The Contractor shall provide an adequate staff with the necessary management expertise to assure performance objectives and standards are met. Insufficient personnel, material and equipment or failure to anticipate and resolve scheduling conflicts does not relieve the Contractor of any responsibility to fully perform contract requirements. The Contractor shall implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking and reporting of work in progress. The Contractor shall plan and schedule work to assure material, labor, and equipment are available to complete work requirements within the specified time limits and in conformance with the quality standards established herein.
3.2 QUALITY CONTROL PLAN (QCP): The Contractor shall provide a Quality Control Plan along with the offer and shall describe in detail the Contractor’s Quality Control. The plan will be adopted as compliance document after review and acceptance by the Contracting Officer. The Contractor shall develop and maintain a Quality Control Program to assure that the requirements of the contract are met as specified herein, and that they are all accomplished in a professional, workmanlike, and timely manner.
The Contractor shall maintain an internal inspection system as part of his internal standard operating procedures.
See CDRL 0001 As a minimum the Contractor’s QCP shall address the following areas:
1) Identification and clearly defined authority of all personnel under the Contractor’s organization.
2) Provide an organizational chart showing key supervisory, management personnel, licensed technicians, etc. assigned to this contract.
3) Provide a quality control inspection system covering general and specific tasks included in this contract. It shall specify tasks or areas to be inspected on either a scheduled or unscheduled basis, and the manner and frequency in which inspections are to be conducted. The system shall include methods for identifying deficiencies in the quality of service performed before the level of performance becomes unacceptable. The Contractor shall provide names and qualifications of all individuals tasked to perform inspections, and the extent of their authority.
4) Provide information specifying the proposed test methods, including names of technicians and qualified testing laboratories to be used, if applicable. Testing types must be specified and approved by the COR.

The quality control inspection system shall encompass general and specific tasks included in the contract scope of work. It shall specify tasks or areas to be inspected on both a scheduled or unscheduled basis, and the manner in which inspections are to be conducted. A method of documenting and enforcing quality control operations for prime or subcontractor work, including inspection and testing shall be established. The Contractor’s QC plan must consider the importance of successful maintenance on all equipment listed in this PWS due to life safety requirements imposed by both Italian and US standards. The Contractor is required to maintain this equipment, certify as required, and ensure all equipment is 100% operationally safe. The QC program must ensure this Contract requirement is met.
3.3 QUALITY ASSURANCE: The Government will evaluate the Contractor’s performance under this contract according to the “Inspection of Services-Fixed Price” clause.
3.3.1 QUALITY ASSURANCE SURVEILLANCE PLAN: This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate Contractor actions while implementing this Performance Work Statement (PWS). It is designed to provide an effective surveillance method of monitoring Contractor performance for each listed objective on the Performance Requirement Summary (PRS) in this maintenance contract. The QASP provides a systematic method to evaluate the services the Contractor is required to furnish. This QASP is based on the premise the government desires to maintain a quality standard in operating, maintaining, and repairing facilities and that this service contract to provide the service is the best means of achieving that objective. The Contractor, and not the government, is responsible for management and quality control actions to meet the term of the contract. The role of the government is quality assurance to ensure contract standards are achieved. In this contract the Quality Control (QC) program is the driver for product quality. The Contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensure a “self-correcting” contract is to ensure that the QC program approved at the beginning of the contract provides the measures needed to lead the Contractor to success. Once the QC program is approved, careful application of the process and standards in the remainder of this document will ensure a robust Quality Assurance (QA) program.
The Government’s COR will utilize random checks to monitor Contractor’s performance. Only the COR is allowed to approve work unless specified otherwise within this document. Recurring inspections will be verified and checked IAW Contractor’s approved inspection plan. Contractor’s performance of this contract will be measured on the required tasks and Industry Standards. Contractor’s performance of these tasks will be documented on a past-performance report card with strict attention being paid to Contractor’s performance that exceed or fail to meet the standard. The Contractor will be afforded the opportunity to document its reasons for failure to meet the standard on the past-performance report card and explain what measures were taken by the Contractor to rectify problems and measures taken to prevent recurrence of failed standards.
3.3.2. PERFORMANCE AND QUALITY STANDARDS:
Performance and quality standards are described in:
TM 43-0139 http://manuals.chudov.com/Camo-Paint-Manual.pdf And TB 43-0209 http://www.dmkf.dk/Filer_manualer/Camo/TB%2043-0209%20color%20marking.pdf
The acceptable quality level will be established by inspection of the first three vehicles produced jointly performed by AFSBn
– Africa Quality Assurance (QA) personnel and contractor representatives.
Any and all tests and levels of inspection as described in these manual may be used during the initial joint inspection and all subsequent inspections.
3.4 SAFETY: The Contractor will:
1. Make sure that there is no risk to the AFSBn-Africa personnel during vehicle inspections, even by keeping the inspection area clean and tidy, equipment, materials and environment free of risks, and maintaining safe access and egress, including emergency access to the site.
2. Provide written site accident prevention plan / safety and emergency rules or, if applicable, the “Single Document for the Assessment of Interferential Risks” (DUVRI).
See CDRL 0002

The Contractor is required to report all Contractor manpower required for performance of this contract. The Contractor is required to completely fill in all the required fields in the reporting system using the following web address:
https://contractormanpower.army.pentagon.mil/ .
