SCOPE OF WORK
I. Project. FD 00068-9P Building 204, New Network Node Mechanical Improvements, Camp Darby, Livorno, Italy.
II. Basic Project and Options. The project is made of one basic item. No optional work is included.
III. Phase 1 (Design) Description:
a. Scope of the work.
The work in this phase consists of designing the details, providing calculations and whatever necessary to define in scale all parts of work required to fulfill the scope of work. The inert gas fire system will be replaced with a wet pipe sprinkler system and other mechanical and fire protection improvements will be performed in the ADN room of bldg. 204 at Camp
Darby as hereinafter specified.
b. Existing conditions.
Building 204 is located in Camp Darby. The Area Distribution Node (ADN) is located in a dedicated room in the west side of the building (room 51 on sheet EP02). (Note: there is no communication door with the building).
Building 204 houses activities subject to fire prevention control by the “Vigili del Fuoco”
(Italian Fire Department) as set forth by DPR 1 August 2011 n. 151 (activities 65.1.B, 74.2.B, 34.1.B).
The building, except the ADN room, is protected by a wet pipe sprinkler system designed in accordance with NFPA 13. The ADN room is protected by an inert gas (FM200) fire system. The inert gas fire system is composed by a 75 liter bottle with 86 kg of FM-200 extinguishing agent. The bottle is installed inside the room. The fire system is interfaced with the fire alarm control panel of the room.
The ADN room electrical systems are independent from those of the building and will remain independent.
In the ADN room there are problems of mold, partly due to the raising humidity and partly due to lack of ventilation in the room. Two exhaust fans are installed in the room, one on the wall and one on the raised floor, but an outdoor air inlet grille is missing. The exhaust fan on the raised floor recirculates the air under the raised floor through a grille placed on the floor.
The ADN room is air conditioned by two direct expansion air conditioning units (one spare).
The A/C units blow the air grazing the ceiling, reducing its surface temperature and increasing the risk of mold formation.
The ADN room has to be separated from the rest of the building by a 2 hours fire-rated wall but the existing masonry wall does not have the necessary characteristics.
A 60 kW electric generator is installed to serve the room.
c. Work description
Works required to be done are as follows, even though they shall not be limited necessarily to what listed below:
Removals/Demolitions
- Remove and dispose the inert gas fire system. The smoke detection system will remain in place and will be modified as indicated above.
Architectural/Civil/Structural works
- Design and install gypsum board panels (preferred solution) or plaster, in accordance with their DOP certificate, along the wall that separates the ADN room from the building to reach a fire rate of 2 hours. At the end of the works provide the certification signed by a fire engineer on module CERT REI.
Mechanical works
- Install an outdoor air inlet louver on the existing door, dimensions 20x30 cm, pitch 20 mm, made of extruded aluminum suitable for outdoor installation with angled slats and insect screen.
- Install a sheet metal deflector on each air conditioning unit outlet to avoid the air blowing directly to the ceiling.
- Install a dedicated wet pipe sprinkler system in accordance with NFPA 13 and UFC 3-
600-01. The new system will be branched off from the main industrial water pipe of the
Installation, which runs along the adjacent street. The sprinkler system shall include the following equipment as a minimum: a post indicator valve with bollards on the branch that feeds the room, a O.S and Y gate valve, a check valve, a deluge valve, an alarm bell, a control switch to remote the alarm through the existing alarm panel to the Fire
Department, an inspector test connection and a point of discharge, a fire department connection.
Design
Design the wet type NFPA 13 sprinkler system to serve the ADN room and submit the project for approval before starting the works. After the performance of the works, contractor shall provide the statement of compliance of the sprinkler system in the ADN room to the Italian DM. 37/2008.
The design of the wet pipe sprinkler system and its final test and certification signed by a fire engineer on module CERT IMP is a Contractor’s responsibility.
