Poland Range Maintenance Solicitation Questions and Answers

1. Regarding Paragraph 4.4, Vehicles and Equipment, are you still looking for 4x off-road vehicles, one for each training area?
Response: Yes. The contractor must have a vehicle that the team can use in the training area.
2. When would these vehicles need to be on location? Post-award within 30 days, similar to Key Personnel for the
Deliverables?
Response: When personnel and deliverables are due, the vehicle must be included in order for the personnel to provide the deliverables.
3. Do the team leader and deputy team leader need to be present at each site/training ground? If so, does this mean that each shift should have 2 working individuals plus the leader and deputy? Total number of heads per shift equal 4?
Response: No. Team Leader and Deputy Team Leader are for the entire contract. One of each for the whole project is sufficient.
4. Does accommodation/Lodging is it provided on training areas?
Response: Accommodation/Lodging is not provided by the US Government. Accommodation/Lodging is available in the vicinity of all Training Areas.
5. Vehicles. What are the dimensions of the items that will be transported by the vehicles? Specify, whether pickup trucks or larger trucks are required, as well as the personnel with the appropriate licenses to operate these vehicles. Do we need to have one vehicle available at all times at each of the 4 locations?
Response: A standard pick-up truck will suffice. Large items like lumber, target lifters, and tools must be transported. One vehicle must be present at all four locations simultaneously.
6. Could you please confirm continuous presence of workers from 6.00 am to 6.00 pm Monday to Saturday in mandatory requirement? This would give 72 working hours per week for one worker, where in Poland 40 working hours per week shift is allowed by labor law. Could we assume 40 working hours per worker per week, where exact timeline schedule for shifts will be agreed with TST manager on each training area?
Response: 40-hour work week is the standard. 0600 to 1800 hrs Monday to Saturday is the earliest and latest those workers would be needed. TST manager would confirm with Team Lead each week or agreed upon period.
7. Please confirm one labor team leader is required to cover all 4 training area locations, or for each location separate labor team leader is required?
Response: One Labor Team Leader to cover all training areas.
8. Please confirm that in general all material, equipment, tools, spare parts and supplies for maintenance (except cars, labor cloths) is furnished by the Government.
Response: Yes. Tools, Equipment, Materials, Spare Parts, and Supplies for Maintenance are provided by the US Government.
9. Solicitation page 6) The following must be provided/completed with the proposal:

We assume CLIN Price schedule solicitation page 6 to 11. Can you please clarify, where to find the ELIN Price Schedule?
Response: CLIN Price Schedule remains the same. Removed ELIN text and price schedule from solicitation.
10. “General Instructions: The offer shall include […] description of service being offered in sufficient detail to evaluate compliance with the requirements in the solicitation and the PWS” “The following must be provided/completed with the proposal: Data as required in FAR Provision 52.212-2 and the Addenda of Provisions 52.212-1 and 52.212-2. (Factors 1 and 2 – Technical and Price, all Factors (including all Sub-Factors)).”
Can you please clarify your expectations for the description of services, page limit and evaluation criteria?
Response: Your proposal must describe how you intend to meet this requirement IAW the PWS, not to exceed 5 pages at no smaller than size 12 font with either Arial or Times New Roman. Vendors should limit their company name / logo to the cover page. The cover page doesn’t count against the five pages of the proposal. IAW Addendum to Clause 52.212-2, The following factors shall be used to evaluate offers: (a) Lowest Evaluated Price, (b) Technically acceptability.
11. As per the PWS, please confirm whether the labor force provided must consist solely of U.S. nationals or if third-country nationals are also eligible.
Response: Third-country nationals are also eligible. They MUST be able to access Polish and US Training Locations.
12. We would like to clarify the responsibility for providing food and rest facilities for the labor force while on base. Is this the responsibility of the contractor or the U.S. Government?
Response: The US Government will provide facilities for rest and for lunch breaks. Laborers are responsible for their own food.
13. Please confirm whether a secret clearance is required for both the contractor company and its employees for accessing all Sites.
Response: A secret clearance is not required for laborers.
14. How far is these TST Warehouses located from Actual Training Locations (All 4 Locations respectively). The
Distance will equip us with better Transportation Timing & Cost Estimation purpose.
Response: TST Warehouses are located adjacent to the training areas. Many training areas can take up to 2-3 hours to drive around.
15. Does Loading/Unloading the Training Materials from TST Warehouse fall under Contractor Scope. Is there a requirement of Mobile Equipment’s for Loading & Unloading these Material's.
Response: The US Government will provide all equipment for loading and unloading materials.
16. Who is responsible for providing the Tool's and Equipment’s required to prepare these facilities i.e. Pit's, Plywood Standy's Etc.
Response: The US Government will provide Tools and Equipment to the laborers to conduct their tasks.
