3. Description of Services or Supplies:
This purchase is for hardware supplies of replacement kits for existing but failing/outdated building automation systems (BAS) remote controllers with FRINGE # 40474577 and FRINGE # 40474616. Because existing remote controllers are no longer supported these replacement kits have been designed by brand HONEYWELL especially for simplified replacement of the failing/outdated controllers and have following unique features:
- Connectors of the replacement kits are equal to the existing failing remote controllers
- The body of the replacement kits fit exactly into existing cabinet with no further rewiring needed
- All data points of existing failing remote controllers are handled by the replacement kit
- Replacement kits are pre-parameterized ordered for individual usage for each existing failing controller
The replacement kits will be installed by in-house personnel at following locations: USAG BAVARIA – Hohenfels, Camp Nainhof, Buildings #4, #7, #60, #61 and #62.
4. Authority:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
Control No: G-19-J-008
5. Reasons for Authority Cited:
The Utility Energy Monitoring and Control System (UEMCS) operates, controls and monitors the utility systems for more than 500 EA buildings and facilities throughout USAG BAVARIA – Hohenfels and JMRC Hohenfels including Freihoels training area.
The complex UEMCS is government owned and was installed from FY83 through FY19 and ongoing under main utility infrastructure upgrade projects and hundreds of different building/facility construction contracts and is continuously expanded/modified. System components are exclusively made of brand HONEYWELL. Major parts of the UEMCS are 600 EA remote building controllers which are built in 700 EA control cabinets with thousands of connected sensors, valves, pumps, meters and actuators. The communication between main central station and between each remote building controller is by proprietary bus language called c-bus from brand HONEYWELL.
Only remote building controllers of special type may communicate within this system, otherwise the whole systems needs to be replaced.
There exist a large number of brands for Building Automation Systems (BAS) on the market. Firms such as HONEYWELL, SIEMENS, JOHNSON CONTROLLS, SCHNEIDER, ALERTON and many more offer such systems. However due to the complexity of the overall system none of them could and would repair/replace systems and programs of each other. In case as BAS controller made SIEMENS would be in place repair/replacement would have to be performed by firm SIEMENS, in case of BAS of brand JOHNSON CONTROLLS it would have to be replaced by JOHNSON CONTROLLS.
Based on the above, competition will be sought; however, it will be limited to firms that can provide the required HONEYWELL brand name supplies.

7. Market Research:
Market research was conducted using following methods:
- Contacted knowledgeable individuals within the government and/or industry regarding replacing of existing remote building controllers as follows:
o
All above listed manufacturers stated that they are not able to replace the brand Honeywell hard-and software components for remote building controllers.
- Reviewed results of recent market research or other contracts recently awarded for similar or identical requirements
- Discussion with multiple Government SMEs during visit of Energy Exchange Conference in Phoenix, AZ from 09AUG2015 until 15 AUG 2015 resulting in same experience as within USAG BAVARIA
- Being an expert in building automation system (BAS) for more than 25 years price is fair and reasonable
Control No: G-19-J-008
8. Other Facts:
Competitive award of this purchase would raise the costs to the government. These replacement kits must have been brought from brand name HONEYWELL because this is the only source and these replacement kits are designed to minimize effort for replacing existing remote building controllers.