The Contractor shall also provide to the COR with all necessary documentation
(drawings and design analysis) and with the “asseverazione” (asseveration) for the
Electric Generator (fire activity A) of the ADN room, including all necessary tests. The documents shall be provided in the number of copies necessary to the submission, in addition to those necessary for filing by the Committing Part (2 copies on paper + 1 electronic copy).
The final certification of the whole building and the submittal of the CPI package to the
Italian Fire Department will be performed by the US Government.
Contractor shall have a professional engineer specialized in fire-fighting systems as dependent or consultant. This engineer shall be enrolled in the professional roll of industrial branch engineers, enrolled in the lists of the Italian Interior Department as per art. 16 of the legislative decree 8 March 2006 n. 139, as per the requirements specified in the Decree 5
August 2011. The engineer shall have proved skill and knowledge of the NFPA norms, obtained after at least 5 years of direct and documented experience in the design of systems in compliance with NFPA. The engineer shall inspect the systems periodically during their installation, to ascertain that the installation is performed in compliance with the requirements of the contract and the NFPA standards. Any dissimilarity found shall be brought to the
COR’s attention by writing no later than three days from the finding. Furthermore, the specialized engineer shall attend all final tests (see paragraph “final test and acceptance of the system”). The installing firm shall provide the COR with the documentation pertaining the qualifications of the specialized engineer of fire-fighting systems to prove his/her suitability to the performance of the required task.
Electrical works
- Re-programming the existing alarm panel by adding the post indicator valve and sprinkler system alarms and by removing the inert gas fire system.
- Test the alarm system and provide a new statement of compliance in accordance to
D.M. 37/08.
Fire Protection
A fire protection analysis of the fire extinguishing system of the ADN room will be performed.
The analysis will list all applicable Italian and US criteria, in particular NFPA13 and UFC 3-
600-01, NFPA 101. All additional features required by the analysis will be included in the design.
d. Attachments (existing condition drawings):
- Sheet EP02 – general plan with occupancies and room destination
- Sheet V18 – Darby – industrial water
e. Required documents
Documents required to accomplish this phase prior to construction are as follows:
- As-built drawings of the existing facilities to be used for design, to be prepared based on the documents which will be provided by the Government and on site investigations and measurements taken in order to ascertain local conditions and extent of required work.
- Design analysis to demonstrate the criteria used for the sizing of the sprinkler system and all modifications of systems. Design analysis has to include the fire protection analysis and sprinkler system sizing.
- Civil/Structural design analysis, extended to the elements of the infrastructures involved in the project. The analysis, in two copies, shall include all loads, computations, assumptions, and codes on which the design is based.
- Verify and prepare documentation for special material disposal as per current Italian regulations, if the case occurs. In designing and planning construction and/or demolition activities, waste produced will be identified and waste removal opportunities will be evaluated. The designer shall identify all reusable materials to be turned in and materials to be disposed of in landfill or to be delivered to recycling plant.
- Prepare documentation for hazardous material handling and disposal, for ASL approval, if that kind of material is planned to be removed. Please note that Asbestos
Containing Material is not expected to be required to be demolished under this project.
- The requirements of Italian Law 81 of 2008 are deemed applicable to this project.
The Government will award separate contracts for Design and Construction Safety
Coordination. During the Design Phase maximum cooperation will be granted to the nominated Safety Coordinator to allow preparation of Safety and Coordination Plan and other documents required by Law.
- Sets of construction drawings on ISO A1 sheets. If applicable, the drawings, must contain the following information as a minimum:
Cover sheet and index of drawings including vicinity map, and a general location plan;
Exterior works;
Existing/Demolition plan;
Future conditions plan;
Elevations/Sections/Details;
All drawings shall be to scale, with graphic scale indicated. Dimensions and material identifications shall be clearly indicated. Drawings shall include all necessary notes and legends. All wording shall be in both English and Italian.
