CHAPTER I
GENERAL
G-01 : SCOPE OF WORK
A) General work description
The purpose of this project is to replace the HVAC systems at building #20056.
The site of work is located: Chievres Air Base Bldg 20056 7950 Chievres
B) Principal features
Principal items to be performed to accomplish the work consist of the following:
1) See various sections on previous page.
The above general outline of principal features does not in any way limit the responsibility of the contractor to perform all work necessary to achieve the desired end results and to supply all materials and labor required by these specifications and drawing.
G-02 : DRAWINGS AND STANDARDS
A) Drawings
All work under this contract shall be carried out in strict conformity with the following drawing, which forms a part of these specifications.

B) Specific applicable standards
All Belgian norms and regulations (NBN (Bureau de Normalisation), EN (European Norm), etc. ) in force concerning the performance of this project shall be applicable.
All regulations in matter of environmental, safety and health will be applicable
- General Regulations for Work Protection (RGPT) and Code on the welfare of workers on the work place
- General Regulations for Electrical Installations (RGIE)
Not limited to those above.
G-03 : GUARANTEE, WORKMANSHIP AND MATERIALS
A) Workmanship and materials
All work done by the contractor will be in strict conformance with the best practices of the trades involved.
The contractor will employ workmen who are skilled in their particular trades.
In particular, all works with potential risk of refrigerants release to the atmosphere should be conducted under the direct supervision or by a person with a category I certificate as specified in the EU regulation (EC) 303/2008 and valid for the Walloon Region area.
For safety purposes, during the execution of the work, the contractor’s workers will have to speak French or English.
All materials will be brand new.
The contractor will in no way use asbestos containing materials for the performance of his work.
The paints will be lead free.
All hazardous products brought on site by the contractor must be documented on an inventory list with safety data sheet.
B) Guarantee
The contractor will guarantee his workmanship and materials for a minimum period of 1 year after the date of final acceptance or for the period as specified by pertinent Belgian laws for the workmanship or materials in question, whichever is longer.
G-04 : SCHEDULING OF WORK
Prior to starting any work, the contractor will furnish the contracting officer, for approval, a detailed schedule showing the successive phases of the work. All interruptions or disturbance in normal functioning of US Government organizations will also be indicated (road closure, water or utility cuts).
G-05 : AS-BUILT DRAWINGS
The contractor will submit detailed as-built drawings after completion of the project and before submitting the final bill.
As-built drawings will be precise and accurate. They will be drawn on BENTLEY MICROSTATION v8 system or any other 100% compatible system. The CD-Rom of the basic project will be given to the contractor for correction at his request.
The planning of the work must be set up, discussed and approved by the contractor, the building manager and the GPOC before the start of the work. A close coordination with the management and authorities of the base, i.e. Fire Department, is mandatory.
G-06 : DIGGING PERMIT, UNDERGROUND PIPES AND CABLES
Before starting the earthwork, the contractor will submit a written Digging Permit Request to the GPOC. He will provide minimum 15 days before starting the earthwork the situation drawings with the earthwork that will be performed, when the work will be performed, and all utilities near the earthwork site. Drawings must be of sufficient scale to clearly show the proposed work. The drawing of existing utilities will be provided to the contractor during contract award. No digging shall occur until written approval is provided by CEPSD, TDPW or DPW.
Additional information (drawings, etc...) about underground pipes and cables can be obtained at the Engineer Division - Hangar # 6 - Chievres Air Base.
However, this information is only given as an indication and does not in any way commit the responsibility of the U.S.
Government. The contractor will thus be responsible for carrying out the required soundings to verify their exactitude.
The contractor will ensure that no underground pipes or cables of any kind and their accessories will be damaged during the performance of the work. Any damage will be repaired at the Contractor's expense to the same standard as before the damage.
G-07 : HOT WORK PERMIT
All security measures as stated in the “Règlement Général sur la Protection du Travail” will be complied with. Prior to starting the work, the contractor will ask a Hot Work Permit (for welding, cutting work, etc...) to the GPOC. This permit will be delivered by the U.S. Army Fire Officer.
In addition, no open fires or burning of trash will be allowed within the confines of the USAG Benelux (NSSG) Community.
