Answer to Industry Questions
Question No. 1: Regarding past performance it is stated: Subfactor 1: ExperienceAcceptable: An offer will be acceptable if it provides: The offer must include supporting documentation demonstrating that either the offeror, orsubcontractor(s), have relevant experience within the ten (10) years preceding the issuance of this solicitation.“Relevant” experience is defined as performance of efforts involving requirements that are similar in:Scope (list of completed tours for the types of services identified and defined in the PWS requirements) andMagnitude of Effort (a contract or aggregated contracts during the 10‐year time period totaling at least $500,000.00per year. Is the submitted past performance required to show $500K per year over at least a 10 year timeframe (every year)? Or, that at least 1 year over the past 10 years meets the $500K threshold?
ANSWER: The relevant experience is met if a contract or aggregate contracts total $500,000 for one year within the last 10 years.
Question No. 2: You use the word “tours.” Your PWS clearly outlines a Training requirement and not a tour. We ask that you correct this language.
ANSWER: The evaluation criteria remains unchanged.
Question No. 3: Since the BSR requirement is a training contract, will you allow experience in tours only to be included as relevant?
ANSWER: "Relevant" experience is defined as performance of efforts involving requirements that are similar in:
Scope (list of completed tours for the types of services identified and defined in the PWS requirements) and Magnitude of Effort (a contract or aggregated contracts during the 10‐year time period totaling at least $500,000.00 per year. At a minimum, an offeror shall provide the following information for each contract that it relies upon to meet the relevant professional experience requirements:
(a) Tour location and customer name;
(b) Contract number (if such a designation exists);
( c) A narrative explaining the requirement and how it is relevant to the requirements of this solicitation;
( d) Contract performance dates; and ( e) Total contract value.
An offer is considered "UNACCEPTABLE" if either all the documentation as required above for Subfactor 1 is not provided or if our evaluation determines that the documentation provided is not relevant.
Question No. 4: You are now requiring $500,000 per year for a 10‐year period. I interpret this to mean $500,000 per year and a total $5,000,000 over the previous 10 years. Do I have this correct?
ANSWER: See answer for question no. 1 above.
