QUESTIONS AND ANSWERS

W912PA21R0002

1. Q – The solicitation says: “electronic submissions are preferred”. Does that mean that we are not obliged to submit a sealed offer in original as indicated in block 13 of Standard Form 1442, and that the sole electronic submission is enough ?

1. A – The electronic submission is sufficient but make sure that RCOB received it.

2. Q - Do we also have to complete these annual representations and certifications electronically in SAM as is stipulated in (d) on page 42 of 58.

2. A - Yes. Your SAM registration must be accurate and valid when submitting your proposal. Return Section K completed and signed.

3. Q – Volume 1 of the file to submit. “Complete DFARS 252.229-7001 Relief” what is this ?

3. A - Clause 252.229-7001 Tax Relief can be found on page 34. Please fill in NAME OF TAX as well as PERCENTAGE.

Tax is TVA.

4. Q - What do you mean by “evidence” ? Is a reference formular of the related contracts OK ?

4. A - Evidence means “proof”. Provide information as requested from (a) thru (f).

5. Q - What is exactly the difference with the evidences of contracts required in volume 2?

What do you mean by “evidence” ?

What is the minimal amount of the references ? 10.000.000 USD or 1.000.000 € ?

Can we submit the same references as the references submitted in volume 2 ?

5. A - Section L tells what needs to be submitted and Section M tells how it will be evaluated.

Any contract with a value of minimum € 1,000,000.00 is accepted. It is even better if you have experience with 10,000,000.00 USD contracts.

You may submit the same references as the references submitted in volume 2.

6. Q - SAM registration is going on. Hopefully we can manage this for the closing date but in case it is not, what will happen ?

6. A – Keep track of your registering process. SAM registration must be valid and accurate at time of award.

7. Q - Is it OK if we submit, in total 3, references above 1 million €, and 1 reference above 10 million USD ?

7. A – You may submit as many references as you deem necessary to prove your experience.

8. Q - Could you confirm us that payments will be made in €, in accordance with the unit prices that have to be completed in € in the price list ?

8. A - Payments resulting from the awarded contract will be made in EUROS and in accordance with prices submitted on the price list.

9. Q - As for performance and payment bonds, the solicitation on page 1, box 12A is checked “No” regarding the furnishing of payment and performance bonds => is this correct? Can we assume that no bonds are required for this tender?

9. A - Yes, it is correct. NO bonds are required for this requirement.

10. Q - The only insurance clauses incorporated into the proposed contract are referenced in Section I on page 22 of the Solicitation: FAR 52.228-3 < Caution-https://www.acquisition.gov/far/52.228-3 > (Workers Compensation – Defense Base Act) and FAR 52.228-4 < Caution-https://www.acquisition.gov/far/52.228-4 > (Workers Compensation and War Hazard Insurance Overseas). Are other insurance coverages required (for example FAR

28.3 (28.307-2)) ? And in case of confirmation, what are the minimum amounts of coverage?

10. A - No. The contractor is supposed to have all insurances required to perform work in Belgium.

11. Q - In the Solicitation form is stated that the Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work. Can we assume that this responsibility applies separately for every task order ? In other words, is there an acceptance after the completion of every separated task order?

11. A - It applies to every task over. Yes, there will be an acceptance after the completion of each individual task order. Each task order is considered as a contract.