Contractors, concessionaires or vendors performing work or conducting business on or in facilities under the jurisdiction of the USAG Benelux Military Community Commander AOR will conform to this regulation. The Contractor Officer’s Representative (GPOC) will ensure that a copy of the French or Dutch translation of this regulation is handed to contractors at pre-construction conferences and that all requirements therein are adhered to. Specific requirements and limitations are as follows:
1. Smoking will be prohibited in the vicinity of hazardous operations and locations.
2. Waste material and rubbish will not be stored or allowed to accumulate within the building or in the immediate vicinity, but will be removed from the site at least daily. Rubbish will not be burned on the site.
3. Contractor materials and equipment will not be stored in a location or manner which will create a fire exposure to facilities adjacent to the project site.
4. The contractor will provide fire extinguishers at all locations where work is carried out.
5. In every building operation where a shed, storage, or other shanty is placed, or room or space is used for storage or workshop, the contractor will provide at least one approved portable fire extinguisher in a accessible location.
6. Flammable liquids and other hazardous materials such as paints, paint thinner, gasoline, asphalt, and tar will be stored in small detached structure or out in the open and not inside main buildings. Low flash point liquid used within buildings will be handled only in approved safety cans.
7. Adequate ventilation will be provided for paint spraying and operations involving the application of materials using adhesives containing flammable solvents. Such operations will be conducted remote from any potential source of ignition.
8. Asphalt and tar kettles will be located in a safe place outside of the building. Such kettles will not be placed on roofs or porches. Continuous supervision will be maintained while kettles are in operation. Metal covers will be provided for all kettles to smother flames in case of fire.
9. Electrical wiring and equipment for lighting, heating, and power purposes will be installed in compliance with current US and Host Nation Electrical Regulation requirements.
10. Cutting and welding will not be permitted unless:
a. A valid Hot Work Permit (welding permit) is available.
b. Combustibles have been safely covered or moved away.
c. A fire guard with a serviceable fire extinguisher is posted for the duration of the work and 30 minutes thereafter to assure that sparks or drops of hot material do not start fires.
11. Fire hydrants will only be used for fire fighting and training of the local fire and Emergency Services. Water can only be taken from hydrants with the permission of the Community Fire and Emergency Services Office. Parking within 2.5 m (8 feet) of a hydrant is not permitted.
12. Vehicles and other equipment with fuel driven motors, with mounted and filled fuel tanks will be equipped with 2,5 kg or larger carbon dioxide or dry chemical fire extinguishers.
13. Gasoline, oil and grease shall not be disposed into drainage systems or public water systems. Oil contaminated areas will be covered with an absorbent material and removed in accordance with the Spill Contingency plan. Any POL spillage will be reported immediately to the DES Fire and Emergency Services Office, DSN 361-5401/5347.
14. Construction offices, huts, construction vehicles, trailers and supplies will be located at least 10 m from all adjacent buildings.
15. Access for fire fighting vehicles will be provided to the immediate job site at the start of construction and maintained until all construction is completed. Vehicle parking control measures will be established.
16. Free access from the street to fire hydrants and to outside connections for standpipes or other firefighting equipment, whether permanent or temporary, will be provided and maintained at all times. No materials or constructions will be placed within 10 feet of such hydrants or connections, or between fire hydrants and the center line of the street.
17. Scaffolding materials or equipment will not block fire escape routes or access routes during performance of projects in occupied buildings.
18. In all buildings over 30 feet in height at least one stairway will be provided in a usable condition at all times.
19. Notification and actions to be taken in case of a fire:
a. Persons who discover a fire shall immediately alarm all personnel in the area, and shall report the fire to the Community Military Police using the nearest telephone. Military telephone dial 117.
b. The fire shall be reported using the building number. If the fire is outside of a building, the nearest building number shall be given. Stay on the phone until the operator on duty has completely understood and does not have any further questions. After the notification you should immediately ensure all windows and doors are closed and that all personnel have left the area. The responding fire department must be informed if any special dangers exists; example: If gas and pressurized containers, or paint and other flammable material are within the range of the fire. Not only acute fires, but also fires which have been extinguished and did not cause any damage must be reported.
c. To ensure smooth notification and fire fighting procedures, it is essential to show all employees the location of the nearest telephone, make sure they are familiar with the building number in which they are employed, and inform them of the locations of the fire extinguishers.
