QUESTIONS AND ANSWERS
Contractor Questions & Government Answers
1. Will this bid due date be extended?
ANSWER: Bid due date has been extended.
2. Mobilization/Demobilization for this project may be significant. The bid form currently shows “2” units for mobilization/demobilization. The measurement and payment section shows the unit of measure as “job.” How will mobilization/demobilization be measured?
Contractor recommends a lump sum for this item.
ANSWER: Mobilization and demobilization unit of measure has been changed to “job” (1 job = both mob and demob). There may be multiple separate task orders issued from this contract that will require mobilization and demobilization, therefore this job item could be ordered more than once.
3. BID ITEM 0001 Mobilization and Demobilization - The BID SCHEDULE in the solicitation indicates a unit price with a quantity of 2. The specifications indicate a lump sum item. Are you expecting work to be performed over 2 seasons, a line item for mobilization and a line item for demobilization, or something else?
ANSWER: See answer to #1.
4. Is the 2 ea mobilization items based on the initial and remobilization after a shutdown period?
ANSWER: See answer to #1. Also, a new line item has been added for Interim Demobilization and Remobilization for shutdown period.
5. Have the dredge areas been dredged before or are these virgin dredge areas?
ANSWER: USACE records do not indicate any previous dredging within the dredging extents.
6. Please confirm the start and completion date for the project. Allowed duration of construction?
ANSWER: Start and finish dates will be based on individual Task Order Award. For all the work shown in the base contract, the period of performance would be 470 calendar days.
7. What are the substantial and final completion dates for this? I see the following in the documents:
52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK
(APR 1984)
The Contractor shall be required to (a) commence work under this contract within to be determined on task order level calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than to be determined on task order level. The time stated for completion shall include final cleanup of the premises.
ANSWER: Start and finish dates will be based on individual Task Order Award. For all the work shown in the base contract, the period of performance would be 470 calendar days.
8. Are there any wildlife (fish/eagle/bat) moratorium?
ANSWER: There are no moratoriums for fish/wildlife, however there is a work stoppage period for waterfowl hunting season. See 1.17 (c) & (h) for those details.
9. Are there workday restrictions or can the project operate 24/7?
ANSWER: There are no workday restrictions.
10. Is any work on the “rock features” included in this project?
ANSWER: No new rock features are included. Per Specifications 00 08 00 -1.17(l) “Should the contractor need to make changes to any rock features to manage the discharge pipe, the rock features shall be restored to preconstruction conditions.”
11. Plans are marked 95% design. Is there an intent to issue 100% design drawings prior to the bid?
ANSWER: There are no anticipated changes to drawings prior to bid.
12. Specifications 35 20 23 3.3.2 – Will over dredge volume be calculated as an average across the entire project area?
ANSWER: Quantity will be determined by the individual cross sections used in calculating the volume based on the average end area method.
13. Specifications 35 20 23 1.3.1.1 – Can you clarify if a sieve analysis needs to be completed every 6,000 CY of material? This would be over 200 samples. Are these samples to be collected prior to dredging starting? Is there a decision tree once the samples are submitted?
ANSWER: Specifications 35 20 23 1.3.1 and 1.3.1.1 have been removed. Contractor shall document material types based on visual inspection and document in daily reports forms
14. Disposal Areas 1, 3, 4 & 5 - Can you provide estimated capacity quantities and or provide a recent topo of the available disposal areas? Should we make assumptions based on the limited cross-sectional data provided in the plans? This data is helpful in estimating production.
ANSWER: The latest hydrographic survey of the area was complete in 2019, so the current capacities are not able to be provided. Dredge Disposal quantities will need to be estimated based on the 2019 hydrographic survey information provided in the Plans.
15. Is the job over when the DA’s/Islands are full, or when the dredge area is cleared to grade or hard pan? Will the dredging template/area be manipulated accordingly to achieve island construction and to create water flow?
ANSWER: The project scope includes full excavation of the dredge template.
