ADDENDUM TO FAR 52.212-2
Addendum to 52.212-2 – Evaluation – Commercial Items
BASIS FOR CONTRACT AWARD: Government evaluation will be conducted on offerors’ offers considering the evaluation factors listed herein. Evaluation of the factors will utilize a Lowest Price
Technically Acceptable (LPTA) source selection process in accordance with FAR Part 13.106-2; whereby the Government seeks to award on the basis of the lowest evaluated price of offers meeting or exceeding the requirement.
The Government intends to award one (1) to three (3) Blanket Purchase Agreements in support of this requirement. Failure to include a price for all items in the Price List (Attachment 3) will result in the offer not being considered for award. The Government intends to award a contract without formal discussions.
EVALUATION FACTORS FOR AWARD: Two (2) evaluation factors will be used to evaluate offers:
a.) Price, and b.) Technical Capability. To be considered technically acceptable, an offer must be rated acceptable in all factors/sub-factors outlined with the Performance Work Statement.
Price Evaluation. The Government will evaluate prices that are submitted in the Price Schedule. Failure to propose price schedule items will render the offer non-responsive.
Technical Capability Evaluation. The Government will evaluate technical offers and the below listed sub- factors on a Pass/Fail-basis, assigning ratings of Acceptable, or Unacceptable. An Unacceptable rating for any of the below sub-factors will result in an Unacceptable rating for this Technical Capability primary factor. Accordingly, under the LPTA source selection process, offerors who receive an
Unacceptable rating for this factor may not be considered for award. Technical Acceptability shall be evaluated against the following sub-factors in the following manner:
(a) Contractor’s Qualifications:
The offeror shall submit all the documents requested in Addendum to 52.212-1, paragraphs 1.a. through
1.d. Offeror’s qualifications have to demonstrate the offeror’s knowledge, expertise, and in depth experience of the tasks identified in PWS and how the offeror intends to leverage this knowledge, expertise and experience to provide the best possible service to the Government.
(b) Prime Contractor’s Technical Experience:
In evaluation of this sub-factor, the Government will confirm that the offeror did submit an Individual
Reference for three contracts within the last five years from the issue date of subject Solicitation, demonstrating that the offeror provided services relevant to those required in the PWS. To be found
Acceptable, the offeror must demonstrate that the offeror provided services relevant to those required in the PWS. Relevant performance includes effort involving similar scope or greater in scope, magnitude and complexity than the effort described in this Solicitation.
The Technical Capability factor will be assigned one of the ratings defined within Table A-1 below. The sub-factor ratings will be used to determine an overall rating for the factor.
Table A-1. Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Offer meets the requirements of the solicitation.
Unacceptable Offer does not meet the requirements of the solicitation.
AWARD DETERMINATION: All offers will be checked to ensure compliance with the solicitation requirements and determine responsiveness of the offer. If an offer is deemed non-responsive, it may be excluded from further consideration for award. If an offer is deemed responsive, it will then be included in ranking of offers by price.