Also, for fire safety reasons, hot work permit will not be issued to perform cutting or welding operations before or after USAG BENELUX AOR regular duty hours.
G-08 : ENVIRONMENTAL STEWARDSHIP
All measures will be taken to prevent occurrence of spills during works. When a leak is detected (i.e. fuel leak on field works vehicles or company vans), the contractor will proceed to the immediate clean-up of the spill. Should the spill characteristics exceed the contractors response capacities, the contractor will immediately contact:
1) The Contracting Officer Representative
2) The Chievres Air Base Fire Department (068/ 27 54 01).
3) The USAG Benelux Environmental Division (068 27 5704)
4) The Spill Response Coordinator (068 27 5906)
The contractor must comply with all European, Belgian and regional environmental laws and regulations as well as regulations specified within the Belgian Final Governing Standards (BFGS). The BFGS is available on request through the Contracting Officer Representative (GPOC). BFGS requirements that should be followed include, but are not limited to, the following:
BFGS Requirements
Air:
Any work that may potentially result in the release/recovery/recycling of a refrigerant requires the supervision of a trained refrigerant technician. (C.2.3.6.1.)
The use of the following Ozone Depleting Substances is prohibited: CFC’s, other fully halogenated chlorofluorocarbons, Halons, Carbon tetrachloride, 1.1.1.trichloro-ethane, Carbon tetrachloride, Hydrobromoflurorocarbones, bromochloromethane.
(C.2.3.6.5.1) The following use of HCFCs is prohibited: aerosol, solvents, and refrigerants. (C2.3.6.5.2)
Drinking Water:
Only lead-free pipe, solder, flus and fittings can be used to repair water systems and plumbing systems for drinking water.
(C3.3.1.11)
Waste Water:
Best Management Practices (Table C4.T1) Protect fueling areas from rain and store spill response equipment nearby.
Construct sediment dams/silt fences around construction sites.
Perform corrosion control activities inside.
Store product drums/materials inside or under cover.
Capture sandblasting media, any paint waste and clean up materials (thinners, rinsates) for proper disposal.
Hazardous Materials (HMs):
HM containers and storage areas must be properly maintained. (C5.3.2) Dispensing and storage areas for flammable liquids must have secondary containments. (C5.3.2) All HMs must be labeled correctly. (C5.3.9) All persons who use, handle or store HMs must be appropriately trained. (C5.3.10) HMs must be in a locked cabinet/compartment when not in daily use. (C5.3.13.7 and C5.3.13.8.6.1) Non-fixed liquid petroleum gas (LPG) containers must be stored outdoors. (C5.3.13.1) Each HM must have a readily available Material Safety Data Sheet (MSDS) in English OR the predominant language. (C5.2.15)
Hazardous Waste (HW):
HW generated by the contractor will not be stored on Base, even temporarily, and must be disposed of at the cost of the contractor and by the contractor to an authorized facility outside of USAG Benelux.
HW should be segregated by the different hazardous characteristics (corrosive / flammable etc). (C6.3.2.1) All HW containers must be closed, in good condition and with no traces of corrosion, leaks or spills. (BFGS C6.3.4 -> C5.3.2) HW containers must be labeled correctly. (C6.3.4 ->C5.2.8)
Solid Waste:
Solid Waste must be disposed of at the cost of the contractor and by the contractor to an authorized facility outside USAG Benelux installations. It is recommended that the waste is recycled to the maximum extent possible.
Petroleum, Oil and Lubricants:
At a minimum, all personnel handling (POL) shall be trained annually in the operation and maintenance of equipment to prevent discharges; discharge procedure protocols; general facility operations and the USAG Benelux (Belgian installations) Red Plan (updated regularly). (C9.3.6) If the fueling of vehicles/machines is required on an installation it must take place on an impervious surface that drains to an oil-water separated. (C9.3.8.1.4.2)
Noise:
The contractor shall not cause sound levels in surrounding public place to exceed an established maximum level of 90dB (C10.3.1.)