Per Specifications 00 08 00-1.17(e) “Dredged material shall fill Dredge Disposal Areas 1, 2, and 3 to the elevations shown on the plans before being disposed of in Dredge Disposal Area 5 unless approved of by the contracting officer. If the area shown as Dredge Disposal Area 5 fills above the elevation limits called out in these plans and specifications, then the Contractor will coordinate the relocation of Dredge Disposal Area 5 with the contracting officer in a timely manner such that the dredging operations may continue unimpeded.”
16. Can you consider adding a line item and description to the schedule for the sampling as there could be 200 plus samples?
ANSWER: Specifications 35 20 23 1.3.1 and 1.3.1.1 have been removed. Contractor shall document material types based on visual inspection and document in daily reports forms
17. Are there going to be any addendum? I do not see any on website.
ANSWER: Amendment 0001 is posted to answer these questions and make any referenced changes. All addendums, attachments, and amendments are included in the SAM.gov posting under Notice ID W912P923B0001.
18. The specifications indicate that a site visit will be formally arranged. Is that still the case? If so, will it happen before the December 7 deadline for questions?
ANSWER: 52.236-27 states “Site visits will not be formally arranged. However, the site is publicly accessible for independent inspection at the following location: Piasa and Eagles’ Nest Islands on Mississippi River Miles 211.5-207.5, which is near IL-100, Godfrey, IL 62035.”
19. The specifications state “The Contractor shall provide as part of the Environmental Protection Plan a list of all State and local environmental laws and regulations, which apply to the construction operations under the Contract.”
Will the Corps furnish these permits to the contractor for incorporation into the contractor furnished Environmental Protection Plan?
ANSWER: The Corps will furnish a 401 permit. Refer to Part 1.4.2.
20. C-302 of the plans indicate placing fill into Disposal Area 4. G-002 and B-101 indicate Disposal Area 4 is not available. Please clarify. Would be very helpful if a table of Disposal area capacities was provided.
ANSWER: Disposal Area 4 is not available. Sheet C-302 and C-304 of the plans has been updated. The latest hydrographic survey of the area was complete in 2019, so the current capacities are not able to be provided. Dredge Disposal quantities will need to be estimated based on the 2019 hydrographic survey information provided in the Plans.
21. Considering the potential for the significant additional quantity needed to be placed in disposal areas due to additional side slope dredging, there does not appear to be enough room to fit the estimated dredge quantities into placement areas. Will total dredge quantity (pay quantity and non-pay quantity) be limited to what will fit into placement areas only or will additional placement areas be provided in this circumstance?
ANSWER: The Government intends to excavate the full cut section shown on the plans.
Once disposal areas 1,2 and 3 are filled (CLIN 0003) the contractor shall switch to disposal area 5 (open water disposal CLIN 0004).
22. What is the expected capacity by Dredge Disposal Area?
ANSWER: The latest hydrographic survey of the area was complete in 2019, so the current capacities are not able to be provided. Dredge Disposal Areas will need to be estimated based on the 2019 hydrographic survey information provided in the Plans.
23. Can the total footprint of dredge disposal area 5 be filled to elevation 405.3, with side slopes of placed material extending beyond that footprint?
ANSWER: Yes. Intent for Dredge Disposal Area 5 is for deeper water disposal allowing for the material to move downstream. The contractor can dispose anywhere within the revised Disposal Area 5 shown on the plans (G-002) so long as the elevation does not exceed 405.3.
24. If the contractor supplies partial payment quantity surveys that show completed sections (in 100’ increments), can these surveys be used as final surveys?
ANSWER: Yes
25. If infill or additional side slope sloughing occurs after partial quantity surveys, but prior to final quantity surveys, will the contractor be required to remove this additional quantity at their own expense? Or will the contractor be paid additionally for this quantity to be removed from the template of the new channel section?
ANSWER: Partial payment quantity surveys will also be accepted as final surveys. Once the dredge makes its initial pass and shows a clean survey (unless hardpan encountered) that will be used for partial payment, then that area will be considered complete. If the area silts in, it will not be the contractor’s responsibility to re-dredge silted in material.