- Detailed technical report (in English and Italian) to include the following:
Detailed description of all works to be accomplished;
Method of accomplishment;
Materials and finishing;
Reference to norms and laws (both US and Italian) in force;
- For any excavations deeper than 6" (15 cm.), the Contractor must request the digging permit to the COR. This form will be furnished to the Contractor at the pre-construction conference.
- Construction drawings must be prepared and signed by professional engineers or architects or technicians within their respective expertise, registered in Italy, who will accept responsibility in accordance with Italian laws in force.
- All documents shall be submitted in paper and electronic format Autocad compatible for drawings, MS Office compatible for documents and in TIFF/PDF format for raster and pictures.
- The final submission shall include Certification of Compliance with Italian Norms. It will consist of the following statement, to be signed and stamped by a professional engineer:
“Having reviewed the definitive and detailed project No. FD 00068-9P, pertaining to
“Bldg. 204, new network node mechanical improvements, Camp Darby, Livorno, Italia”, I declare that I have ascertained that the structures and technological system included therein comply with the applicable Italian norms.

- The final design submittal shall also be accompanied by the following statement, signed by a technically qualified representative of the construction contractor:
“I, undersigned __________, in the vest of __________, have reviewed the final design submittal of project _____________, prepared by __________, with particular reference to the drawings and technical specifications, and I have found it:
- complete;
- constructible;
- fully compliant with the Scope of Work;
- feasible within the terms of the contract.
I understand that the above mentioned design documents, once reviewed and accepted by the Government, will become contract documents. I also understand that if anything of the Scope of Work is missing in the design, my Company will still be obliged to perform.”
f. As-built.
As-built drawings as described a c. above are provided with the purpose of showing the consistency of the area where the work is planned. There is, however, the possibility that some discrepancy exists between what depicted in the drawings and the existing conditions. The drawings are provided in pdf format. Additional technical documentation might exist and could be available to the successful bidder in electronic or paper format.
g. Technical Specifications.
Technical Specifications are furnished to the Contractor to be used as the basis for design.
The TS will be able to be modified/expanded/integrated as applicable only upon authorization of the Design COR. Integrations will be however mandatory for sections which are not covered in what provided by the Government and/or are specific to this particular project.

i. Submission Requirements.
(1) Final Design Submission (100% Design Completion). The final design will be delivered as per enclosed Progress Plan and will consist of the following elements in the quantities specified for the project:

(2) Review meetings. The Contractor is expected to attend a pre-design meeting, and review meetings after the final submittal. All meetings will take place at the COR’s office, Bldg 5155, Supply and Maintenance Area, Livorno.
(3) Design Review Comments. In general, design review comments will be returned to designers within 15 calendar days from the date of receipt of design. Every submittal after the preliminary shall be accompanied by an annotated copy of the review comments.
IV.Phase 2 (Construction) Description:
Provide construction of all features of the project as designed in phase 1 and approved, in accordance with proposed and approved design and progress plan.
Construction will start upon final approval of design, and will last as per the enclosed progress plan (enclosure 1).
V.At the completion of the construction works:
At the completion of the construction works:
a. Provide an accurate cleaning of the areas involved by the construction works.
At the completion of the work, the following documents will be provided to the COR:
a. Copy of the certification of each item/element/material installed, according to
Italian D.M. 14/1/08 and any other Codes requirements; in addition to paper copy, provide a .pdf file of each certification, created by scanning the original document, stamped and signed, attachments included.
b. Copy of all the official material tests performed in accordance with the above mentioned Code; in addition to paper copy, provide a .pdf file of each test report, created by scanning the original document, stamped and signed.
c. An additional Statement of Conformity (dichiarazione di conformita’) according to the Italian DM 37/08 shall be provided for the electrical system modifications.
d. Copy of the certifications of the fire prevention activity (sprinkler system, fire rated wall) , using the Italian Fire Department forms (CERT REI, DICH PROD, DICH IMP, CERT IMP) signed by a Fire Engineer.
e. Copy of the instruction and maintenance manuals of the systems and materials installed.
f. Copy of the As built drawings stamped and signed, in reproducible format; in addition to the reproducible copy provide electronic copies in CAD format (.dwg files) and in ADOBE ACROBAT format (.pdf files); As built drawings will show the final condition of the building (the new installed systems and the existing systems, whether modified or not).
g. All other documents required in the Technical Specification.