Breaking and sieving activities shall neither be performed between 1900 and 0700 nor on Saturdays, Sundays or holidays.
(C10.3.5.2.1)
Historic and Cultural Resources:
Any discovery of archeological resources shall be reported to the project GPOC within three business days. (C12.3.8.1)
Asbestos:
There are buildings and structures throughout USAG Benelux that contain asbestos. In particular asbestos can be found in cement piping, cement roofing, boiler gaskets, cement panels, cement chimney inspection holes and thermal system insulations.
The identification of asbestos within a building and/or structure will be made within the work specific Environmental Review.
Any asbestos that is removed due to work under this contract must be disposed of correctly, at the cost of the contractor, by the contractor and to an authorized facility outside of USAG Benelux.
Spill:
When using and/or storing HMs or POLs the contractor must have the ‘Red Plan’ readily available, in English AND the predominant working language. The Red Plan is different for the Walloon and Brussels regions and is updated regularly.
Work-Specific Environmental Reviews With each Delivery Order (DO) the contractor will receive an Environmental Review that is specific to the requested work (e.g.
re-paint building 20006). The contractor must also respect and apply all environmental measures defined in the Environmental Review as it will mention site specific precautions that are not mentioned within this review. The review will be written by the USAG Benelux Environmental Division and communicated to the contractor through the GPOC.
The USAG Benelux Environmental Management System (EMS)
USAG Benelux Environmental Management System (EMS):
USAG Benelux implemented EMS IAW EO13423, ISO 14001:2004(E), DoD, and IMCOM requirements. An EMS is an overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing, achieving, reviewing and maintaining the environmental policy of an organization. USAG Benelux and EMS is designed to ensure that all personnel, including contract personnel, whose work activities can cause a real or potential significant environmental impact, are aware of how their work supports the EMS and are competent to perform their roles, responsibilities, and authorities while supporting the Garrison’s mission. Contractors and their personnel are required to be aware of, and comply with, the Garrison EMS policy and legal and other requirements when performing work at an installation.
The Garrison EMS is explained during the contractor pre-performance meeting and/or in the EMS manual, which may be requested from the Environmental Division. The USAG Commander’s Environmental Policy may be viewed on line at:

G-09 : SITE MAINTENANCE AND FINAL CLEANING
During performance of works, all measures should be taken to avoid improper temporary storage of waste generated by works. In particular, emphasis will be put on POL(Petroleum, Oil and Lubricants) containing equipment or soiled waste/hazardous waste (scrap metal, contaminated soil) As soon as the work is finished, the contractor shall remove all his equipment, excess materials, debris, etc. generated by his work and will evacuate them outside US Government installations.
G-10 : COORDINATION IN MATTER OF SAFETY AND HEALTH
1. The law of 04 August 1996 related to the welfare of workers during the execution of their work and the royal decree of 25 January 2001 concerning temporary or mobile work sites are applicable for this project.
In accordance with article 71, §3, of above mentioned royal decree, a project-coordination as foreseen in section III, 1st sub section, of this royal decree has been set up during the elaboration of this project. Therefore, there is a safety and health plan related to this project for these specifications.
The contractor will comply with the recommendations of this safety and health plan (available upon request to the “Engineering Plans and Services Division”, Hangar # 6, Chievres Air Base (David Diricq, EPS Division, tel.068/27.54.46). These recommendations are part of this project.
In application of the same article 71, §3, an execution-coordinator will be designated by the GPOC for the coordination in matter of safety and health during the execution of this project.
Within 15 days after contract award, the contractor will submit at least 4 proposals of execution-coordinator to the GPOC’s approval with:
the necessary documents for the verification of the compliance with the conditions to exercise the coordinator function (art. 56 to 64 of R.D. dated 25.01.2001 completed by the royal decree of 19.12.2001)
No proposal may emanate from a coordinator working for the awarding firm or for an office on which the contractor has a supervisory position.
The GPOC has 10 calendar days to choose the execution-coordinator.
The coordinator’s fee is at the contractor’s charge.
2. The contractor has 15 days from the selection of the coordinator to make up and transmit to the C.O.R. and to the execution-coordinator a document with all the complementary elements to his bid that could be claimed by the coordinator.
