SECTION L
A. PROPOSAL SUBMISSION GENERAL GUIDELINES
1. Offerors should be registered in the System for Award Management (http://www.sam.gov) upon submission of proposal. The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in the Central Contractor Registration (CCR) FedReg, ORCA, and EPLS.
2. Joint Ventures or A.T.I. (Associazione Temporanea d'Imprese, Temporary Association of Firms) are not allowed.
B. GENERAL INSTRUCTIONS
1. Offerors shall strictly adhere to the requirements in this Section when preparing the proposal to be submitted in response to this Request for Proposal (RFP). All proposals shall be in English. The Government will not reimburse any Offeror any cost incurred in response to this RFP. Proposals that fail to comply with the proposal submittal requirements addressed in this section of the solicitation may be determined unacceptable. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein.
2. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. The Offeror shall submit in the proposal all requested information specified in this section of the Request for Proposal (RFP) solicitation at or before the exact date and time specified. There will be no public opening of the proposals received as a result of this RFP. Failure to meet a requirement may result in an offer being ineligible for award.
3. Copies of the RFP are available by INTERNET ACCESS ONLY. All RFP documents will be posted to the Federal Business Opportunities (FedBizOpps) website (https://www.fbo.gov) and made available for viewing. All amendments will be posted to FedBizOpps and made available for viewing. It shall be the Offeror’s responsibility to check the website for any amendments and updates to the solicitation.
4. The Government will award one contract to the responsible offeror whose proposal represent the best value to the Government. The Government will use one-phase selection procedures. Awards will be based on the best value – utilizing the Lowest Price Technically Acceptable approach. This process permits no tradeoffs among cost or price and non-cost factors. Award will be made to the offeror whose offer is evaluated as “acceptable” for all technical factors and whose proposal has the lowest price.
5. Proposals received by the Government after the date and time set for receipt of proposals will be handled in accordance with FAR 15.208.
C. PROPOSAL SUBMISSION INSTRUCTIONS:
1. Proposals may be submitted by firms formally organized as design-build entities, or by construction contractors and design firms that have associated specifically for this contract. For the purpose of this solicitation, no distinction is made between formally organized design-build entities and contract-specific design-build associations.
Both are referred to as the design-build offeror (or simply “Offeror”), or the design/build contractor, (or simply, “Contractor”), after award of the contract.
2. General Requirements: The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation. The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet the requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience, and will base its evaluation only on the information presented in the Offeror’s proposal.
3. Offeror(s) shall provide proposals in English in accordance with the instructions below. Proposal pages should be standard letter size (8-1/2” x 11” letter size); however, if drawings or other graphics are submitted, Offerors should reduce them only to the extent that legibility is not lost. The total pages submitted shall not exceed 50 pages excluding the SF1442. Pages that exceed this limit will not be evaluated. Font size Arial 12 or larger is preferred.
All pages should be numbered. Any pages over the prescribed limit will not be considered for evaluation.
4. Proposals shall consist of one electronic copy (PDF format) with the bid guarantee provided as an original. The electronic copy (PDF format on a CD or DVD) will be delivered to the following address: 414th CSB, Regional Contracting Officer (RCO), Caserma Ederle, Building 3, Viale della Pace 193, 36100 Vicenza in an envelope clearly marked with the solicitation number. Government personnel may not be available to pick up proposals at the gate. It is the contractor's responsibility to ensure delivery to the location specified (for your information, to the best of our knowledge, DHL has base privileges and can deliver directly and is the preferred method).
5. BID GUARANTEE: Offerors will provide a bid guarantee in the amount and format as required under this section of the solicitation (Euro 30,000.00). The offeror shall furnish a proposal guarantee in the form of a firm commitment supported by a registered bank using the format provided as enclosure # 4. The Contracting Officer will return proposal guarantees, other than proposal bonds:
a. To unsuccessful offerors as soon as practicable after the award of the contract; and
b. To the successful offeror upon execution of all contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the proposal as accepted.
Failure to submit a valid Bid Guarantee will result in an incomplete proposal which will not be evaluated.
6. The submittals shall be formatted as follows, each tab confined under a Volume:
Volume Factor / Documents
1 Factor I: TECHNICAL - Past Experience
Subfactor 1: Construction Experience / Enclosure 2 “Construction Project Information Sheet.”
Subfactor 2: SOA Certification
2 Factor II: Past Performance / Enclosure 3 "Past Performance Questionnaire"
3 Factor III: Price Schedule, enclosure 1 and completed SF1442 with all amendments
Documentation for Determination of Responsibility, Anti-Mafia Self-Certification, and Bid Guarantee
D. ADDITIONAL SUBMITTAL INSTRUCTIONS
1. TECHNICAL: FACTOR I – PAST EXPERIENCE (Volume 1). When submitting project information sheets for the subfactors, ensure correct phone numbers and email addresses are provided for the client point of contact for each sheet.
a. Subfactor 1: CONSTRUCTION EXPERIENCE. Offerors shall utilize the Construction Project Information Sheet (Enclosure #2) included in this solicitation in order to submit information for this subfactor. Offerors shall submit information for projects completed within the last five years of the date of the solicitation. Offerors shall submit at least two projects of similar size and scope of this project, but not more than five projects. One information sheet shall be submitted per project.
NOTE: “Similar size or scope” construction projects are projects which include flooring renovation.
b. Subfactor 2: SOA CERTIFICATION. Offerors shall provide a current copy of the SOA OG1 classification II or higher.
2. FACTOR II – PAST PERFORMANCE (Volume 2)
a. Completed Past Performance Questionnaires (Enclosure #3) shall be submitted with your proposal for each project the offeror submits for evaluation under this Factor. The past performance information shall be recent and relevant to this requirement. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires.
b. Offerors shall submit at least two, but not more than five recent and relevant projects for this evaluation subfactor utilizing the Past Performance Questionnaires. Offerors shall submit past performance questionnaire on the same relevant projects submitted under Factor I, Past Experience. Recent past performance is defined as projects which have been completed within five (5) years from the date of this solicitation. Since the projects that will be submitted in past performance will be the same as those projects submitted for Factor I, Past Experience, the definition of relevant is the same.
c. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.
However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
d. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.
e. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
3. FACTOR III – PRICE, Solicitation Offer and Award Document, Standard Form 1442 (Volume 3)
a. Each offeror shall provide a total price in Euro and without IVA tax for the line item 0001 listed in Section B - SUPPLY OR SERVICES AND PRICES/COSTS of the request for proposal. Failure to submit a total price for the line item 0001 will cause the rejection of the proposal as not conforming to the requirement.
b. Each offeror shall return ENCLOSURE #1, LIST OF WORK FEATURES, duly filled out.
c. Each offeror shall return any Amendments to the solicitation
4. DOCUMENTATION FOR DETERMINATION OF RESPONSIBILITY (Volume 4). The Government will make an affirmative Determination of Responsibility in accordance with FAR 9.1. The following documents shall be provided for this determination.
a. CERTIFICATE OF CHAMBER OF COMMERCE: a copy NOT older than six (6) months at the time set forth for the receipt of the offer of the Chamber of Commerce Certificate of Membership (Certificato di Iscrizione alla Camera di Commercio).