VI.General notes:
a. Compliance with laws, regulations, criteria. All design and construction work shall be performed in full accordance with applicable Italian and United States laws, regulations, codes, whichever is more restrictive at contract award date. Main criteria are listed under 2.e. This includes any required certification by engineers licensed in
Italy.
b. The project is subject to D. Lgs. 81/08. The Safety & Coordination Plan will be prepared during the design phase under a separate contract. The contractor shall provide his/her Piano Operativo di Sicurezza (safety plan, complementary final plan) and comply with the requirements of above mentioned laws as well as with those all other applicable Italian safety laws.
c. Emergency Situations. Contractor will maintain the following documentation available and usable at the work site, to be provided by the COR:
- A copy of the Camp Darby Emergency Plan, to which contractor will refer in the case of the emergency conditions indicated in the plan itself.
- Base Grid Coordinates layout, with the work site highlighted.
- List of emergency telephone numbers.
d. Project Identification Sign. The contractor shall supply and install a sign identifying the project. The sign shall be of high-resistant plywood for outdoor installation, white painted. The dimensions shall be 1200x2400x12 mm. The letters of the wording shall be uppercase, black color, 5 cm high, except the letters of the project title which shall be
10 cm. The sign shall be fixed to a structure made of any material provided it is lasting and in compliance with all safety requirements. The sign shall be well visible, with the lower side at 1.2 m from ground level.
e. The annexed Technical Specifications general section Ia, is ruling, for what attains construction management, quality control, anti-terrorism requirements, and is not allowed to be modified by Contractor.
VII. AT/OPSEC/Environmental requirements:
AT Level I Training. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas will complete AT Level I awareness training within 30 calendar days after the contract start-date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor will submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned, prior to issuance of Installation Access Passes. AT Level I awareness training is available online at https://atlevel1.dtic.mil/at.
According to AR 530-1, new contractor employees must complete Level I OPSEC training within 30 calendar days after they report for duty. All contractor employees must complete annual OPSEC awareness training.
Access and General Protection/Security Policy and Procedures: The Contractor shall obtain entry passes for each employee from the COR. The Contractor shall inform his personnel that they may be subjected to search when entering or leaving the installation at the discretion of the Installation Commander. Upon completion of the contract work or upon employee termination the Contractor shall return all passes to the Contracting
Officer or the COR. Contractor and all associated sub-contractors' employees shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation
Provost Marshall Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by
DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
iWATCH Training: The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program. This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 15 calendar days of contract award and within 10 calendar days of new employees commencing performance with the results reported to the COR NLT 10 calendar days after contract award.
ENVIRONMENTAL MANAGEMENT SYSTEM: The USAG Italy implements an
EMS in accordance with EO13693, ISO 14001:2004(E), DoD, and IMCOM requirements. An EMS is an overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing, achieving, reviewing and maintaining the environmental policy of an organization. The USAG Italy EMS is designed to ensure that all personnel, including contract personnel, whose work activities can cause real or potential significant environmental impact, are aware of how their work supports the
EMS and are competent to perform their roles, responsibilities and authorities while supporting the USAG Italy mission. Contractors and their personnel are required to be aware of, and comply with, the USAG Italy Environmental policy and legal and other requirements when performing work at an installation.
The contractor will provide the following information semi-annually to be used by the
Government to address environmental performance relative to the goals of the USAG
Italy Environmental Management System.
Please note that the amounts reported are those used/generated by the contractor regardless of source (private purchase or government furnished). Reports for January –
June will be submitted by 15 July and reports for July-December will be submitted by 15
January each year.