3. The execution-coordinator does not act as a substitute for the GPOC He plays the role of an advisor of the awarding party. His mission is the following:
3.1. General obligations from the law of 04 August 1996 and royal decree of 25 January 2001
1. to coordinate the implementation of the general prevention principles described at article 5 of the law of 04 August 1996, during the technical or planning selections, in order to schedule the various simultaneous or consecutive works or phases of work, as well as during the expectation of the duration of these various works or phases of work;
2. to coordinate the implementation of relevant provisions in order to ensure that the contractors properly implement the general prevention principles and execution principles described at articles 4, 5 and 15 of the law of 04 August 1996;
3. to draw up a coordination logbook comprising the elements described at article 33 of the royal decree of 25 January 2001, except for elements dealing with the design of the project, and to update it;

4. to write down the deficiencies of the various parties in the logbook and to notify the GPOC;
5. to write down contractors’ remarks in the coordination logbook and leave them for information to the parties concerned;
6. to call and be the chairman of the coordination structure when such a structure has to be set up in accordance with article 37 of the royal decree of 25 January 2001;
7. to draw up an ulterior performance file whose content conforms with article 36 of the royal decree of 25 January 2001;
8. to organize the cooperation and coordination of activities between contractors, including those who follow one another, in order to ensure the protection of workers and the prevention of accidents and professional health hazards, as well as their mutual information;
9. to coordinate the supervision of the proper application of work procedures;
10. to take all necessary precautions so that only authorized people have access to the work site.
11. at the provisional acceptance of the work, to hand over the updated logbook and the ulterior performance file to the GPOC, and to notify this delivery in a record attached to the ulterior performance file.
3.2. Special obligations within the scope of this project
1. to read and understand these specifications related to the work to be executed, especially the article concerning the safety and health measures to be implemented on the work site in application of the law of 4 August 1996 about the welfare of workers during the execution of their work, and of R.D. of 25 January 2001 about temporary or mobile work sites;
2. to give advice to the GPOC and to make proposals in due time concerning the implementation and adaptations of the document described at item 2 of above mentioned article, during the previous phase described in that item 2 as well as during the execution of the work;
3. to participate in any meeting to which he is invited by the GPOC, and to set up himself any useful meeting with the GPOC, the contractor or any intervening party on the work site, for the execution of his mission;
4. to control the application of the hazards prevention measures described at item 3 of the above mentioned additional article;
5. to write down the contractor’s obligations deficiencies as foreseen in above mentioned item 3 in the logbook.
4. The contractor applies the hazards prevention measures foreseen in the document described at item 2, adapted if necessary. He has the sections of this document applied by the possible sub contractors if they apply to them.
5. During the execution of the work, the contractor updates the document described at item 2, either on his own initiative, when the progress of the work, the identification of unforeseen or insufficiently known hazards, the incoming or outgoing of some parties, or any modification brought to the project or the work justifies, or at the GPOC’s request. If some update occurs on his own initiative, he informs the awarding party and the execution-coordinator. He takes into account any possible remark expressed by the GPOC.
In particular, he also provides the following information to the GPOC with a copy to the execution-coordinator:
− name of the subcontractor(s), the nature and cost of the work they are responsible for, the expected starting date and duration;
− traffic rules and road signs for the work site, for the public traffic area (automobiles, bicycles, handicapped people…) and for the area reserved for the work and workers, and the access rules;
− storage procedures and evacuation of materials and debris;
− work planning.
6. The contractor must cooperate to the coordination as described above. To that purpose, he will give to the execution-coordinator, spontaneously or at his request, any information that is indispensable for the good execution of his mission. He will invite him at any meeting where his presence is necessary for the accomplishment of his task. He will participate in meetings where he is invited by the GPOC or the coordinator.
The contractor will have the obligations of previous paragraph applied by possible subcontractors.
7. The compliance with the obligations described in items 2, 5 and 6 above is an integral part of this project.
The application of hazards prevention measures described at item 4 is also an integral part of the project, provided that these measures do not exceed the general obligations that the law of 4 August 1996 and the R.D. of 25 January 2001 impose to contractors, in particular articles 7 and 15 of the law, and section VI, sub section IV of the decree.
