Lock 24 Gate and Bridge Rehab 19-R-0032 Amendment 0003 Contractor Questions and Government Reponses

As stated in the solicitation, questions are allowed up to 10 days prior to the proposal due date. After the proposal due date extension allowed per Amendment 0001, the new cut off date for questions was December 10th. NO FURTHER QUESTIONS ARE BEING ACCEPTED BEYOND DECEMBER 10.

RESPONSE DUE DATE HAS CHANGED TO

DATE: 12/30/19

TIME: 10:00AM

1. Sheet SB-530 Rail Note 2 states “New bolts shall be a minimum of 7/8” diameter. During the site visit and per the drawings, it appears that the existing bolts are ¾” diameter. Is it the Government’s intentions to ream all of the existing holes for the rail clips?

RESPONSE: Sheet SB-530 revised in Amendment 0003. Sheet SB-530 Rail Note 2 now states, “Remove and replace all clips and bolts for crane rail. Match existing clip spacing. Clips shall be of the type suited for ASCE 80 lb rail and match existing bolt gage distance. New bolts shall be a minimum 3/4" diameter ASTM F3125 Grade A325 Bolts. See Reference drawings to determine length of bolts required for replacement crane rail clip bolts for sections along service bridge above Tainter gate and sections above piers.”

2. Is there a reference drawing that lays out the spacing of the rail clips?

RESPONSE: There is not a reference drawing that shows the spacing of the existing rail clips.

3. The countersunk rivets referenced in Note 5A on sheet SG-546 appear to actually be those connecting the skin plate to the vertical MC18 as shown on Reference Drawing RS-243, not the C15 which appears to be connected to the MC18 with standard rivets. Please clarify what is to be done at these locations as they are not associated with the gate side seal.

RESPONSE: Countersunk rivets are used to connect the skin plate to the web of the vertical MC18 and the skin plate to the flange of the vertical C15. The flange of the vertical C15 is also connected to the skin plate with side seal assembly bolts, as shown in the “Upper End of Projection” Detail on RS-248. At locations where the countersunk rivets are removed between the C15 and skin plate, slotted holes shall be drilled in the side seal angle for new stainless steel bolts as shown on SG-542. The countersunk rivets between the web of the vertical MC18 and skin plate are referenced in Note 5B. The rivets between the MC18 and C15 are referenced in Note 5E.

4. Reference Drawing RS-245 indicates that the corrosion resistant hardware was originally welded to the gate structure, please verify.

RESPONSE: The side seal angles shown in RS-245 were the original side seal angles and were replaced with the side seal angles shown in RS-257 for all gates. The current corrosion resistant hardware was not welded to the gate.

5. Reference Drawing RS-245 also indicates that the seal angles already have 13/16” x 1-1/16” slotted holes in the flange that connects to the gate. If these existing slots are to be enlarged, please indicate by how much.

RESPONSE: The existing side seals shown in RS-257 already have slotted holes and do not require enlargement.

6. Note 6 on Sheet SG-546 states that the bracket underneath the MC18 will be removed and replaced in kind if damaged.

a. Does this bracket have an associated part number for member replacement, or should it be included in the price for the skin plate repairs?

RESPONSE: The bracket described in Note 6 does not have an associated part number for replacement and shall be included in the price for the upper skin plate damage repair.

b. It appears that this bracket is Bracket “B” called out on Sheet RS-243, SECTION AT END SHIELD. Please confirm/clarify.

RESPONSE: The bracket described in Note 6 on SG-546 is identified as Bracket “B” on RS-243, and shall consist of the MC18x42.7 and L3x3x3/8

7. We would assume that the mobilization pay item will we be set up to pay for the preconstruction submittals and those items of work will not be accomplished until that item is funded.

Please verify.

RESPONSE: Correct.

8. Follow up to the answer to question 3 published with amendment 1 - the answer indicates that partial scope for a gate/span could be awarded based on funding. It is impossible for the contractor to predict where the Government will split the work. Will the Government compensate the contractor for all additional costs associated with stopping and starting the work?

RESPONSE: Task orders are a bilateral agreement. Terms and conditions that are not included in the base contract will be negotiated at time of award.

9. Follow up to the answer to question 4 published with amendment 1 - the answer indicates that LDs apply to each task order. Please clarify how that will be managed contractually when the contract does not establish completion times for partial awards.

RESPONSE: Each task order will have a period of performance when awarded.

10. Follow up to the answer to question 4 published with amendment 1 - the answer indicates that LDs apply to each task order. So based on the contract, the Government could award 1 gate for each of the first 3 years, then require the Contractor to do the balance of the work in the last year. We understand that is not the intent but is that the correct interpretation of the contract wording?

RESPONSE: Task orders are a bilateral agreement. Period of performance is determined based on the work included on the task order.

11. Follow up to the answer to question 17 published with amendment 1 - the answer indicates that no work is anticipated in 2020. We assume staring work in the fall of 2020 will be acceptable. It does not seem logical to us to trade what is historically the ideally weather and river stages (fall) for what is historically worse weather and river stages (spring).

RESPONSE: As per Specifications, river based operations will only be permitted between 24 February and 30 November. It is likely the best interest of the Government to start construction at the beginning of the construction season in February 2021 after all the submittals have been approved. Historically 2 spans are worked on at 1 time at approximately 4 months per span. Mobilization would have to begin in June to allow for enough time to complete 2 spans by 30 November. This will shorten the submittal time from 6 months to 4 months. Due to ice and possible damage to the bulkheads, the bulkheads are required to be removed from the gate bays from 1 December thru 23 February. The government would consider a 2020 season start with a partial season mobilization cost. The government would not consider a 2020 season start with full mobilization costs. The 2020 season issuance of task orders is based on available funding.

12. Please verify that contract days would not be counted if the funding is depleted and we have completed all funded work.

RESPONSE: The contract period is 5 years in duration from date of award whether funding is available or depleted.

13. Specification section 01 22 00 states Payment for interim Mobilization/Demobilization “…will be made for costs associated with remobilization of the work force after each closure period...” Please verify that the Government will be responsible for any mobilization or demobilization costs associated with lack of funding.

RESPONSE: If a contractor completes all work for the season as described in awarded task order(s) and no other task orders are awarded then the contractor will demobilize. The issuance of the new task order should include mobilization/demobilization for new work.

14. Will the Contractor be required to provide a bond for the full contract at time of contract execution or bond per order? The bond for the full contract will be significantly above the $33,000.00 currently available.

RESPONSE: Contracting will ask for Bonding per Ordering Period.

15. We would like the opportunity to ask follow up questions after receiving the answers to these.

Please consider another bid date extension if these questions cannot be answered quickly.

RESPONSE: No additional questions beyond December 10th were accepted. Proposals will be due 12/30/19, 10am.

16. The pay item for 0004AH Tainter Gate Repairs, End Shield Repair is for one side of a tainter gate.

Therefore, if after inspection the Government determines that a given tainter gate needs end shield repairs on both the Missouri and Illinois side of the gate the pay quantity would be 2 ea.

RESPONSE: Correct.

17. Will Bid Item 0001 Mob/Demob be paid for upon award and submittals approval in 2020, even if the work physically starts in Feb 2021?

RESPONSE: 60% will be paid upon full completion of mobilization. 40% will be paid upon full completion of demobilization.

18. Refer to Spec 00 08 00- Articles 1.21 & 1.22(t).

Will high water or other river delays be considered adverse weather delays under Article 1.21, or directly result in additional contract time.

RESPONSE: High water events as described in 00 08 00 1.22(t) are considered an excusable delays. A no cost time extension mod will be issued for each day of delay due to high water.
