the cost quotation is scheduled according to the size of the plant in terms of electrical capacity if less than 1000 kW. If above, the quotation is to do in Man/Hour. This information would help in providing a more fare quotation.
Answer 2: All the systems have a capacity below the 1000kW except for the energy PODs. Each system is connected to the nearest electrical substation with different sizes for the related main switch, included into a range that can be from 63A to 250A.
Question 3: Is it possible to have a Pre-Proposal meeting with the Livorno Base electrical technicians and Contracting Office? Eventually in call or video conference to make it easier and faster, to obtain more informations to prepare a more fare quotation.
Answer 3: A Pre-proposal meeting has not been determined necessary by the Requesting Activity during the pre-solicitation phase and, consequently, will not be performed.
Question 4: Is it available to the Livorno Base installation the documentations and drawings of as-built for the existing plants to test? These are necessary after the award, to plan and conduct the tests.
Answer 4: For new or upgraded facilities can be provided the drawings of the electrical systems after the contract award.
Question 5: Is it available the ENEL (Electrical distributor) parameters of the earth fault current and tripping time?
In case not, the offeror after the award will be provided with the electrical bills from which ask to ENEL the necessary information?
Answer 5: Available, after contract award.
Question 6: Are in the plants or some of them the ATEX Zones or areas with combustibles? In case yes, is it possible to know how many and where?
Answer 6: No
Question 7: Is it possible to receive the Reports of the same tests performed in 2020?
Answer 7: This info can be shared after the contract award.
Question 8: Are there available the design packages of each plant and the related final certifications of “correct execution” according to Italian Laws 46/90 or 37/08 of the existing electrical systems? If not, it’s necessary to perform and obtain with a separate task the declarations of compliance of the installed and existing electrical systems. How the Government intend to proceed in this case?
Answer 8: The systems are covered by declaration of conformities.
Question 9: Available power for each building?
Answer 9: The systems have different sizes m2 (square meters) and power capacities (kW). Each bldg. is connected to the electrical substation thru an adjustable main switch with an Amps range from 63A to 250A and could be also divided in more areas. The use of kW could be more difficult versus the square meters that are instead more suitable to be estimated. Therefore for the bldgs, having a general uses have been provided the m2 (square meters) as measure of determination. For the bldgs. containing only utilities systems (as per example the electrical substations) have been instead provided the kW as unit of determination. All the systems have a capacity below the 1000kW except for the energy PODs.
Please see the new review PWS, one of these two units being always present for each listed facility.
Question 10: Construction of lightning arresters, if cage or rod for each building and their surfaces covered or number of rod.
Answer 10: LPS (Lightning Protection Systems) are not covered by this contract, certification of it is not required.
Question 11: If there are atex building to be verified
Answer 11: No