8. The full text related to the coordination in matter of safety and health concerning this project can be consulted upon request to the “Engineering Division”, Hangar # 6, Chievres Air Base (David Diricq, tel.068/27.5446).
G-11 : ACCESS TO THE MILITARY INSTALLATION
See particular clauses in the administrative portion of this package.
G-12 : FINAL ACCEPTANCE OF WORKS
The final acceptance of the work will be done in the presence of the GPOC and the contractor.
CHAPTER II
TECHNICAL PROVISIONS
SECTION 1
PRELIMINARY WORK AND DISMOUNTING
TP-1-01 : Appropriate equipment
During the execution of the work, the contractor will provide scaffoldings, ladders, elevator,… and all necessary equipment for a good execution of the work. He will not ask or borrow equipment from the U.S. Government (ladder, scaffolding, lift machines…). Protection of furniture, carpet, walls, etc… will be provided.
TP-1-02 : Dismounting
Dismounted items mentioned below include the removal and evacuation out of the military area of all debris resulting from the work. All debris will be evacuated to an authorized public dump at the contractor’s expense. All dismounted items become the property of the contractor, unless otherwise specified in these specifications or on the work site by the
GPOC.
Any damage caused by the contractor’s personnel during the demolition work will be repaired at his cost.
Following items are given as an indication. This list is not limitative. The contractor will carry out all required investigations to complete it if necessary.
• Removal of 4 inside units, 2 outside units, sensors, controls and thermostats, with their fixations and accessories
• Removal of all refrigerating and condensation evacuation pipes, with their fixations and accessories
• Removal of all the electrical cables between the units, valve boxes, electrical batteries, sensors, controls, pressure controllers, with their fixations and accessories
• Removal of electrical supply cables from the main panel, circuit breakers and contactors, with their fixations and accessories
• Removal of the bases of the outside units
SECTION 2
NEW INSTALLATIONS
TP-2-01: Description of the work
This item includes the full installation of a Split system (hot and cold) in the room 301 (third floor) and a Split system (hot and cold) in the room 501 (fifth floor).
TP-2-02 : Installation of a split system in the room 301
Heating and cooling will be provided by a Multi-split Air/Air system with direct trigger, composed of:
- two wall-mounted interior units TOSHIBA RAV-SM566KRT or equal.
- an exterior unit type Inverter TOSHIBA RAV-SM1104ATP or equal.
The acoustic pressure level of the interior unit cannot exceed 36dB(A) at 1m at minimum speed.
The COP must be minimum 4.00.
The SCOP must be minimum 4.00 and the energetic label in hot mode will be minimum A+.
The heating of the exterior unit will run up to -15°C outside.
The fluid used will be R410A conform to the law in force.
The installation must comply to the law in force concerning systems with refrigerating fluids..
A. Interior unit
A.1. General
The interior units will be of wall-mounted type. It will have a smooth design for easy maintenance purposes and will be white colored to fit in all types of interior design.
Suction will be from the top and blowing through a shutter in the bottom part. When switched off, the unit will be totally closed for a sober design. The unit will be 320mm high maximum. The maintenance will be simplified by a very easy access to the filter through the clippable side. B. Exterior unit
B.1. General
The exterior unit will be of Inverter type, condensation by air. The exterior unit must be able to keep a minimum heat power of 6.3kW at -10oC. It will be installed outside. Any other type of installation must be approved by the manufacturer.
The exterior unit will be composed of (by circuit):
• a Twin Rotary Inverter compressor
• a thermal exchanger
• an electronic pressure reducing valve
• two silencers
• a high efficiency helicoidal fan
B.2. Description
a) Compressor: type Twin Rotary Inverter.It is composed of two fixed compression chambers. An out-of-center roller will compress the fluid in each chamber. The two rollers are fixed on the same axle and are diametrically opposed. This configuration gives a perfect balance of the strains applied on the axle and avoids any vibration.
b) Thermal exchanger: composed of copper tubes and aluminum profiled blades. It will be positioned as a “L” in order to optimize the output according to the load.
c) Pressure reducing valve: electronic valve.
d) Fan: The ventilation of the exterior unit will be provided by a fan of helicoidal type statically and dynamically balanced in factory.
