The term also includes, except as otherwise provided in this contract, the authorized representative of the Contracting Officer (COR) acting within the limits of their authority.
1.3 CODE AND SAFETY COMPLIANCE. All work shall be performed in accordance with the requirements of EM 385-1-1 and any local, state, or federal ordinances.
1.3.1 SAFETY. All work shall be performed in accordance with the safety requirements set forth in the Corps of Engineers Manual, EM 385-1-1, entitled “Safety and Health Requirements Manual”, 30 November, 2014; a copy is available at:
http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf The Contractor shall be responsible for complying with the current edition and all changes posted on the web. The COR will notify the Contractor of any noncompliance with these provisions. The Contractor shall, after receipt of such notice, immediately take corrective action. Such notice, when delivered to the Contractor, shall be deemed sufficient for the purpose. If the Contractor fails or refuses to comply promptly, the COR may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop orders shall be made the subject of claim for extension of time or for excess cost or damages by the Contractor. Compliance with the provisions of this clause by subcontractors will be the responsibility of the Contractor.
1.3.2 PROTECTIVE GEAR. Personnel performing arc gouging, plasma cutting, grinding, welding or painting shall be equipped with respiratory protection appropriate for the activity being performed.
Personnel performing grinding operations shall wear appropriate hearing and eye protection. The Contractor shall continuously monitor the air in the vicinity of painting and provide barriers for welding operations which insure personnel will not be subjected to flash burns. 1.3.3 OPERATION OF GATE OPERATING MECHANISMS. Only Government personnel will be allowed to operate the turbine gate operating mechanism and only after the Contractor has insured the COR, in writing, that no personnel are in the areas of the turbine where they could be injured, and that all of the Contractor’s personnel are aware that they must stay out of the danger areas. After operation of the wicket gate mechanisms, it will be positively locked out of service by Government and Contractor personnel.
Following this, the Contractor will be given a written notice signed by the COR indicating that the Contractor’s personnel may begin to resume their work. The Contractor’s personnel shall not begin work, or resume work, without receipt of this written notice.
1.3.4 RUNNER MAINTENANCE PLATFORM ASSEMBLY. If used, the assembly of the runner maintenance platform requires some “high work” over water in the turbine draft tube. The contractor shall furnish safety rope, safety harnesses and safety vests for his/her personnel for this effort. This shall be addressed in the Accident Prevention Plan discussed in Paragraph 1.5.
1.3.5 CONFINED SPACE TRAINING. The turbine spiral case and draft tube areas have been declared confined spaces. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.
Registered in the System for Award Management (SAM) means that--
(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into SAM;
