Responses to RFI
Q1 Would it be acceptable to use a project for Section F that the base contract is completed but modifications/options may still be ongoing?
A.1 No, it must be complete in its entirety without ongoing modifications and options
Q2 Please confirm that each project in Section F can be 2 single sided pages. This would mean that
Section F page count can be up to 10 pages max.
A2. Yes, it is correct.
Q3 Please confirm that CPARS / PPQs will not count against the total page count of 50 pages.
A3. CPARS / PPQs will not count against the total page count.
Q4 Is it acceptable to include the Past Performance (CPARS / PPQs) as an attachment at the end of
Part 1 of the SF330?
A4. Yes, it is acceptable.
Q5. The SF330 submittal deadline is indicated at the bottom of the notice as 1700 hours on July 9th, 2021. The General Information entry in the same notice indicates 5 pm CET on 12 July 2021.
Please clarify which is the correct submittal date.
A5. As indicated on page 8 of 9 of the “Architect‐Engineer Services Announcement”, the “Responses are due no later than 1400. Central European Time (CET), on 09 July 2021”.
Q6. The ELIGIBLE FIRMS entry states: Only design firms who hold a valid registration with an Italian
Chamber of Commerce (Certificato di Iscrizione alla Camera di Commercio) as an architect and engineering firm will be considered. Is it acceptable for an Italian AE firm duly registered with an
Italian Chamber of Commerce and in SAM and acting as Prime Contractor to have a team subcontractor that is not registered with an Italian Chamber of Commerce, but registered in
SAM?
A.6 Yes, would be acceptable.
Q6.1 Can past projects and resumes from such subcontractors be used as relevant experience/professionals?
A6.1. No, must be experience from Prime contractor.
Q7. SUBMISSION REQUIREMENTS: Please clarify whether the 50 pages count for the SF330 form includes Part II or is it SF330 Part II excluded from the 50 pages count.
A7. The 50 pages count for the SF330 form does include Part II.
Q8. SUBMISSION REQUIREMENTS: Will an organizational chart be included in the 50 pages count?
A8. Yes
Q9. SUBMISSION REQUIREMENTS: Please clarify whether the Chamber of Commerce Certificate of
Membership (Certificato di Iscrizione alla Camera di Commercio) and the DURC are included in the 50 pages count.
A9. No it does not.
Q9.1 Also, will it be acceptable to include the two documents above after Part II of the SF330?
A9.1 Yes, it is acceptable
Q10. SUBMISSION REQUIREMENTS: The DURC is provided in e‐format by INAIL/ INPS (The Italian
National Pension Service). Will a printed copy of the DURC e‐certificate received directly from
INAIL/INPS be sufficient to meet the notice definition of original for such document? The e‐ certificate is what we regularly provide to both private and public tenders.
A10. Yes, a printed DURC e‐certificate would be acceptable.
Q11. Criterion 2 ‐ Professional Qualifications and Technical Competence: Are all the registered professionals (Engineers, Architects), to be Italian registered professionals or could they be also registered in the U.S. instead (i.e. some Italian registered, some U.S. registered)?
A11. Yes, it would be acceptable if some professionals were registered in the US
Q12. Can one professional cover more than one role (i.e. there’s only one Italian Engineer registration, regardless of the specific discipline [civil, mechanic, etc.]).
A12. Yes, if professional has registrations in multiple disciplines, and is certifying work within their registered disciplines. As example – One professional has a civil and mechanical engineer registration, that professional can certify those two disciplines. However, an engineer (ex.
Electrical) cannot cover the role of different discipline (ex. Mechanical) without possessing the mechanical registration.
Q13. Criterion 3 – Past Performance ‐ Submission Requirements: is it allowed to submit a recent, pre‐ existing PPQ in a different format and used on a previous proposal instead of submitting the requested PPQ?
A13. No, use provided PPQ, however, a firm shall not submit a PPQ when a completed CPARS/ACASS is available.
Q14. In Italy there is not a professional license to be a Surveyor. Would a Topographer or topography firm registered at a local Chamber of Commerce fulfil the requirements of a Professionally
Licensed Surveyor?
A14. Yes, this is acceptable.
