Introduction. This is a non-personal services contract to provide laboratory services at USAG Bavaria. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS.

Background. The contract is to provide laboratory services as described in this PWS at USAG Bavaria. The purpose is to conduct contaminated site investigations as part of the construction site selection process in order to avoid high follow-on costs and delay of MILCON and other construction projects, as an assessment tool within the environmental compliance and review requirements and for other laboratory requirements related to the environmental program. This project provides Laboratory services at USAG Bavaria (Tower Barracks, Rose Barracks, Grafenwoehr Training Area (GTA), Hohenfels including Local Training Area Amberg (LTA) at Freihoels, and Garmisch) in accordance with Installation Management Command Europe (IMCOM-E) FY21 Environmental Funding Guidance.

Objectives. The Contractor shall ensure all work accomplished in the performance of this PWS meets all applicable Federal, State, and local laws, regulations, and directives to include, but not limited to, the publications in Section 7, Related Documents. The objective of the service is to provide laboratory services.

The Contractor shall compile historical data, prepare required reports, and submit all information as specified by the Deliverables presented in the contract. The Contractor shall ensure all work in support of mission requirements tendered to the Government for acceptance conform to the measurable performance standards of quality, timeliness, and quantity specified in the PWS of this contract.

The intent is to establish work requirements that are performance-based and results-oriented. The Contractor shall determine the best and most cost effective ways to fulfill laboratory services, emphasizing innovation and commercial best practices.

Climatic Conditions. USAG Bavaria is located in a transition zone between two climate zones: The humid maritime and the winter-humid zone (as defined by Köppen 1918). The maritime influence is associated with mild winters and cool summers, whereas continental winter-humid climate is characterized by hot summers and cold winters with little snow. In this transition zone, neither characteristic prevails. The average annual precipitation is around 700 mm. Monthly normal average temperatures range from a low of -1 degrees Celsius in the month of January to a high of 17 degrees Celsius in the month of July.

1.4 Facility Access. The Contractor shall ensure access to all fire detection and suppression systems in case of emergencies or for other Fire Department purposes. The Contractor shall inform the Fire Department point-of-contact (POC), prior to outages that will affect the function of the system, special problems or circumstances, which require Fire Department inspection. The Fire Department will reset alarm systems to operational status.

1.5 Traffic Flow. The Contractor shall maintain the free flow of traffic during surfaced area maintenance. The Contractor shall notify the Contracting Officer (KO), in writing, a minimum of fourteen (14) calendar days in advance of any scheduled closure of streets. Emergency road closures shall be coordinated with the Contracting Officer Representative (COR) or Alternate Contracting Officer Representative (ACOR).

1.6 Drainage. Maintenance work performed under this contract shall not impede drainage.

1.7 Restoration of Landscape Damage. Trees or other landscape features damaged by the Contractor’s operations shall be restored at no additional cost to the Government. The COR/ACOR will decide the method of restoration for trees or whether damaged trees will be removed. This statement does not include trees to be cut according the PWS.

The results of the field work and measurements shall be evaluated and interpreted by an accredited engineer under consideration of past, current and future site conditions and circumstances like operations at the site, application of water endangering substances, etc., geology and hydrology, groundwater quality etc. The calculation and interpretation of the groundwater behavior in a certain aquifer may be necessary to assess potential hazards to downgradient receptors. This requires highly qualified engineering skills and application of supporting tools (e.g. geographic information system = GIS, 3D–groundwater modeling software, etc.). Finally, the contractor shall provide well-founded analyses and rough recommendations concerning contamination found, further necessary investigations, protection, mitigation or remedial actions. This shall be detailed documented in expert reports that have to be delivered to the customer as the final product. Details shall be coordinated with HN authorities.
