Questions & Answers
1. Subheadings H and I of Section L (page 10 of 140) of the RFP require that a subcontractor consent and teaming agreement be submitted with the proposal in order for the offeror to receive credit for the past performance information of the subcontractor. However, the last paragraph of page 12 of 140 states that teaming partners past performance information will not be evaluated unless they are part of a joint venture as demonstrated in a signed JV agreement. Will subcontractor’s past performance count in this proposal if they sign a consent and teaming agreement or not [note: Subheading D of Section M of the RFP reiterates that “The Government will focus its inquiries on the offeror’s (and major subcontractor’s) record of performance as it relates to all solicitation requirements…”]?
Answer: No, subcontractor past performance will not count. Teaming partners past performance information will only be evaluated if they are part of a joint venture as demonstrated in a signed JV agreement.
2. Subheading I of Section L of the RFP states that a teaming agreement with another small business may be submitted with the proposal in order for the offeror to receive credit for the past performance information of the subcontractor. Will past performance with other subcontractors (i.e. – a large business) also be considered if a teaming agreement is presented in the offeror’s proposal or is this verbiage only applicable to small businesses? Why is this small business restriction not mentioned for the subcontractor consent requested in Subheading H of Section L (as per the previous question)?
Answer: See Answer #1.
3. The second to last paragraph on Page 12 of 140 of the RFP references an attached sample past performance questionnaire (PPQ). Does this sample PPQ need to be the exact form that accompanies the 3 to 5 required project descriptions or can CPARS or other similar PPQ forms be used to document past performance on these project descriptions? Can previously completed (older) PPQs be used to document past performance?
Answer: Yes, CPARS and previous completed PPQ can be used.
4. Could you provide more detailed specifications or examples of the construction management services required?
Answer: Contractor Quality Control and Quality Assurance. The staff always maintains a presence at the site during progress of the work and ensures contract compliance.
5. Given that no site visit will be scheduled, can you provide any additional information or documentation about the site conditions?
Answer: There is no specific locations identified and site conditions will vary depending on the work to be performed under each task order.
6. Will contractor be responsible for required government training for key personnel, or will this be provided by the government?
Answer: The contractor selected will be required to provide all training required for the position.
7. Have you identified projects where these construction inspections services will be used?
Answer: No
8. Reference Volume I – Factor I: Past Performance on page 10 of 140, will CPARS be considered in lieu of PPQs?
Answer: Yes, both CPARS and PPQs are acceptable.
9. This inquiry is regarding the NAICS code for the above referenced opportunity. The current NAICS, 541620, is geared towards Environmental Consulting. We acknowledge that the background of one of the senior QAR positions does need to be environmentally focused. However, Quality Assurance, a subset of construction management services, is the main service requested for this opportunity. Therefore, we are suggesting that 541330 would be a better NAICS to use, ensuring that the pool of potential bidders is large enough to allow for adequate competition. Would you consider a NIACS code change for this requirement?
10. On page six, under the Proposal Files section, it states that margins must be 1". However, on page 13, it states a minimum of one-half inch margins may be used for the Management Approach section. May we request uniform margins of one-half inch margins throughout the whole document?
Answer: Yes, one-half inch margins shall be used throughout the document.
11. At the bottom of page 43, a note states, "DO NOT COMPLETE PAGES 42 THROUGH 84."
However, pages 42 and 43 contain Option Years 4 and 5, respectively. Please clarify.
Answer: Offerors shall complete pages 38-43 regarding Bid schedule.
12. Can we utilize existing past performance questionnaires rather than sending out new forms?
Answer: Yes
13. Can CPARS be used in place of past performance questionnaires?

15. Does this SOW cover support to the FUSRAP mission?
Answer: There possibility that the resulting contract could cover the FUSRAP mission.
16. There is no allowance for Company Introduction. Can this be put in Volume I as an intro to the proposal? Is this part of the page limitation?
Answer: Yes, it can be included in Volume 1, Company introduction will not count against the page limitation.
17. Page 7 includes instructions for the Cover Page. Please clarify the information that should be listed on the Cover page.
Answer: Page 6 outlines what should be included on the Cover Page.
18. On page 7, the instructions state “v. Volume number, factor, solicitation number, and date submitted shall appear in the bottom right corner of each page (along with the revision number for the amended page, if applicable).” However, ALL that information will take up the entire footer. Can some of this information be placed in other areas of header/footer?
19. Regarding the instructions for Volume I: Factor I: Past Performance, on Page 11 the instructions state that an IDIQ may not be used for a past performance project and that only a single task order could be considered. Because the government often phases work, we have many projects that are similar in size and scope that encompass more than one task order.
Will the government consider revising the past performance project requirement to allow for more than one task order provided the work is a continuation of work under the same project?
Answer: The Government will accept past performance of each task order under an IDIQ contract.
20. We believe the following two statements regarding past performance contradict each other and are requesting clarification; one statement seems to allow the use of affiliates with certain conditions while the other statement seems to exclude all affiliates from past performance.
Under past performance the solicitation states:
For purposes of evaluating past performance, the Prime Contractor is defined as the contractor identified in Block 17a of the Standard Form 1449. Projects performed by contractors other than the offeror, including, but not limited to, teaming partners, subcontractors, sister or parent companies, and affiliates will not be evaluated for past performance, unless those other contractors are part of a joint venture offeror as demonstrated by a signed joint venture agreement.
Under the Basis of Award the solicitation states:
Offerors may NOT be credited with the past performance of a separate corporation, whether that of a parent, affiliate, or subsidiary, unless the proposal clearly establishes that the resources of those companies will be available for performance on the contract to be awarded.

21. Proposal Instructions say Margins of 1 Inch. However, on Page 13, instructions for Volume I, Factor 2, Management Approach says minimum margin of 1/2 inch. Please clarify.
Answer: See Answer #10
22. On page 21, the RFP States “A Past Performance Questionnaire (PPQ) should be submitted for each project the offeror includes in its proposal for Factor 1, Past Performance. Can a CPARS take the place of a PPQ?
23. Two sample task orders are included as part of Volume II on pages 34-35. Currently, Volume II does not allow for pricing assumptions and clarifications. Can we provide assumptions and clarifications for either sample task order?
Answer: You can provide assumption and clarifications but no exclusions.
24. Pricing Volume II Tab A; Should the two Sample Task Orders be provided under Tab A? Is there a narrative required for the Sample Task Orders?
Answer: There is no narrative required.
25. Pricing Volume II Tab A; In addition to the completed 1449 should we also provide the Bid Schedule identified on pages 38 through 86? Is there a narrative required for the Bid Schedule?
Answer: Yes, provide a bid schedule as identified on pages 38-44. There is no narrative required.
26. On page 35, the 2nd Sample Task Order states: Assume that the Contract Manager will need to travel to St. Louis for a one-day preconstruction conference and travel to St. Louis, MO for a one-day project meeting on a monthly basis for 12 months. Fourteen separate trips.
There are only 13 trips identified. Please clarify 13 or 14 trips for pricing this Sample TO.
Answer: 13 Trips
27. For the Pricing Schedule, the RFP says, "do not complete pages 42-84." Should this requirement go to p. 86?
Answer: Yes, do not complete 42-86.
28. Page 118, (18) indicates that a small business subcontracting plan is required. As this is a small business set-aside, please confirm this is accurate. If yes, please confirm and expand on when/where this is to be provided.
Answer: No, FAR 52.219-9 does not apply to small business concerns in accordance paragraph (a) of the clause.
