Testing, Inspection and Software Fine Tuning on KABA Access System, Caserma Del Din, Vicenza
Part 1
General Information
1.0 General: This is a non-personal service contract to provide the recurring testing, inspection and software fine tuning services on the automated KABA access control system at Del Din. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform testing and inspection as well as software fine tuning of the KABA automated access control system as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
1.2 Background: This contract is necessary in order to maintain automated access control system’s functionality and efficiency.
1.3 Objectives: Annual testing, inspection and software fine tuning of automated locks by certified technicians authorized to operate on Kaba Access Systems.
1.4 Scope: Perform the software Fine tuning/upgrade, data protection, respond in a timely manner to the urgent calls and provide spare parts of automated locks located at Del Din, Vicenza, Italy
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The Period of Performance reads as follows:
Base Year: 31 August 2017 – 30 August 2018 Option Year I: 31 August 2018 – 30 August 2019 Option Year II: 31 August 2019 – 30 August 2020
1.6 General Information
1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The contractor shall submit his/her Quality Control Plan (QCP) to the Contracting Officers Representative (COR) for approval within seven (7) calendar days after contract award (Deliverable 1). After acceptance of the QCP, the contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to his QC system.
1.6.2 Quality Assurance: The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.4 Hours of operation: The contractor is responsible for conducting business and respond to phone calls between 0800 a.m. through 0500 p.m., Monday through Friday except on Federal Holidays, Italian Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings. For other than Firm Fixed Price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.5 Place of Performance: The work to be performed under this contract will be performed at Caserma Renato Del Din, Vicenza, Italy.
1.6.6 Type of Contract: The Government will award a firm fixed price contract.
1.6.7 Security Requirements: AT Level I Training. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas will complete AT Level I awareness training within 30 calendar days from the contract start-date. The contractor will submit certificates of completion for each affected contractor’s employee and subcontractor’s employee to the Contracting Officer prior to issuance of Installation Access Passes. AT Level I awareness training is available online at https://atlevel1.dtic.mil/at (Deliverable 2).
Access and General Protection/Security Policy and Procedures. The contractor and all associated subcontractor employees will comply with applicable installation, facility, and area commander installation/facility access and local security policy and procedures (provided by Government representative). The contractor will also provide all information required for background checks to meet installation-access requirements to be accomplished by the installation provost marshal office, director of emergency services, or security office. The contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the force protection condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. IWATCH/I SALUTE Training. The contractor and all associated subcontractors will brief all employees on the local I WATCH/I SALUTE program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training will be completed within 30 calendar days after the contract is awarded and within 30 calendar days after new employees commence contract performance (Deliverable 3).
The contractor and all associated subcontractors shall brief all employees on the local OPSEC and I WATCH/I SALUTE program. This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days after contract award and within 30 calendar days after new employees commence contract performance, with the results reported to the COR.
1.6.7.1 Phisical Security : The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use. At the close of each work phase, Government facilities, equipment, and materials shall be secured. The contractor shall prepare his own “Piano Operativo di Sicurezza” (POS) and shall establish a safety and health program, which shall provide safety and health protection to this employees as required by Italian Law 81/2008. All the work described in these specifications shall be accomplished in strict compliance with the ISPESL (Superior Institute Assurance of Work) standards. The POS shall have the
Safety Coordinator concur before any work phase commencement. The contractor’s personnel shall assure that all equipment is turned off and stored in designated storage areas together with supplies upon completion of work. The contractor shall be held responsible for the safe storage of materials and equipment in Government area and near the work site.
1.6.7.2 Key Control: N/A
1.6.7.3 Lock Combinations: N/A.
1.6.8 Special Qualifications: All work under this contract shall be performed in a skillful and workmanlike manner. All contractor personnel must be qualified and experienced in the skills and responsibilities of the position to which they are assigned, and shall have the appropriate knowledge and technical capability necessary to operate system software Win 6000 (MT Locks) and Kaba EXOS9300.The contractor is responsible for ensuring all employees possess and maintain current Information Assurance Technician (IAT) Level I professional certification during the execution of this contract. All work shall be performed by specialized personnel provided with necessary certifications and in coordination with the Government technician in charge for the systems. The Contracting Officer may require, in writing, that the contractor remove from the work any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable.
