INSTRUCTOR SERVICES CASERMA

EDERLE, VICENZA, ITALY

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart

12.6, Streamlined Procedures for Evaluation and Solicitation of Commercial Items, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The Government is releasing this combined synopsis/solicitation electronically via FedBizOpps only. The solicitation number is W912PF-18-Q-0012 and this solicitation is issued as a Request for Quote (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition

Circular (FAC) 2005-66 Effective April 1, 2013.

The North American Industry Classification System (NAICS) code assigned to this project is 611630 – Language

Schools.

This requirement is not set aside for small business.

The solicitation includes 10 CLINS, including Options that are separately priced. There will be one (1) twelve month base period and four (4) twelve month Option periods. The base contract’s Period of Performance is estimated to begin 09 April 2018, with an end date of 08 April 2019, plus four (4) Option years with an estimated end date of 08 April 2023.

The Government anticipates the award being a Firm Fixed Price contract to provide English language skills to spouses of active duty military and DoD Civilians and their family members, and Local National Civilians on a space available basis. The Place of Performance will be on Caserma Ederle, Vicenza, Italy.

The provision at 52.212-1, Instructions to Offerors -- Commercial, and the addendum to 52.212-1 apply to this acquisition; for reference see attached solicitation.

For

ARMY COMMUNITY SERVICE

English as a Second Language Instructor

1. SCOPE OF WORK: The English as a Second Language Instructor (hereafter referred to as the "Contractor") will provide services in support of the Army Community Service (ACS). The contractor services shall be made available to active duty and retired military, DoD civilians and their family members, and LN civilians (on space available basis).

2. LOCATION OF SERVICES: Service shall be performed at the Davis Hall Family Readiness Center, ACS Center, Building 108 Caserma Ederle, or other on-post locations as required.

3. HOURS OF OPERATION: Normal office hours at ACS are 0800 - 1700, Monday through Friday, excluding U.S. Federal Holidays. Classes are held on Tuesdays 1400 – 1600 and Fridays 0900 – 1200.

4. ABSENCES: The contractor must coordinate their absence with the ACS COR and must have a fully trained replacement with the clearances done before start of work. The contractor may subcontract out all or part of these services, given that the COR approves the subcontractor in advance, and the contractor has previously trained the subcontractor on all the services provided under this contract. The subcontractor is required to meet all of the same qualifications as the contractor. If the contractor is unable to perform services, s/he must coordinate the absence with the ACS Contracting Officer’s Representative (COR). The contractor may subcontract out all or part of these services, given that the COR approves the subcontractor in advance, and the contractor has previously trained the subcontractor on all the services provided under this contract. The subcontractor is required to meet all of the same qualifications as the contractor.

5. QUALIFICATIONS: The contractor must possess:

(a) A four (4) year college degree (Bachelor’s) in Education, Teaching, or Foreign Languages from an accredited educational institution. College transcripts are required.

(b) Ability to communicate in English, both orally and in writing.

(c) A minimum of two years full time experience in assisting/teaching adults in Basic and Intermediate English in formal and informal settings shall be documented in the resume. This may be classroom or seminar.

6. QUALITY CONTROL: The contractor shall establish a quality control program to ensure that the requirements of the contract are accomplished as specified. The initial plan shall be presented to the COR within 30 days of contract award for approval. Subject to approval by the COR, any subsequent modifications shall be made as required or to respond to concerns of the COR. Quality controls will include the following as a minimum:

(a) A method of obtaining feedback from clients on a predetermined basis, to be submitted to the COR on a weekly basis.

(b) A means to ensure client confidentiality.

7. CONFIDENTIALITY: Army Community Service contractors perform services in a highly sensitive environment, representing the Department of Army in confidential and highly sensitive matters. The contractor will have extensive dealings with the public. All matters discussed in ACS in relation to these services must remain confidential, and not be repeated or disclosed outside of the office without the express advance written approval by the COR.

(a) Proper confidentiality shall be maintained regarding personal information of clients and volunteers, to include social security numbers, telephone numbers, and any other personal information.

(c) Breach of confidentiality shall be grounds for immediate contract termination.