PERFORMANCE WORK SCHEDULE
1. Project. FD 00068-9P new network node mechanical improvements bldg. 204, Camp
Darby, Livorno, Italy.
2. This project is made of one (1) Basic Project Item and no (0) Project Option Items.
3. This project shall be performed in two phases. The contract performance period for the entire contract (Phase 1 plus Phase 2) is as follows:
- Design Phase: 45 calendar days;
- Construction Phase: 45 calendar days.
Individual Notices to Proceed will be released for each of the two phases.
a. Phase 1 (Design): This phase is managed by a Contracting Officer Representative, from the Directorate of Public Works (DPW), Engineering Services Branch. The US
Government should not take longer than 15 days to provide review comments to the contractor for each planned submittal.
b. Phase 2 (Construction): This phase will be controlled by the COR from the DPW
Construction Management Branch, in accordance with documents approved in Phase
1. Normally, construction can begin once the contractor has made all changes identified during the Government design review. However, the contractor may be allowed to proceed with construction while clarification and administrative comments are being incorporated into the design. The revisions can be approved by partial re-submittals.
c. The Notice to Proceed (NTP) date for the Design Phase will be established at the Pre-
Performance Conference. After the final design submittal has been approved and it is time to start construction, the first phase is closed and a new Notice to Proceed is issued by the Contracting Officer to the contractor.
d. Phasing: Project phasing will be in accordance with the Milestones Plan at Enclosure
1, which is a Contract document.
Overall number of Calendar Days allowed will be in accordance with paragraph 3.
This will include Government times as listed in the Milestone Plan at Enclosure 1.
e. General Installation Access Information: Once the contractor has been awarded the contract, he must apply for installation passes for each contract personnel requiring access for more than 60 calendar days to perform work. It takes a minimum of 30 working days from the date of application to the Security Office to be issued an installation pass. This strict access requirement will require more attention for scheduling and handling pass applications and shall be considered prior to submission of contractor’s proposal.
f. General Submittal Requirements:
(1) Government approval is required for extensions of design, critical materials, deviations, O&M manuals or those involving equipment whose compatibility with the entire system must be checked, and other items as designated by the
Contracting Officer. Within the terms of the Contract Clause entitled
“Specifications and Drawings for Construction,” they are considered to be “shop drawings.” The Contracting Officer’s approval of submittals shall not be construed as a complete check, but will indicate that the general method of construction, materials, detailing and other information are satisfactory.
Approval will not relieve the Contractor of the responsibility for any error, which may exist, as the contractor is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work.
(2) Shop drawing submittals for Government approval are required for electrical, mechanical and LAN equipment to be installed and shall be made concurrently, and shall include layout drawings showing the equipment proposed to be furnished, including special foundations, duct work, piping and electrical conduit, superimposed on the building plans and elevation. Elevation views of the layout shall be included. The layouts shall be true to scale in both plan and elevation. The equipment shall be shown in its final position as recommended by the manufacturer and shall contain adequate dimensions to determine the location of all equipment proposed and areas required for maintenance indicated.
(3) Definitions and Examples: The examples provided below are not all-inclusive and are used only for illustration purposes.
(4) Extensions of design examples are fire alarm and sprinkler protection systems, prefabricated buildings, structural steel drawings, standing seam metal roof drawings, coordination studies such as short circuit analysis of contractor selected electrical equipment, etc.
(5) Critical materials are defined as materials, which must meet specific quality performance standards required by design parameters, the failure of which will have a major impact on the operation, maintenance, quality of life or life safety of the system. Examples of critical materials are coatings for cathodic protection of storage tanks, high-pressure piping and controls, acid and hazardous waste systems, or architectural finishes for customer approval.
(6) Deviations are any submittal by the construction contractor that varies from or are omitted from the construction contract specifications.
(7) Examples of equipment which must be checked for compatibility with existing systems or the entire new system are equipment for sewage treatment and water purification plants, energy management control systems, intrusion detection systems, power generation and distribution systems, etc.
