QUESTIONS FROM POTENTIAL OFFERORS
1. Does every soldier need to have a seat, or are they allowed to stand in the bus while transporting from Shipton to Katterbach and back?
They can stand in the aisle as long as the bus drivers follow all applicable traffic laws.
2. Is the contractor offerer code (needed in 17.a) our CAGE code?
Yes
3. The lunch time frame of 1 hour during the week seems very short in order to transport 150 soldiers. The first tour starts at 11:40 and everybody needs to be back at Shipton at 12:40. Is that correct?
Yes, that's correct. You must transport all Soldiers (approximately 150) to and from the dining facility within the time frames listed in the tables in PWS Part 5. If this means that you need a larger vehicle or more vehicles in order to meet the timeframe, so be it.
4. Our pricing will be in Euro?
Your pricing can be in Euros or it can be in USD. Whatever currency your quote is in will be the currency you are paid if you are awarded the contract.
5. We have to fill out pages 8-12 and pages 17-19. Why does it say on page 8-12 "estimated net amount"? If we fill out on pages 17-19 the correct per-day price, it should be the correct net amount?
On pages 8-12 it says "Estimated (Net) Amount" because this will be an indefinite-delivery requirements contract, meaning as the customer needs the services they will place task orders for the number of days needed. This may end up being every day for five years, but there could be periods of time where the services are not needed and no orders will be placed. See Federal Acquisition Regulation (FAR) Part 16 > Subpart 16.5 > sections 16.501-1 and 16.503, at http://farsite.hill.af.mil/vmfara.htm, for more information about this type of contract. On pages 17-19, you need to input prices for each possible range of personnel numbers per day, in case the number needing transport varies from the estimated 150 (which would be indicated when the task order is placed), but your price per day for the 131-170 range should be used to calculate the price under "Evaluated Price of CLIN XXXX" and then this number should be transferred to the appropriate CLIN on pages 8-12. There is no difference between "Estimated Amount" and "Estimated Net Amount" for these CLINs.
6. The PWS 5.1. States that "The Contractor shall provide continuous bus shuttle services between the service start time and service end time for each meal", and the tables provided state "First Pickup" and "Last Drop-off" times. It seems as if several trips are desired for each meal time.
Please confirm whether generally several roundtrips with the same bus(es) are expected as opposed to picking up & dropping off all required PAX at once?
Correct, the customer needs the buses to run back and forth during the service times.

7. If available, could you please provide the current shuttle bus contract number? We suspect that there is a current bus schedule in place. Would it please be available, especially if it is posted on bus stops and available for viewing on one/both sites?
This is a new contract requirement for this location. There is not currently a contract in place for these services.
8. Would buses with standing places (such as buses used in city lines) be acceptable?
The customer is not dictating whether the Soldiers sit or stand.
9. Do you have a preference between buses with seats only and buses with seats and standing places combined?
No preference is specified.
10. How long minimum and average time would the PAX require for each meal (from their drop off at DFAC to their pick up from DFAC)?
This is unknown and irrelevant. The standards in PWS section 5.1 must be met: start and stop times for each block of service, continuous service back and forth with maximum waiting time at each location as referenced in 5.1.
