4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5:
Unusual and compelling urgency Exclusive licensing agreements Industrial mobilization _X_ Other: Brand Name only acquisition.
5. Reason for Authority Cited:
a. The requested mobile displays must be fully integrated into classrooms throughout CATC. Currently, CATC has audio equipment, VTC equipment, computer software and the particular brand name product is essential for this requirement in order to be compatible with the existing systems. Each mobile display unit must be 220 - 240 volt compatible, must be able to produce 16:9 widescreen format and at a minimum 84” wide active touch screen display. A standard 2 year warranty with the option of 24 hour remote/ telephonic assistance and defective Smart Display on-site Technical Services with replacement parts within 5 business days.
(1) Additionally, the 2 each Samsung 95” displays must also integrate with the existing VTC conferencing system and must be must be PAL with a Multi System option to NTSC. The displays must be LED/LCD Full HD with a minimum of 3 each HDMI, Version – April 2016 FOR OFFICIAL USE ONLY
Audio, DVI-D, DisplayPort 1.2 inputs sources, must have at least a 2 year warranty with on-site Technical service within 5 business days in the event of defective equipment.
Additionally each display must be installed, wall mounted, connected and integrated to existing conference room equipment.
b. The impact to the mission is high. If a different brand name than ordered is purchased, the Government runs the risk that the Smart Boards will not work with the existing computer systems and display units and cannot be used. IT-Haus has a specific authorization to represent Smart Technology within Europe which gives them the unique ability to integrate the requested equipment with existing classroom technology. No other contractor within Europe has the ability to provide the technical on site services required for training, defective replacement equipment and no stateside contractor can provide the 5 business day turn-a-round on service. CATC can barely keep up with the demand for classrooms with automations. These Smart Boards are a must approve. Without them CATC will have to deny training due to lack of Technology capably and ready to access for all its classrooms.
c. In the past fiscal year CATC has occupied buildings throughout Rose Barracks in order to consolidate its campus into one location. However most of the new buildings do not have sufficient projection systems to host 20 to 30 man classrooms. The Smart boards will be used to add to the existing bldgs. 167, 336, 345, 346, 347, 349, and 355 Rose Barracks. The bottom line is CATC will continue to invest money on maintaining obsolete projectors; many of which can no longer be serviced. CATC will reach a point in early FY-17 when it will not have enough serviceable projectors to conduct current course load.
(1) CATC classrooms are in high demand from all units within USAREUR and has little downtime; IT- Haus has the flexibility to perform installation of all equipment around the demanding schedule of CATC instructors and classroom availability. It is imperative to award this contract to a firm within Germany in order to meet CATCs rigorous schedule and IT-Haus has the ability to do so.
6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 (FBO, vendors from recommended vendor list)
7. Actions to Increase Competition: N/A
8. Market Research: Market research was conducted via several different forums;
internet searches and web sites, Grafenwöhr Tech Expo, and via catalog searches. The different types of Interactive display data was compiled over a six month period and only identifying only one vendor who could support CATC’s requirement.
9. Interested Sources: To date, no other sources have written to express interest in the acquisition.
10. Other Facts: The Army’s designated primary source for IT procurement was also a primary source for market research; The CHESS web site was searched. CHESS could not provide the necessary equipment and therefore a Statement of Non-Availability was approved.