The project intent is for the river current to help clean silted material as well.
26. Specifications Section 01 71 23.00 13 states “A final quantity survey shall be provided upon completion of each feature.” What constitutes a “feature”?
Are CLIN 0003 and CLIN 0004 each a feature?
Or can each 100’ increment of channel be considered a feature?
ANSWER: Each 100’ increment would be considered a feature.
27. Specifications Section 35 20 23 Dredging and Placement of Dredged Material, paragraph
3.3.1 Project Depth States: “The project depth elevation is 405.3 feet as shown on the plan drawings unless hardpan clay refusal is encountered.”
What constitutes hardpan Clay?
If “hardpan Clay” is encountered, will it be required to be dredged?
This comment “unless hardpan clay refusal is encountered” appears to be contradictory to other Project specifications which require “Dredging shall be performed within the lines and grades, and within the limits shown on the drawings”. Please clarify if the new channel alignment sections must be dredged in their entirety? or if any material can remain within the channel alignment cross sections in any circumstance? If hardpan exists and becomes the design bottom, how much residual sediment is allowed above hardpan? Hydraulic dredges typically leave a layer of sediment on hardpan depending on cutter basket and suction intake dimensions.
ANSWER: It is not the intent to remove “hardpan clay”. “Hardpan clay” may remain in the dredging template. Other than “hardpan clay” all other materials are expected to be removed from the cut template. It will be the contractor’s responsibility to determine the best method for removal.
28. Can dredge pipeline cross over the island?
ANSWER: No overland routes have been identified; however, this may be feasible if tree removal can be avoided. If clearing trees greater than 3-inch diameter is necessary, those trees would need removed during 16 November to 31 March. Contractor must first gain approval from US Army Corps of Engineers for this activity.
29. Can Pipeline routes cross over Piasa Island?
ANSWER: No overland routes have been identified; however, this may be feasible if tree removal can be avoided. If clearing trees greater than 3-inch diameter is necessary, those trees would need removed during 16 November to 31 March. Contractor must first gain approval from US Army Corps of Engineers for this activity.
30. If Materials are encountered that cannot be dredged with hydraulic means and methods, must mechanical methods be implemented to execute dredging the complete lines and grades?
ANSWER: Other than “hardpan clay” all other materials are expected to be removed from the cut template. It will be the contractor’s responsibility to determine the best method for removal.
31. Contractor has witnessed side slope sloughing up to 6:1 slope immediately upon dredging Mississippi river sediments. Would the USACE consider paying for side slope quantities at least up to an identified slope?
ANSWER: No
32. Can CQC Manager have collateral duties?
ANSWER: CQC Manager may also serve as the Site Safety Health Officer.
33. Will this contract require any specialized personnel to support the CQC Manager?
ANSWER: No
34. What is the purpose of the full-time surveyor?
ANSWER: Per Specifications 01 71 23.00 13 Part 1 – “This section covers the survey work to be performed by the Contractor for the project including, but not limited to, Field Layout Surveys, Quantity Surveys, Dredging Surveys, and As-built Surveys”
35. Will a flood be considered a “Damage to Work” event as shown in Specifications Section 00 08 00?
ANSWER: Contractor would not be financially responsible for repairs to work after a flood event, assuming proper precautions were taken prior to the event.
36. What is contractor to do with dredge materials if dredge materials don’t meet the “specified sieve requirement” for this project as noted in Section 35 20 23?
ANSWER: Specifications 35 20 23 1.3.1 and 1.3.1.1 have been removed. Contractor shall document material types based on visual inspection and document in daily reports forms
37. What is the “specified sieve requirement” for this project?
ANSWER: Specifications 35 20 23 1.3.1 and 1.3.1.1 have been removed. Contractor shall document material types based on visual inspection and document in daily reports forms
38. We have not found a +/- tolerance for filling disposal areas to Elevation 420.0, is there a +/- tolerance?
ANSWER: -0’ / +0.5’ will be the allowed grade tolerances.