1.6.9 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the Contracting Officer will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
1.6.10 Interferences: During the performance of work, special care is to be taken not to interfere with ongoing activities on nearby facilities. Materials shall be loaded/unloaded inside the work site. Access to other buildings shall not be hindered by contractor’s personnel, vehicles or stored materials. Vehicles for the transport of materials can be temporarily parked near the building site to load/unload materials if they do not obstruct traffic.
1.6.11 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor contractor’s performance and notifies both the Contracting Officer and contractor of any deficiencies, coordinate availability of government furnished property, and provide site entry of contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.12 Key Personnel: The contractor shall provide a contract manager and an alternate, who shall be responsible for the performance of the work. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0800 a.m. to 0500 p.m. They shall have full authority to act for the contractor on all contract manners relating to daily operation of this contract, and shall be responsible for the performance of the work. The names and contact information of the manager and its alternate shall be designated in writing to the Contracting Officer, and shall be provided to the COR no later than seven (7) working days after the contract award date (Deliverable 4).
1.6.13 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. The contractor shall furnish an identifying badge, which shall include as a minimum, the Company’s name and the employee’s last name. The badge will be worn on an outer garment and be visible at all times.
1.6.14 Access and General Protection/Security Policy and Procedures: The contractor shall obtain entry passes for each employee from the COR. The contractor shall inform his personnel that they may be subjected to search when entering or leaving the installation at the discretion of the Installation Commander. Upon completion of the contract work or upon employee termination, the contractor shall return all passes to the Contracting Officer or to the COR. Contractor and all associated subcontractor employees shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by the Government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshall Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.6.15 Combating Trafficking in Persons: The contractor shall maintain 100% compliance at all times with FAR clause 52.222-50, Combating Trafficking in Persons. Paragraph (e) of the clause provides the remedies available to the Government for contractor failure to comply with the requirements of the clause.
Part 2 Definitions & Acronyms
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. QUALITY CONTROL. All necessary measures taken by the contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12. WORK DAY. The number of hours per day the contractor provides services in accordance with the contract.
2.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.

Part 3 Government Furnished Property, Equipment, and services
3.1. Service: The Government will provide fire protection. The Government will provide detail documentation concerning the safety norms foreseen on the installation site and relevant to the activities outlined in this contract.

3.2 Facilities: The Government will provide safe and free access to the installation.
3.3 Utilities: The Government will provide electricity and water services The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
3.4 Equipment: The Government will not provide equipment.
3.5 Materials: all material used, partially or totally, to perform works required in this contract and not furnished by the U.S. Government, shall be included in the total contract cost and are, in no case, to be reimbursed by the U.S.
Government.
Part 4 Contractor Furnished Items and services
4.1 General: The contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS. Before starting any work, the contractor shall submit to the Contracting Officer a schedule indicating in detail each phase of work, safety precautions and protection of property. Schedule of work shall be approved by the Contracting Officer before commencement of the contract.
4.2 Contractor’s Liabilities and Responsibilities: The contractor shall be responsible for all damages to persons or property that occurs during the performance of this contract as a result of the contractor’s fault or negligence. The contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract. The contractor shall safeguard all tenants and visitors in the facilities while performing the work under this contract.
4.3 Found items: The contractor or his employees shall turn in all personal items found on the Government’s installations to the Military Police, located in building #4B, Caserma Ederle (Vicenza).
4.4 Contractor’s Behavior: All contractor employees who enter the Government’s installations shall obey to all regulations in effect during the Contract period. The contractor shall be responsible for maintaining satisfactory standards of employees as necessary. The Government reserves the right to require removal from the job site of any employee who endangers persons or property, whose continued employment is inconsistent with the interests of military security, or whose presence deters the accomplishment of work. The removal from the job site of a contractor employee shall not relieve the contractor of the requirement to provide sufficient personnel to perform the work specified in the contract.
4.5. Utilities and Services: The contractor shall be provided, for the sole scope of work, with electricity and water services available in the area. All temporary connections shall be cleared to the contractor, as shall be the restoration of said utilities to original conditions at the completion of the project. The connection shall comply with pertinent U.S. and Italian safety of work laws and CEI norms. All machinery and equipment shall be properly grounded. The contractor shall use Government furnished utilities in a prudent manner consistent with energy conservation. The contractor shall be directly responsible for instructing employees in utilities conservation practices.