8. INSTALLATION CLEARANCE REQUIREMENTS.

(a) Access to U.S. installations and controlled areas is limited to personnel who meet security criteria and are authorized by Host Nation law to work in that country. Failure to submit required information/data and obtain required documentation or clearances in accordance with AE Regulation 190-16, Installation Access Control, will be grounds for denying access to U.S. installations and controlled areas. The Contractor is responsible to ensure that any Subcontractor used in performance of this contract complies with these requirements and that all employees, of both the Contractor and any Subcontractor utilized by the contractor, are made aware of and comply with these requirements.

(b) The Contractor is responsible for being aware of and complying with the requirements associated with Installation Access Control. The Government is not liable for any costs associated with performance delays due solely to a firm’s failure to comply with Installation Access Control (IAC) processing requirements.

(c) The Contractor is responsible for returning installation passes to the issuing Installation Access Control Office (IACO) when the contract is completed or when a contractor employee no longer requires access.

9. PHYSICAL SECURITY.

(a) The contractor shall adhere to established physical security and internal control procedures. Access to office areas shall be monitored and limited to authorized personnel.

(b) The contractor shall secure all files or records before leaving her/his office for a prolonged periods.

(c) The contractor shall be responsible for securing any building or work area of which s/he is the last user of the day. Locking of external doors and windows is necessary when leaving the facility.

(d) The contractor shall be responsible for any keys issued to her/him and shall pay for all costs incurred if lost, such as the replacement of installation locks. All keys issued shall be returned to the COR upon expiration/termination of the contract.

10. SECURITY REQUIREMENTS:

a. AT Level I training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable and annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 05 calendar days after co bcontractor personnel. b. Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

c. For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

d. iWATCH Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. Thecontractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 05 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

e.Army Training Certification Tracking System (ATCTS) registration for contractor employees who require access to government information systems. All contractoremployees with access to a government information systems must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the IS and then annually thereafter.

f. For contracts that require OPSEC Training. Per AR 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. g. For Contract Requiring Performance or Delivery in a Foreign Country, DFARS Clause 252.225-7043, Antiterrorism/Force Protection for Defense Contractors Outside the US. The clause shall be used in solicitations and contracts that require performance or delivery in a foreign country. This clause applies to both contingency and non-contingency support. The key AT requirement is for non-local national contractor personnel to comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the contractor’s compliance with combatant commander and subordinate task force commander policies and directives.

11. Combat Trafficking in Persons: IAW FAR 52.222-50 The United States Government and the United States.

The Department of Defense (DOD) has adopted a zero tolerance policy regarding trafficking in persons.

Contractors, subcontractors and their employees shall not: Engage in severe forms of trafficking in persons during the period of performance of the contract; procure commercial sex acts during the period of performance of the contract or use forced labor in the performance of the contract.

12. GENERAL CONTRACT SERVICES: The contractor shall accomplish the following in conjunction with the specific contract services detailed herein:

(a) The contractor shall provide a lesson plan for approval by the COR, for the entire period of instruction. The contractor will provide sign-in sheets including each participant's name, sponsor’s rank, unit and date of each class conducted. The sign-in sheets shall be provided to the COR within one day of completing each class.

(b) The contractor shall provide a monthly summary of the classes conducted, with the total number of participants, any pertinent professional observations, feed-back sheets and any problems encountered. The COR will review all documentation for quality assurance purposes.

13. SPECIFIC TASKS: The contractor shall provide all the necessary services and materials, except as otherwise provided for in this contract, to conduct English as a Second Language Classes. The contractor shall provide the following specific tasks:

(a) Provide English as a Second Language instruction to active duty, retired military, DoD civilians, and their family members, and LN civilians (on space available basis) for 5 hours a week. Classes will be conducted twice a week (Tuesday and Friday) for three months (a total of 24 lessons); a final test will be administered to verify progress.

(b) Class size shall be a minimum of six (6) students and a maximum of fifteen (15) students. If attendance drops below six (6) participants for three (3) consecutive class meetings, classes will be suspended (or rescheduled/cancelled) until the minimum number of students are available. Should suspension or cancellation occur, the contractor shall be paid only for the days of instruction actually delivered.

(c) The COR shall approve those materials (e.g. newspapers and magazines) which are considered necessary for use by the contractor to conduct the instruction.

(d) Develop an End of Course Test. The instructor shall develop and administer an End of Course test to students, to quantify the results achieved in class and to be used as a prerequisite for other classes. The COR shall review and approve the end of course test prior to administering.

