The purpose of this amendment is to:
1. Answer vendor questions regarding requirement specifications.
2. Replace initial solicitation with attached revised solicitation.
3. To notify all potential vendors of a scheduled Site Visit. Time and location of the Site Visit will follow with the Invitation.
4. All other terms and conditions remain unchanged.
Question 1:
The solicitation requests a total number of 136 services per year. Please specify if the Government is to mandatorily assign all of the included services.
Answer:
This is a requirements type contract for the services specified, and effective for the period stated, in the Schedule.
The quantities of services specified in the Schedule are estimates only and are not purchased by this contract and are provided for general information. The quantities of services will be ordered as needed.
Question 2:
What is the minimum number of services that the Government will assign to the contractor during one calendar year?
Answer:
This contract will ensure that the number of services are only ordered as needed on individually funded task orders.
Question 3:
Based on the weather description in the solicitation, is it correct that the first grass cutting service will be assigned in April each year? If yes, what is the usual height of the grass when the first cut takes place?
Answer:
The first required grass cutting service and the usual height of the grass when the first cut takes place depends on the weather conditions.
Question 4:
The solicitation PWS states: 3.1.1.2.1 Policing, Removal of Debris, Leaves, and Litter.
Prior to conducting any grounds maintenance service, the Contractor shall police each area to be serviced. The Contractor’s responsibilities shall include, but not be limited to, the removal and disposal of all debris including natural/organic debris (e.g., tree limbs, loose leaves. etc.) and trash such as refuse and recyclable materials (e. g., boxes, cans, paper, cardboard, rags), litter, and trash from the areas to be maintained. Question: Please specify if the site policing period before work start is part of the two-week mowing process or is to be done prior to start the 14-day mowing process?
Answer:
Policing, Removal of Debris, Leaves and Litter shall be done prior conducting any grounds maintenance services.
Question 5:
PWS, Item 3.1.1.2.1 Policing, Removal of Debris, Leaves, and Litter "The Contractor is responsible for removing leaves and grass from cracks in sidewalks and pavements, and litter control."
W912PB22Q3002
What is the approximate area in sqm of sidewalks and pavements that the contractor will be responsible to remove grass from the cracks?
Answer:
An overview of the approximate area of sidewalks and sidewalks will be given during the site visit.
Question 6:
In what time of the year (season) the first assigned cut is expected to be ordered?
Answer:
See Answer Question 3
Question 7:
What the maximum height of the grass could be after the winter period and at the time of the first assigned cut for the year?
Answer:
See Answer Question 3
Question 8:
The Solicitation doesn’t give information about a scheduled site visit. The offeror would like to request access to visit the USAG installation 15 days prior to the solicitation close date.
Answer:
A Site Visit will be scheduled. Invitation with Time and location of the Site Visit will follow soon.
Question 9:
Based on the historical data available, the previous contract for grass mowing services included less contract line items, lower frequency of services, no requirement for trimming around fences and smaller maintenance area. Please confirm.
Answer:
The actual requirements for this contract are specified within the Performance Work Statement (PWS) and Exhibit Line Item (ELIN). There are changes to the previous contract.
Question 10:
The Solicitation, Subfactor C: Subcontracting refers to “FAR 52.212-1(b)(12), Subcontracting information is required to be provided”. Please provide the full text of the FAR 52.212-1-b-12 since we do not find Item #12 in the FAR list.