4.6 Safety and fire: The contractor shall ensure all employees become familiar with the methods of reporting a fire and of fixing fire alarms. The contractor’s employees shall comply with all the applicable safety and fire laws and regulations. The contractor’s employees shall become aware of and observe all the requirements for handling and storage the combustible supplies.
4.7 Hot Work Permit: The contractor is responsible for coordinating with the COR to obtain a hot work permit from the DES Fire Department, IAW Fire Dept. USASETAF reg.420-1 Section III/26, 13 Sept 2007 before starting any work with an open flame.
4.8. Equipment: The contractor shall provide all the materials and spare parts of the same type and brand of the components to be replaced or compatible, and shall be free from defects in material or workmanship. All the materials and spare parts required for the performance of this contract shall be approved in advance by the COR.
Equipment shall be the type and size suitable for commercial operations, and shall be certified by the manufacturer;
in this case “Kaba”.
4.9 System Design, Implementation, System Administration and Information Assurance:
The contractor shall ensure all employees engaged in system administration tasks possess the proper DOD Directive 8570.01, Information Assurance Training, Certification, and Workforce Management and DOD 8570.01-M, Information Assurance Workforce Improvement Program certifications. The contractor shall ensure all identified personnel have received an elevated privileges account prior to accomplishing work and account for all expected delays in this process so as to fully meet the contract requirements.
4.10 System Operation and Maintenance: N/A
4.11. Accidents: The contractor shall be responsible for complying with any, and municipal laws, codes and regulations applicable to the performance of the work. The contractor shall also be responsible for all damages to persons or property that occurs as a result of the contractor’s fault or negligence. The contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which have been accepted under the contract.
4.12 Reporting of On-site Accidents and Injuries The contractor shall report immediately by telephone to the Contracting Officer, the COR, the Garrison Safety Officer (tel. 0444-717045) any accident involving personal injury, death, damage to Government property, or accidental loss of Government property resulting from the activities of the contractor, his subcontractors, his agents, or employees. A written accident report shall be forwarded to the Contracting Officer within three (3) working days after the date of occurrence. In addition, the contractor shall cooperate and provide data to any follow-up investigation of an accident by the installation or higher command.
4.13 Analysis of Accident: The contractor shall make a thorough investigation and analysis of all accidents and work towards eliminating the causes of such accidents.
4.14. Clean-up and Disposal: The contractor shall clean up the works area at the completion of the specific task, or at the close of each workday, whichever comes first, and dispose of waste generated in the performance of this contract in compliance with all applicable Italian laws and regulations.
4.15 Discarded Material: All discarded materials shall be recycled or disposed of as authorized by the Regional and National regulations, according to the typology of the related material. The transportation shall be extended, if required, even if outside Caserma Ederle City Council Territory. It shall be the responsibility of the contractor to provide containers for material disposal. The contractor shall also provide all documents (and coordination work) necessary to obtain the authorization from the Local Environmental Authority for the eventual disposal of materials, for which the normal disposal procedures are not sufficient.
4.16 Asbestos or Other Contaminants: If the existence of material containing asbestos is discovered, the contractor shall immediately report the location and extent of asbestos to the COR for determination and resolution.
4.17 Environmental protection: The contractor shall comply with all local laws and standards regarding Environmental protection.
4.18 Environmental Reporting : The contractor will provide the following information semi-annually to be used by the Government to address environmental performance, relative to the goals of the USAG Italy Environmental Management System.
Please note that the amounts reported are those used/generated by the contractor regardless of source (private purchase or Government furnished). Reports for January-June will be submitted by 15 July and reports for July- December will be submitted by 15 January each year.
4.19 Warranty: All the services, materials, and spare parts, including software upgrades furnished by the contractor for the performance of this contract shall be covered by a two (2) year warranty. All technicians performing under the contract shall be authorized to perform inspection and upgrade services by KABA in order to not void the warranty.
Part 5 Specific tasks
5.1. Basic Services. The contractor shall perform inspection, testing and software fine-tuning, as well as respond in a timely manner to urgent calls, and provide spare parts for automated locks installed in various buildings located on Caserma Del Din part of the US Army Garrison-Italy, Vicenza.
