3.3 QUALITY ASSURANCE
The Government will evaluate the Contractor’s performance under this contract according to the “Inspection of Services-Fixed Price” clause.
3.3.1 QUALITY ASSURANCE SURVEILLANCE PLAN: This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate Contractor actions while implementing this Performance Work Statement (PWS). It is designed to provide an effective surveillance method of monitoring Contractor performance for each listed objective on the Performance Requirement Summary (PRS) in this maintenance contract. The QASP provides a systematic method to evaluate the services the Contractor is required to furnish. This QASP is based on the premise the government desires to maintain a quality standard in operating, maintaining, and repairing facilities and that this service contract to provide the service is the best means of achieving that objective. The Contractor, and not the government, is responsible for management and quality control actions to meet the term of the contract. The role of the government is quality assurance to ensure contract standards are achieved. In this contract, the Quality Control (QC) program is the driver for product quality. The Contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensure a “self-correcting” contract is to ensure that the QC program approved at the beginning of the contract provides the measures needed to lead the Contractor to success. Once the QC program is approved, careful application of the process and standards in the remainder of this document will ensure a robust Quality Assurance (QA) program.
The Government’s COR will utilize random checks to monitor Contractor’s performance. Only the COR is allowed to approve work unless specified otherwise within this document. Recurring inspections will be verified and checked IAW Contractor has approved inspection plan. Contractor’s performance of this contract will be measured on the required tasks and Industry Standards. Contractor’s performance of these tasks will be documented on a past-performance report card with strict attention being paid to Contractor’s performance that exceed or fail to meet the standard. The Contractor will be afforded the opportunity to document its reasons for failure to meet the standard on the past-performance report card and explain what measures were taken by the Contractor to rectify problems and measures taken to prevent recurrence of failed standards.
3.4 SAFETY
AFSBn-Africa shall inform the contractor in matter of risks through the “Installation Emergency Management Evacuation Procedures” and the “Single Document for the Assessment of Interferential Risks” (DUVRI) attached to the contract. The Contractor shall comply with the requirements contained in the “Single Document for the Assessment of Interferential Risks” (DUVRI). The Contractor shall fill up the “CONTRACTOR INFORMATION ACTIVITIES” attached to the DUVRI. Work in the AFSBn-Africa areas shall not begin by the contractor prior to the preliminary meeting in which requirements of this document are confirmed or eventually properly modified and signed by both parties. During the meeting, the contractor shall inform AFSBn-Africa on risks resulting by the work activities to be performed.
Following EM 385-1-1 (15 September 2008), the contractor should prepare an accident prevention plan. This is a safety and health policy and program document specific to this project and work required within. The contractor will meet with AFSBn-Africa’s Safety Officer within the first fifteen days (15) days after contract award to discuss requirements and review minimum basic outline for contractor’s accident prevention plan. This plan will need to be submitted to the AFSBn-Africa safety officer for approval and be updated as required.
3.5 CONTARCTOR MANPOWER REPORTING (CMR) (CLIN 7500)
The Contractor is responsible for providing input into CMR system in accordance with the information provided herein.