The variation of the air flow variation will be proportional to the speed of the installation.
The acoustic pressure level of the exterior unit cannot exceed 47dB(A) at 1m in minimum speed in all directions.
e) Safety features: the exterior unit will be fitted with following safety features:
• pressostat(s)
• protection fuses
• thermal protections (compressor and fan)
• anti short cycle device
• running control sensors
• electronic defrost device
• a mandatory proximity power cut-off device will be installed
C. Refrigerating connections
C.1. Principle
The exterior unit will be linked to the corresponding interior unit by 2 adapted refrigerating connections.
C.2. Piping
The winner of the contract will have to install the refrigerating piping and the necessary connections for the installation.
Refrigerating connections will be in refrigerating quality copper (minimum thickness of 0.8mm), bendable and separately insulated (gas tube and liquid tube) by an insulating material (minimum 13mm thickness)..
C.3. Installation
The entire installation must comply with following characteristics (liquid line):
Maximum overall length 2x30 m Maximum difference in level IU/EU 30 m
Correction of the power in function of the length of the link will be checked by the firm.
An accurate layout of the installation will be performed (length of the liquid line) in order to calculate the possible addition of refrigerating fluid.
Fasteners, chutes, supports and other fastening means will be included in the cost and must take the expansion of the ducts into account.
Drillings, tightening and chutes will be included.
No oil trap will be tolerated on the installation.
Refrigerating connections will be silver welded (15% minimum soldering) under nitrate flux.
The diameter and length of the piping must conform to the prescriptions of the manufacturer of the equipment installed.
C.4. Addition of refrigerating fluid and startup
The addition of refrigerating fluid will be performed under supervision of the manufacturer or by the firm if approved by the manufacturer.
D. Electrical connections
A new electrical cable will be laid from the TDB electrical panel located in heating room up to the exterior unit. A new circuit breaker and the electrical connection will be included. The bus cable between the units and the communication box in the heating room and the required interfaces will also be included.
The electrical connection of the installation will be done according to the regulations in force.
The section of the cables and the electrical protection (differentials) must comply with the regulations.
TP-2-03 : Installation of a split system in the room 501
Heating and cooling will be provided by 2 Mono-split Air/Air systems with direct trigger, composed of:
- two wall-mounted interior units TOSHIBA RAV-SM807CTP or equal.
- two exterior unit type Inverter TOSHIBA RAV-SM804ATP or equal.
The acoustic pressure level of the interior unit cannot exceed 29dB(A) at 1m at minimum speed.
The COP must be minimum 4.00.
The SCOP must be minimum 4.00 and the energetic label in hot mode will be minimum A+.
The heating of the exterior unit will run up to -15°C outside.
The fluid used will be R410A conform to the law in force.

A.1. General
To each exterior unit will correspond an interior unit.
The unit will consist of a ceiling mounted evaporator-ventilator block and air filters to be installed below the ceiling.
The device will have a direct blower in the room to be cooled, with possibility of selecting a continuous pulsing direction (auto sweeping).
The ventilation speed and direction can be adjusted in order to adapt the output to the real need.
All parts like filters, evaporator, electronics, etc... will be easily accessible for maintenance purposes. The maintenance will be performed without specific tools.
The inside units will have the CE label and will be very noiseless. Sound levels will not exceed the maximum sound levels required in the technical characteristics. If the requested sound level is exceeded, the contractor will make the necessary adjustments to reduce the sound level below the maximum required sound level.

TP-2-04 : Controls and regulation
The split systems will be regulated by the Smart Manager control type BMS-SM1280ETLE with ethernet module + counting.
This control will be installed in the communication box in the heating room.
From a computer in building 20006, O&M Division, it will be possible to be connected through an existing Ethernet network to modify the rules and receive alarms.
The systems will also be connected to the fire alarm panel for an automatic shut down in case of a fire alarm.
The installation, cabling, connections, startup and programming will be included in this item.
The comfort temperatures are 21oC in winter and 24oC in summer. A timetable could be register according to the requirements of the user.
A startup record sheet for each unit will be provided.