14. The Government may provide to the contractor for use in connection with this contract the following:

(a) Building – sufficient workspace for one contractor, plus additional space as needed and as facilities allow.

(b) Access to a Class A telephone.

(d) Heat, light, and other utilities.

(d) Access to a computer with printer for contractor utilization, as well as sharing of other office equipment (i.e.

fax machine, copy machine, etc.) and supplies as needed and available.

(e) Standard U.S. Army and Government forms and regulations as required.

(f) Office furniture, to include desk, chair, computer and filing cabinet.

(g) Printing of special forms as needed and approved for use by the Printing and Publications Office.

(h) The Government property made available under this contract shall be for use only in the performance of this

15. CONTRACTOR FURNISHED PROPERTY: The contractor shall provide her/his own transportation and all necessary equipment to fulfill this contract if not provided by the Government. Supplies not available through Government channels can be purchased at the contractor’s expense. The Government will not be responsible in any way for damages to the contractor’s supplies, materials, equipment, or to personal property due to fire, theft, accident, natural disaster, or other events.

16. CONDUCT: The contractor shall:

(a) Not, through her/his conduct or behavior, engage in activities which negatively reflect on the office for which the contractor will perform services for the community.

(b) Comply with the Organizational dress code.

(c) Conduct all business and discussion in a professional manner; maintain decorum and language conducive to the conduction of business in a Government setting.

(d) Wear a name tag (provided at contractor cost) identifying her/himself as a contractor, and if allowed access to a Government computer must ensure that in all correspondence the contractor ensures that s/he identifies her/himself as a contractor.

17. QUALITY CONTROL: The contractor will adhere to the COR approved quality control program to ensure that the requirements of this contract are accomplished as specified.

18. PERIOD OF PERFORMANCE: One base year of twelve (12) months, with four one-year option periods.

19. PAYMENT: The contractor will submit invoices via WAWF to the COR or other designated Government Representative on a monthly basis, who in turn will certify that services were provided and the invoice is appropriate for payment.

22. SAFETY: The contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and U.S. Government property from damage.

23. CONTRACTOR MANPOWER REPORTING (CMR) (CLIN 7500):

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the "English as a Second Language Instructor" via a secure data collection site.

The contractor is required to completely fill in all required data fields using the following web address:

http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.

While inputs may be reported any time during the FY, all data shall be reported no later than October 31 and at the end of the period of performance for each calendar year, beginning with 2017. 2) At least one (1) but not more than three (3) Past Performance Questionnaires (Attachment #1), showing evidence of successful past performance of the offeror within five (5) years from the solicitation release date, in the areas of Teaching of the English Language.

3) One (1) copy of the entire solicitation, with fill-in areas completed. The Offeror shall submit firm fixed pricing per each Contract Line Item Number (CLIN). The Offeror shall ensure that prices are entered for all CLINs for which space has been provided. Offeror shall enter a unit price and total price for each CLIN (base plus option CLINs).

c. SINGLE AWARD. The Government intends to make a single award; therefore, offers must be submitted for all the line items indicated in the solicitation. No award will be made for less than the full requirements shown in the solicitation. Any offeror offering less than all of the solicitation requirements may be precluded from consideration for award if the Contracting Officer elects to make an award without opening discussions.

d. SUBMISSION OF OFFERS IN EURO OR DOLLAR CURRENCY. Offers submitted in response to this solicitation shall be in terms of EURO or DOLLARS. Offers received in other than EURO or USD shall be rejected.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical: to be considered acceptable, the offeror shall provide a resume that addresses a four (4) year college degree (Bachelor’s) in Education, Teaching, or Foreign Languages from an accredited educational institution and a minimum of two years full time experience (in the last five years from the solicitation release date) in assisting/teaching adults in Basic and Intermediate English in formal and informal settings.

2. Past Performance: to be considered acceptable, Offeror(s) must demonstrate successful past performance of the offeror as evidenced by performance within five (5) years from the solicitation release date in the areas of Teaching of the English Language.

Offerors with no relevant past performance history, or for whom information on past performance is not available, will be evaluated neither favorably nor unfavorably on past performance and will receive a neutral rating.

3. Price.

a. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

b. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