5.2 Testing and Inspection. The contractor shall conduct the required testing and inspections twice a year for all the buildings marked yellow in Attachment 1. The service consists of performing and evaluating a complete functionality test of each component within the systems, checking all defective parts that are suspected of being faulty, and also any deficiency, suggesting the required corrective maintenance, which shall be accomplished by Government personnel. The contractor shall then identify available software upgrades and provide a record with the results found after every inspection. The inspections shall always be coordinated with the COR.
5.3. Software Fine Tuning and Software update. The contractor shall perform fine-tuning of the software, to ensure proper functioning of the system, perform fine-tuning of the control parameters, the programming software and interface signals. The contractor shall execute system upgrades, optimizing system security, and shall submit a detailed report to the duly authorized Government representative, identifying the upgrades made to improve system performance. The contractor shall have the operational knowledge and technical capability to operate system software SAFLOK Win 6000 (MT Locks) and Kaba EXOS 9300.
Prior to any upgrade, maintenance or modification to any operational technical documentation, the contractor must coordinate efforts and receive approval from the COR. The contractor shall submit a report identifying software version updates and operational changes in software to the COR.
5.4. Unscheduled Calls. Unscheduled services may be required in case of a performace failure of the KABA EXOS 9300 and SAFLOK 6000 database, that may require reprogramming and/or resetting of the system. The contractor shall be available to respond to the COR requests between 0800 a.m. to 0500 p.m., Monday through Friday. For services estimated to cost more than €500.00, the contractor shall submit a written estimate specifying the nature of problem/failure to the COR for approval before staring the work. Resolution of the unscheduled calls shall be completed within five working days of initial contact, and the contractor shall provide all necessary resources to manage any unscheduled call. The contractor shall submit a list of phone numbers and specialized personnel for this specific service to the COR. No payments for unscheduled calls shall be made unless the call was authorized by the COR in advance. Interventions that impact the overall software system such as a system upgrade, are considered to be outside the scope of the resultant contract.
5.5. Spare parts. The contractor shall be able to benchstock all the spare material listed in Attachment 2, being prepared to deliver the items listed within 60 calendar days for standard parts and 120 days for customized spare parts, from the initial request of the COR. Upon DPW’s request the contractor shall submit a price estimate of the parts required, within 48 hours to COR. The prices will be reviewed and evaluated by COR for approval.All spare parts procured must be compatible with the existing Kaba system originally installed by Kaba.
5.6. One-time Software Upgrade: The contractor shall provide a one-time software version upgrade of both the Saflok System 6000 to Version 5.4 and Exos 9300 Version 4.0. Software upgrades shall include software licenses, installation of the software on a Windows 2012 server, with current Army Gold Master operating system security settings and software patches, including McAfee Anti-Virus and port security settings. Perform the activation of three Windows 10 workstations that are connected to the new server. This software upgrade and transfer to a new server will include transferring the data base files, a full communication and functionality check, contractor support to ensure that the software configuration will perform with the network security settings with the server, workstations, and all key card programming hardware peripherals.
5.7. Contractor Management Reporting (CMR) The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 and at the end of the period of performance for each calendar year, beginning with 2017. Contractors may direct questions to the help desk by clicking on “Send an email” which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component’s CMR website. For Contractor Manpower Reporting CLIN (CLIN 7500, 7501, 7502,), the offeror shall propose a price for each CLIN to cover all reporting costs. If the offeror proposes to provide this report at no additional cost to the Government, it should indicate $0.00 or, “No Charge” or rather than not addressing the line item. If the line item is left blank, the offeror agrees that this report will be provided at no additional cost to the Government, $0.00 shall be used for evaluation purposes, and the contract CLIN will be priced at $0.00.

Part 6 Applicable publications
6.1 Publications: All work shall be performed by skilled workmen in the specified trade in conformance with all applicable U.S. and Host Nation Laws and regulations, whichever is more restrictive at contract award date. This includes any required certification by authorized technicians in Italy (norms UNI-CEE). The contractor shall be ISO 9001-2000 certified.

8.0 Deliverables: In fulfillment of this contract, the contractor shall be required to provide deliverables. All deliverables shall be submitted to the COR. The following tables detail the deliverables and delivery schedule.
Except as indicated below, or with explicit written permission from the Government, deliverables shall not contain proprietary or copyrighted information or have any restriction on reproduction or distribution.
Unless otherwise specified, the Government will have a maximum of ten (10) working days from the day the draft deliverable is received to review the document, provide comments back to the contractor, approve or disapprove the deliverable(s).
