About this file
This document contains contractor questions and government answers regarding a federal solicitation for construction services. The solicitation is for a pump station, relief wells, and related infrastructure for the Wood River Levee District. Services include construction of a pump station, dewatering structures, discharge pipes, access roads, drainage features, relief wells, underground power, and removal of an abandoned pipeline. The solicitation is set aside for small businesses with a NAICS code of 237990. The Corps of Engineers is the contracting agency. Contractors are not required to submit pre-qualification materials. Unknown past performance will not disqualify bids. Plans were amended to clarify utility relocation responsibilities and form removal requirements. The document provides answers to contractor questions on pipeline details, traffic plans, dewatering, borrow sources, and cut/fill volumes.

Contractor Questions & Government Answers W912P920R0045
1. Does this project require 100% Small Business?
ANSWER: Per the Solicitation Standard Form 1442 block 10 and Section L, this Solicitation is issued using 100% Small Business Set-Aside competition. Per Clause 52.204-8, this solicitation is issued using NAICS 237990 which has a small business size standard of $39,500,000.
2. Does the contractor need to submit a pre-qualifications packet prior to bidding?
ANSWER: No
3. Does the contractor have to submit a qualification packet showing that they have completed projects similar in scope of work and size? If the contractor has not completed similar projects, will their bid be disqualified?
ANSWER: Per the Solicitation, Section M, paragraph E., page 38, Note: “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance.” The contractor’s bid will not be disqualified if they have not completed similar projects. Please state in your proposal that you have no past performance experience related to this requirement.
4. How much should the Bid Guarantee be for?
ANSWER: The clause 52.228-1 Bid Guarantee has been updated to full text with the required information.
5. There is a conflict concerning utility relocation costs and responsibility between the General Notes 7 & 8 on Plan sheet G005 and Specification section 00 08 00, page 2, paragraph 1.4 and 1.5. Please clarify.
ANSWER: Plan Sheet G-005 has been revised with the following:
“7. THE CONTRACTOR SHALL BE COMPENSATED FOR ALL COORDINATION
AND COST OF CONSTRUCTION EFFORTS AFFECTING EXISTING UTILITIES, IF
DEEMED NECESSARY BY THE CONTRACTING OFFICER. SEE SPECIFICATION
00 08 00 PARAGRAH 1.4.
8. THE CONTRACTOR SHALL BE COMPENSATED FOR ALL COORDINATION
AND COST OF ANY EXISTING UTILITY RELOCATION NECESSARY AS PART
OF CONSTRUCTION OPERATIONS, IF DEEMED NECESSARY BY THE
CONTRACTING OFFICER. SEE SPECIFICATION 00 08 00 PARAGRAH 1.4.”
6. Regarding the 14” gas pipeline to be removed: What is that material? Is it removed to the construction limits or just out of the way of the paved ditch excavation near sta.
12+90+/-?
ANSWER: The 14” pipeline is a cast iron pipe that has been abandoned and grout-filled by the owner, Enable Midstream Partners. The owner has confirmed that the pipeline is abandoned and grout-filled. The pipeline was potholed to confirm size and material. The pipeline shall be removed according to the ditch stations noted in the plans. At the location where the pipeline makes a southern turn (approximately Sta. 12+90), the pipeline shall be removed to the point that allows successful completion of the construction features on the landside of the levee.
7. There is a conflict concerning form removal. Note 6 on Plan sheet S-001 states that forms stay in place until concrete reaches 5,000 PSI compressive strength. The Specification section 03 11 13.00.10, pages 3 and 4 state that non-supporting formwork can be removed in no sooner than 24 hours; supporting formwork cannot be removed until concrete reaches 75% of specified strength. Please clarify which is correct.
ANSWER: Specification Section 03 11 13.00 10 Paragraphs 3.4.1 and 3.4.2 shall take precedence. Plan Sheet S-001 Concrete Note 6 has been changed to not conflict with the specifications.
8. On Plan sheet S-521, the lower fillets are not shown in the RCB. Is this an error or are they to be eliminated in that 2’-0” embedment?
ANSWER: Plan Sheet S-521 is intended to detail connection of the trash rack to a precast structure and is not intended to depict inclusion or absence of a fillet; the structure shall be precast per IDOT.
9. Plan sheet S-005 General Note 33 on says mats must be used in wetlands. Are they designated by elevation or will they be flagged so we know when and where to use them?
ANSWER: It is assumed that this question is directed to Plan Sheet “G-005” General Note
33. This note has been removed.
10. The Key Positions subfactor noted in Tab A, Factor 1 doesn’t seem to match the scope of the project. Are these correct?
ANSWER: Yes; these are correct. They reflect both positions for the relief well drilling and pump station construction.
11. The extent of the CLSM around the pump station wall doesn’t seem to be defined. Is there a distance away from the walls where backfill can be done with embankment?
ANSWER: CLSM distances around the pump station are shown on Plan Sheet B-505 to be a minimum of 2 feet from the structure wall, and fully encasing the vertical pump discharge tubes. CLSM at the vertical pump discharge tubes shall be a maximum 2 feet from the exterior edge of tube and shall not encase the force main to elbow connection. Outside of these defined requirements the backfill shall consist of the same material properties and at the same elevation as the insitu material.
12. At the contractor’s option, can the excavation be laid back vs. vertical walls shown on drawings?
ANSWER: Yes, the excavation could be laid back at the contractor’s option as long as the excavation is within the construction work limits.
13. Can the dewatering discharge lines cross canal road if traffic isn’t impeded? Such as a ramp pimp crossing?
ANSWER: Yes; as long this feature of work is coordinated with the Wood River Levee District, Phillips 66 and the Villages of Hartford and Roxana as outlined in the order and coordination of work “Traffic Control.”
14. A stone source list is referenced as being in the Specification section 00 08 00, but one isn’t provided.
ANSWER: Stone source listing is provided per this amendment, see Attachment 6.
15. Since the project is on both sides of the service road and there is alternate access, can the service road be shut down during construction operations, as needed, except for allowing local traffic through?
ANSWER: No; the service road cannot be permanently closed for the duration of the project. Road closures shall follow the “Traffic Control” and “Sequencing Restrictions” as outlined in the order and coordination of work. The Wood River Levee District, Phillips 66 and the Villages of Hartford and Roxana shall all be coordinated with for the traffic control.
16. Can the areas or volumes of cut and fill be supplies for the cross sections on drawings C300 & C309? Is USACE supplying fill? Is there a borrow area?
ANSWER: No; USACE cannot provide the areas or volumes of cut and fill. This is the contractor’s responsibility to calculate from the plans. No, USACE will not be supplying fill.
No; USACE will not be providing a borrow area. All borrow areas shall conform to SECTION 31 00 00 of the Specifications.
