Questions for W912PB19Q3151

1. Is a top Fascia/Valance (optional) required for new roller shades?

If by “fascia” you mean a “cassette” or box around the blinds, this is not required. It is preferred not to have a fascia.

2. Is the purpose of requested roller shades to filter light (1%-15%), or light block (0%)?

Blinds in the four buildings on Shipton Kaserne must be blackout (allow 0% light) while blinds in other buildings/rooms may only filter light.

3. If light block (Room Darkening), is side-light block (optional) required?

Side-light block is not required.

4. What is the original existing interior window treatment that will be removed by the Government?

The only building with existing interior window treatment is the CMR building 5817.

They currently have roller shades, most of which are non-functioning.

5. The Requirement Specifications state that the Contractor shall paint and patch as necessary. Is the Contractor responsible for painting and patching roller blinds or walls around them? Does this mean that if something is damaged during installation, it should be repaired or should we ensure permanent maintenance service?

The Contractor is responsible for painting and patching the walls around the roller blinds. If something is damaged during installation, the Contractor shall repair it. This contract is not for permanent maintenance service.

6. Is Contractor responsible to paint and patch anchor holes from Government removed existing window treatment, as necessary?

No, the contractor is not responsible for this work.

7. Will there be provided a "Shipping Address" for receipt of roller shades?

A shipping address will be provided in the purchase order but coordination with the customer point of contact given in the purchase order will be necessary for accurate delivery/inspection/installation.

8. Can roller shades be “temporarily stored” within each building specified or any other area approved by Government Officials, until ready to install?

Government-provided storage space would not be secure from access by Government personnel, and the Government shall not be liable for loss or theft resulting from storage in Government facilities.

The Contractor may bring their own storage containers onto the kasernes to avoid any accountability issues.

9. Do Barrack(s) have multiple floors/levels where roller shades will be installed? If so, how many floors/levels?

Two buildings on Shipton Kaserne have two floors of barracks rooms and two buildings have three floors of barracks rooms that require the blinds, above a ground floor of administrative offices. One building on Katterbach/Bismarck Kaserne has only ground-floor windows; the other building needs one set of blinds on the ground floor and the other five are needed one floor above.

10. What would be the available hours to access rooms for installation Monday through Friday?

For the Katterbach/Bismarck office spaces, the available hours to access rooms for installation are 0800-1700, Monday through Friday. For the Shipton barracks, the available hours to access rooms for installation are 0900-1700.

Additional coordination requirements apply for access to the Shipton barracks buildings.

• Barracks building access requires a minimum of 1-month coordination.

• Requests for specific days to access rooms inside approved barracks buildings requires a minimum of 1-week coordination.

The Contractor shall coordinate the schedule for access to each building with the Customer POC. The Government reserves the right to grant building access only on specific dates or temporarily suspend installation work based on mission requirements.

11. Can installation be performed on Saturdays/Sundays too?

It is possible to install on Saturdays in unoccupied barracks rooms from 1000-1700. No work shall be performed on Sundays, US Federal and training holidays, or German holidays.

12. Are there any current photos available of at least one Building and/or window opening to determine the surface area new blinds will be installed into (e.g., drywall, cement, wood, etc.)?

Please see attached photos. All walls should be plaster on masonry wall.

13. What time frame is considered acceptably “reasonable” after award for existing blind removal/ new blind installation?

Installation duration will be flexible to provide for coordination to access occupied rooms.

14. Is Contractor responsible for moving furniture and/or other personal items from in front of and around window openings for access to install roller shades?

No, the Contractor is not responsible for moving items. The contractor shall contact the Government if there are items that prevent the installation of blinds in any room.

15. Can the roller shades be shipped to a Depot in the U.S. or do they have to be shipped directly to Germany? If they can be shipped to Depot in U.S please provide an address.

The blinds may not just be shipped; they must also be installed at USAG Ansbach in Germany. There will be no U.S. shipping address provided.

16. The roller blind dimensions are stated as length x width. Please confirm if by length you mean the actual width of the roller blind? And is the width actually the height?

The length (vertical dimension) of the roller blinds is the minimum length/height (Höhe) to cover the height of the window from top to bottom. The width (horizontal dimension) is the width (Breite) of the window plus approximately 4 cm overlap per side.
