CRAIN’S ISLAND - CONTRACTOR QUESTIONS

1. Refer to 01 22 00 Measurement & Payment Article 1.7 Bonds. This states that payment for Bonds will be by Section 00 07 00.

a. Confirm Item 0001 Bonds will be full compensation for providing bonds for the full amount of the bid submitted.

RESPONSE: Bonds will be required per task order and will be paid in full compensation upon receipt of paid bonds.

b. Under 00 07 00 Clause FAR 52.228-15 indicates bonds will be provided by the Contractor in the full amount of the contract. Under IDIQ task orders, how then will Item 0001 Bonds be required, measured and paid?

RESPONSE: Bonds will be required per task order and will be paid in full compensation upon receipt of paid bonds.

2. 00 08 00 Special Requirements does not include a clause for TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER, normally with a schedule of monthly adverse work days. Please clarify if the contract and/or task order completion times will be adjusted for adverse weather.

RESPONSE: No anticipated adverse weather days are included. Delays due to unworkable weather or unworkable site conditions will added to the contract completion date on a day for day basis.

3. Please confirm high river delays will be considered contract completion time delays.

RESPONSE: Yes, high river delays will result in time extension.

4. Please explain if IDIQ task orders will include a sufficient portion of Bid Items 0011, 0012, and 0013, in order to complete all operations of excavation & embankment, without interim stockpiling of excavated materials under other bid items.

RESPONSE: Yes, sufficient quantity will be awarded for contractors to maintain production.

5. We request a bid date extension of one week due to the short time between the scheduled site visit, anticipated additional questions/answers, and the current bid date.

RESPONSE: Proposals will be due January 21st, 11:00 am.

6. If excavation is required in the area, provide profile sections for the Primary Channel for Stations 0+00 to 40+00.

RESPONSE: Excavation for the side channel in this phase is shown in C-102 and C-103, as needed for structure removal. If any additional excavation within the channel is necessary, additional plans, profiles and sections would be provided at that time, or may be addressed by RFI. Idealized channel profile is located in C-201, typical sections located in C-501 (Details A6 and C6).

7. Clarify the requirement, if any, to remove Dike 103.5(R), and payment for the work.

RESPONSE: Removal or alteration of Dike 103.5(R) is outside of the scope of this contract. It is included for reference only.

8. Clarify the requirement, if any, to remove Dike 105.7(R) for Sediment Berm work, and payment for the removal.

RESPONSE: Removal or alteration of Dike 105.7(R) not anticipated to be needed for this contract. It is included for reference only.

9. Clarify the requirements for the pilot channel shown on the drawings. 0514 RESPONSE: Excavation and final lines and grades for pilot channels are shown by profile on C-201, C- 202; by sections in C-303 and C-304.

10. We see that a Bid Bond for the total capacity amount of $12M is due with the proposal.

Clause 52.228-1 BID GUARANTEE states that the bid guarantee shall be 20% of the bid price or $3M, whichever is less. Which amount does the Bid Bond need to be?

RESPONSE: The total capacity of the contract is valued at $12M. This is the maximum amount that the contract will reach. The Bid Bond needs to be 20% of your bid price or $3M, whichever is less.

11. Will Performance and Payment Bonds be due with each task order awarded?

RESPONSE: Yes.

12. Please provide, for information only, the Corps quantity estimate of usable excavation material to be used for the sediment berm (Bid Item 0011), and the corresponding quantity of borrow required from the wetland areas.

RESPONSE: The excavation for removal of river training structures from the side channel will theoretically provide approximately 217,000 compacted cubic yards of the sediment deflection berm embankment, while the wetlands would theoretically supply approximately 37,000 compacted cubic yards of embankment.

13. A temporary crossing for equipment of the existing channel may be required for the secondary channel work. Please provide any special requirements for a channel road crossing.

RESPONSE: All stream crossings shall be permitted in accordance with state and local laws, regulations and specifications.

14. The Solicitation Plan Set calls a minimum borrow area elevation, can you clarify the maximum allowable depth we can excavate in the borrow areas?

RESPONSE: The maximum allowable depth will vary with existing contours. The minimum borrow elevation is given as a not-to-exceed in lieu of a maximum depth to account for variations in terrain from flooding since 2012 when the surveys were collected.

15. Is the embankment quantity listed on the bidding schedule in place yardage or does it include shrinkage?

RESPONSE: The embankment quantity was estimated as compacted cubic yards, in-place volume.

16. In the event there is not enough excavated material in the channel excavation and borrow areas to construct berm, where is the additional material to come from?

RESPONSE: Additional Borrow may be approved after submission of a contractor RFI from within the “Idealized Channel” footprint as shown in the contract plans.

17. Can you please clarify the final excavation elevations for the channel?

RESPONSE: Final excavation elevations (including any stone to be removed and readjusted from existing structures) are given in the channel profiles, sheets C-201, C-202, C-203.

18. How are the open excavations from the dike removals finished (any re-spreading of topsoil/seeding… etc.)?

RESPONSE: No topsoil placement is anticipated within the channel footprint. Portions of the excavation that are designated to be graded to the lines and grades of the “Idealized Channel” as shown in the contract plans shall be seeded and covered with straw in accordance with the specifications above a moderate high water mark, approximated at stage 35 on Chester gage.

19. The spec’s have language regarding the re-spreading of topsoil; however, nothing is depicted on the plan on what areas topsoil has to be re-spread at. Additionally, the same goes towards seeding and mulching. Can the specific areas be identified where topsoil is re-spread and seeding and mulch is placed?

RESPONSE: Features to receive topsoil are covered in the contract plans. See sheet C-501.

20. If the CAD file is not released pre-contract, will it be released to whomever gets the contract after awarded? Or is the contractor expected to create their own model for GPS purposes?

RESPONSE: CAD files can be provided to the awarded contractor.

21. Is the estimated yardage quantity of each dike excavation that was estimated by the USACE available to be released?

RESPONSE: The following estimated quantities are provided for information only.

Sheet Structure/Area Est. Cut, BCY C-102 104 19,000 C-103 104.4 30,000 C-103 104.7 13,000 C-104 105 16,000 C-105 Entry2 65,000 C-104 105.2 16,000 C-106 Entry1 68,000

Total 227,000

22. If the wetland borrow areas have unfavorable borrow material, to avoid having to remove 10- 12’ of overburden before accessing favorable material as depicted in the soil borings, can dikes be “over excavated” within the “idealized channel footprint” for additional borrow?

RESPONSE: Over-excavation of wetlands below the minimum excavation elevation is not authorized. If needed, additional Borrow may be approved after submission of a contractor RFI from within the “Idealized Channel” footprint as shown in the contract plans.

23. Can a written statement from USACE be provided, confirming that dike structures and deadfall are not exported “off site”.

RESPONSE: The USACE’ intent is that no material, excluding trash and other refuse should leave the site.

This includes rock or stone, brush, piles, trees, roots, soil or sediment.