39. Is the expectation that Disposal areas will be GPS graded with mechanical equipment to leave disposal areas “filled to Elevation 420.0” as close as GPS possible?
ANSWER: GPS guided grading equipment will not be required.
40. Disposal area 5 appears to have a limitation of less than 50,000 CY of material within the area footprint below elevation 405.3 yet estimated quantity to be disposed of in area 5 is 437,000 CY. How is this possible?
ANSWER: Intent for Dredge Disposal Area 5 is for deeper water disposal allowing for the material to move downstream. The contractor can dispose anywhere within the revised Disposal Area 5 shown on the plans (G-002) so long as the elevation does not exceed 405.3.
41. Will additional disposal areas be provided to dredge full Cut quantities if additional disposal area is required for capacity?
ANSWER: No additional disposal areas will be added/provided
42. It is noted that soil classification tests are required every 6000 CY. What is purpose of these tests there is no definition of suitable material. If dredge material classification is deemed unsuitable what will be required of the contractor?
ANSWER: Specifications 35 20 23 1.3.1 and 1.3.1.1 have been removed. Contractor shall document material types based on visual inspection and document in daily reports forms
43. Can the top elevation (starting point) of the Vibracore samples be provided?
ANSWER: A hydrographic survey was not collected at the time of sampling, so the precise elevation starting points of the samples are unable to be provided.
44. Will dredge disposal area 1 stone be completed before work begins?
ANSWER: No
45. Can current elevations of disposal area 2 and 3 be provided?
ANSWER: The latest hydrographic survey of the area was complete in 2019, so the current elevations are not able to be provided.
46. Can Piasa Creek Access staging be extended to water’s edge to provide an access point to allow placement of pipe in the water without blocking boat ramp?
ANSWER: Shoreline access can be provided so long as site is returned to pre-project conditions following work. Specific footprint will be determined post contract award.
47. Can the anticipated capacity of disposal area’s 1, 2, and 3 be provided?
ANSWER: The latest hydrographic survey of the area was complete in 2019, so the current capacities are not able to be provided. Dredge Disposal Areas will need to be estimated based on the 2019 hydrographic survey information provided in the Plans.
48. The specs state that a dual-frequency echo sounder is required. We only have single-frequency transducers. Dual frequency is typically used to measure the thickness of a siltation layer. This doesn’t appear to be what the Corps is after here. Is single frequency acceptable?
ANSWER: Single frequency echo sounders are not acceptable. Dual frequency echo sounders are required.

In event the bidder quotes only a total price ("estimated amount") in its bid and fails to quote the unit price, the Government will determine such unit price by dividing the total price quoted by the quantity of the item set out in the SCHEDULE. The bidder agrees that the unit price so determined shall be used for the purpose of bid evaluation, award and all payments to the Contractor including final payment.
3. All extensions of the unit prices shown will be subject to verification by the Government. In case of variation between the unit price and the extension, the unit price will be considered to be the bid and the extension will be corrected accordingly.
4. If a modification to a bid based on unit prices is submitted, which provides for a lump sum adjustment to the total estimated cost, the application of the lump sum adjustment to each unit price in the bid schedule must be stated. If it is not stated, the bidder agrees that the lump sum adjustment shall be applied on a pro rata basis to every unit price in the bid schedule.
5. Bidders are required to bid on all items listed on the Bidding Schedule in addition to inserting a total quoted bid in the appropriate space provided. Failure to do so will be considered good cause to disqualify the bid.
6. Bidders are encouraged to pay particular attention to the requirements on lab “validation” in Section 01 45 00.00 10 of the contract specifications.
7. Bid Item No. 0005 shall be used for the non-work period between October 15 – December 1 during waterfowl hunting season shutdown. If a task ordered is being performed with a period of performance that spans the shutdown period, this item will be issued.
