QUESTIONS AND ANSWERS

Pre-Solicitation Conference held 24 March 2017 at Bldg 3, Caserma Ederle.

1. Q : How many times per year do the absorbers in Del Din need to be serviced? Section 5.3 of the

Performance Work Statement (PWS) states three times per year, however CLINs 0004, 1004, 2004 ask for two service per year.

A : The Requiring Activity has confirmed that the absorber located on Del Din need to be serviced three times per year, as specified in Section 5.3 of the PWS. CLINS 0004, 1004, 2004 are hereby modified to reflect the requirement for three services per year.

2. Q: Will the discount percentage offered be part of the evaluation? Therefore if I (the contractor) quote

0% will that impact my total price?

A: The Government will evaluate the discount offered by contractors. For evaluation purposes, the discount percentage quoted will be applied to the Not to Exceed Amount (NTE) provided by the Government, based on historical data for the CLIN. The resulting amount will be included in the Grand Total offered and then evaluated.

Please refer to the (SAMPLE) table below for an example of price/discount evaluation

CLIN SAMPLE UNIT PRICE QUANTITY AMOUNT

CLIN 0001 € 2.00 2 € 4.00

CLIN 0002 € 2.00 3 € 6.00

SPARE % 10 € 15.00 € 13.50

TOTAL € 23.50

*NTE Spare €15.00

3. Q: The discount quoted for the spare material will be applied on which price?

A: The discount offered will have to be applied to the official manufacturing price listing for that given spare part, both plumbing and electrical.

4. Q: Do the technicians that hold the PES certificate need to be the same technicians also holding the F-

GAS license?

A: No, the technicians can be different technicians as long as the contractor is in compliance with Section

1.5.8 of the PWS (Special Qualifications).

5. Q : Would it be possible to have a list of the attendees to the Pre-Solicitation Conference, and the name of the incumbent contractor?

A : Yes. Representatives from the following companies attended the pre-solicitation conference on Friday 24 March 2017:

Corima Clima s.r.l GM3 s.r.l (Incumbent Contrator) Gemmo Termoidrica di Panciera-Groppo & C. Snc ICA Consorzio Limes s.r.l Maritan s.r.l

6. Q: Items 0008 and 0009 request to indicate the discount for the materials to replace, will the cost of the labor be included in the cost of the part or in the discount?

ACCEPTABLE Offer clearly meets the minimum requirements of the solicitation.

UNACCEPTABLE Offer does not meet the minimum requirements of the solicitation.

(b) In order to be eligible for an award, an offer shall be rated " Acceptable" on all non-price factors (Technical and Past Performance).

(c) Once the Contracting Officer and the Technical Evaluation Board (TEB) have identified the offers that are technically acceptable, the Contracting Officer will make the award decision only on the basis of the lowest fair and reasonable price.

(d) The U.S. Government intends to evaluate offers and award a contract without discussions; however, the U.S.Government reserves the right to hold discussions. It should be noted that there is no obligation on the part of the Government to make an award to any offeror in response to this solicitation.

5. Evaluation.

FACTOR I - TECHNICAL: CERTIFICATES. In order to be determined technically acceptable in this factor, the offeror must provide a copy of the certifications that grant authorization to perform maintenance on Chillers, Absorbers and Cooling Towers. Specifically, offerors shall provide the following documentation for each technician that will take part to the contract performance:

Past performance will be rated on an acceptable/unacceptable basis using the following ratings:

RATING DESCRIPTION

Acceptable

Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Unacceptable Based on the Offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

(d) The Government may consider past performance information from other sources such as: the offeror's former customers, business associates, federal, state, and local government agencies; the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Program Managers and Contracting Officers. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information remains with the offeror.

FACTOR III - PRICE

(a) The contract will be a Firm Fixed Price (FFP) contract. The Government will evaluate price reasonableness for this requirement. The price factor will be evaluated separately from the non-price factors.

(b) A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a “buy-in” or unbalanced pricing between CLINs or option periods is not occurring.

(c) The base period and all option years shall be included in the price calculation. Should the

Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

(d) As part of price evaluation, the Government will evaluate its option to extend services (see FAR

Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each proposal. Offerors are required to price the base and option periods.

Offerors shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the extension of services at the end of any performance period (base or option periods).

(e) In evaluating price reasonableness, other than cost and pricing data shall be utilized.

(f) The award will be based on lowest price determined to be reasonable, complete and balanced.
