About this file

This document is an Amendment of Solicitation (Standard Form 30) for a pest control contract issued by the U.S. Army Contracting Office in Germany. The solicitation is for a follow-on contract (current contract #W912PB20D3028) to provide pest control services at USAG Ansbach installations, with specific requirements including bed bug detection dogs, tiger mosquito control, and membership in pest control associations. The anticipated award date is mid-November 2025, and the contract will be awarded as an unfunded requirements contract with funds made available on individual Task Orders.

Key details include acceptable pest control associations (Inge-S and Pest Control association West e.V.), mandatory use of bed bug detection dogs for large building infestations, and the necessity of tiger mosquito control services. The current incumbent is APC AG from Nuernberg. A site visit was conducted on 15 Oct 2025, and vendors are required to use the provided ELIN Sheet for pricing across all locations. Contractors can subcontract specialized services, but the government will only interact with the main contractor. Reporting methods are flexible, with specific tracking requirements to be communicated during a pre-performance meeting.

The purpose of this amendment is to:

1. Answer vendor questions regarding requirement specifications.

2. All other terms and conditions remain unchanged.

Question 1: A question regarding the tender criterion "Membership in DSV (German Pest Control Association) under Sub-Factor A Certificates: Is only the membership in DSV mandatory? There are numerous pest control associations operating nationwide, and the DSV is not the umbrella association of this industry. Do these memberships also meet your requirements of the solicitation? Link: https://www.

sbvwest.de/; https://www.inge-s.de/ Answer: Interessengemeinschaft Schadlingsbekampfung (Inge-S), and Pest Control association West e.

V. are acceptable.

Question 2: Is the use of bed bug detection dogs mandatory, or will other professional detection methods (e.g., visual inspections, monitoring traps) be considered acceptable alternatives?

Answer: Yes, bed bug dogs are necessary; in case of a vast infestation throughout the building (out of reach for the regular monitoring), especially for very big buildings.

Question 3: Regarding tiger mosquito control, is this a mandatory requirement or considered an "as-needed"/optional service under the PWS?

Answer: The tiger mosquito is a necessary requirement, since the spreading of it in Bavaria has been documented over the last few years.

Question 4: If these elements are mandatory, would the Government consider allowing teaming or subcontracting arrangements with specialized providers to meet those specific requirements?

Answer: The Government has per se no objections if the vendor subcontract but will only deal with the main contractor.

Question 5: What is the name of the current contractor for this contract?

Answer: APC AG, Nuernberg

Question 6: Will there be a scheduled site visit for this opportunity?

Answer: Site Visit was conducted on 15 Oct 2025. The invitation was posted on SAM.gov on 29 Sep 2025.

Question 12: What is the current contract number?

Answer: Current contract # is W912PB20D3028.

Question 13: Is there any incumbent information?

Answer: See questions 5 and 11.

Question 14: Since the work will be performed in a few different locations, at all USAG Ansbach installations, does the provided pricing sheet represent all locations in one pricing sheet, or should we create a few different pricing sheets for all locations?

Answer: Attachment II - ELIN Sheet represents all locations and need to be used to provide your prices.

No additional pricing sheet for the individual location is required, nor acceptable.

Question 15: Does the W-14 form apply to USA registered companies interested in this project? Or any other form?

Answer: Please find information about W-14 in Solicitation (SF1449) page 40/41/42.

Question 16: Should predefined forms be used, or is the method of reporting open, as long as it is sensible and meaningful?

Answer: There are existing forms, nevertheless the method of reporting is open. The important data the US Government needs for tracking will be communicated to the contractor during the Pre-Performance Meeting prior developing their form.
