10334351 Contracting Solicitation

Comment Classification: Controlled Unclassified Information (CUI) The deadline for questions and also the overall bid deadline are extremely tight for a project such as this, more so with a major holiday coming up. Will the Government please extend both deadlines by 2 weeks? This will provide the highest quality responses to the solicitation.

On: Jun 30 2023.

Government Response. . We will not extend the proposal due date.

However, we will extend the questions due date to 11 July 2023. On: Jul 10 2023

Current Request Status: Request Closed

Information for this report is procurement sensitive.

Comment Classification: Controlled Unclassified Information (CUI) On the spare wire ropes to be used for this contract, do these ropes have a socket on each end or just one end?

On: Jul 06 2023.

Government Response. . The wire rope assemblies being provided have sockets installed on each end. As shown on SG-503, the hoist wire rope assemblies already have the drum wire rope socket installed. The counterweight wire rope assemblies already have the counterweight wire rope socket installed. The Contractor is required to cut each wire rope assembly to the proper length and install government supplied socket.

10339618 Contracting Solicitation AM0001

Comment Classification: Controlled Unclassified Information (CUI) The following paragraph on Page 9 of 17 of Amendment 0001 appears to contradict itself.

Section 2.f.viii:

"Should the offeror include terms and conditions that conflict with the terms and conditions of the Solicitation, the proposal may be determined "unacceptable" and thus ineligible for award. Any questions related to specific terms and conditions contained within the solicitation should be resolved prior to submission for the proposal.

Notwithstanding the above, the offeror must clearly describe on the Proposal Cover Page submitted with the proposal any modifications to the contractual and/or technical terms and conditions of the solicitation contained in the proposal."

Please clarify if the offeror should include/describe modifications to the contract or technical terms and conditions or not (if any are deemed appropriate).

Government Response. . Amendments that are posted to SAM are authorized modifications to the Solicitation and should be included.

"viii. Do not attempt to modify the terms and conditions of the solicitation in the technical proposal or add conditions or qualifications to your proposal. Should the offeror include terms and conditions that conflict with the terms and conditions of the Solicitation, the proposal may be determined "unacceptable" and thus ineligible for award. Any questions related to specific terms and conditions contained within the solicitation should be resolved prior to submission for the proposal.

Notwithstanding the above, the offeror must clearly describe on the Proposal Cover Page submitted with the proposal any modifications to the contractual and/or technical terms and conditions of the solicitation contained in the proposal." On: Jul 12 2023

Paragraph 1.21 (17) states that the Government may direct emergency rewatering of the lock chamber. What events would prompt this?

On: Jul 06 2023.

Government Response. . An emergency rewatering may be directed by the Government for any unforeseen conditions or any high river level events that may occur during the lock closure while work is ongoing. See Specification 35 20 30 Part 3.2.4 and 3.10 for additional details regarding an emergency rewatering. On: Jul 12 2023

10340264 Structural 05 59 20

Comment Classification: Controlled Unclassified Information (CUI) Paragraph 1.5.4, the erector/installer of the counterweight boxes, connection beams, and dogging beams is required to be an AISC Certified Erector with Bridge Erection Endorsement.

There are very few companies in this industry (heavy civil, marine construction) which have that cert. The AISC Erector Cert is much more common in the vertical/building construction industry. Of the companies that normally bid this type of work in this area, we found that only one has this cert and this requirement restricts very capable contractors for performing the work.

Will the Government please consider removing this requirement for these relatively simple steel boxes? We would submit our resume showing major bridge fabrication, assembly, and erection in lieu of this requirement if awarded the project.

On: Jul 07 2023.

Government Response. . The requirement for the erector of the counterweight boxes in the field to be an AISC Certified Erector with Bridge Erection Endorsement has been removed from Specification 05 59 20. On: Jul 12 2023

10341495 Civil Solicitation

Comment Classification: Controlled Unclassified Information (CUI) In order for contractors to further solicit and engage subcontractors and suppliers (including DBE concerns), complete our bids, and develop our technical proposal to the level of detail requested in the RFP, we also would respectfully request a 2 week extension to the proposal deadline for this Solicitation.

Government Response. . Per the solicitation: "Offerors whose proposal meets the 30% small business participation requirement and meets or exceeds the socio-economic small business category goals will be rated higher than those that meet the 30% small business participation requirement and do not meet the socio-economic small business category goals.

If an Offeror is unable to meet the participation goals or proposes a zero percent goal for ANY of the socioeconomic categories (SDB, HUBZone, WOSB, VOSB and/or SDVOSB) within the solicitation, the Offeror must provide a detailed explanation as to why the participation goal(s) cannot be met, provide the actions that were taken prior to the submission of proposals to increase the participation goals for any of the socioeconomic categories the Offeror is unable to meet." Comment Classification: Controlled Unclassified Information (CUI) Specification 00 08 00 - Page 12 - part (20) states: The Government bridge crane shall not be available to the Contractor for any type of use.

Drawing M-201 states that the 7.5-Ton Monorail Hoist as well as each of the 30-Ton Overhead Cranes are all available for contractor use.

Please confirm that the use of the crane equipment as shown on drawing M-201 will be available for contractor use during the performance of this contract.

Government Response. . The crane identified in Specification 00 08 00 Section 1.21 (20) is the service bridge crane on top the dam. This crane is not available for use by the Contractor.

The overhead monorail hoists and the overhead cranes shown in each machinery room that are identified on M-201 are available for use by the Contractor. On: Jul 12 2023
