Lock 24 Gate and Bridge Rehab 19-R-0032
1. What is the estimated number of gates and/or spans to be included in the initial task order?
RESPONSE: At this time, the FY 20 Budget has not been signed and we are under a Continuing Resolution Authority thru 20 Dec 2019. The initial task order will be based on available funding for this project based on the approved FY 20 Budget appropriation.
2. What is the estimated funding for this work in fiscal year 2020.
RESPONSE: This contract is an Indefinite Quantity and Indefinite Delivery Contract which guarantees the Contractor $33,000 whether the government issues any task orders or not. The initial task order will be based on available funding for this project based on the approved FY 20 Budget appropriation and future budget appropriations.
3. Will subsequent individual task orders include the entire scope for repair of at least one gate and/or one span?
RESPONSE: Individual task orders may include partial items on a gate or bridge span, entire scope of gate and/or bridge spans, or multiple gates and/or bridge spans. Ideally at a minimum, an individual task order would include the entire scope for an entire gate and associated bridge span (excluding Storage Yard Bridge Span 16); however, the work to be included in an individual task order will be determined based on available funding.
4. FAR 52.211-10 states the CO will assign task order completion dates. Will the $2,909 per day liquidated damages stated in FAR 52.211-12 apply to any individual task orders? If not, please clarify the value of LD’s for individual task orders if any.
RESPONSE: LD’s apply to each task order.
5. Please refer to 00 08 00 Article 1.22(d). Does the mandated no-work period of Dec 1 to February 23 count as calendar days of contract completion time?
RESPONSE: Yes, the number of days in the no-work period are included in the contract completion time.
6. Please provide photographs of the GFE. If not available, can the GFE be viewed in person?
RESPONSE: Photos of Tainter Gate Pocket Chain Machinery have been included in amendment 0001
7. Refer to Bidding Schedule, Item 0004BA. 0004BA(a) Description is 1st 75 CY, but quantity is 150 CY. Please clarify.

8. Refer to Bidding Schedule Notes, Article 11,Variations in Est. Quantities. Please clarify Item 0004BA(b). How does this Article relate to 0004BA(b)?
RESPONSE: 0004BA(b) is considered the second subitem of 0004BA. Subitem (b) will be increased or decreased dependent on actual quantities and is not subject to an equitable adjustment.
9. Due to the Thanksgiving holiday, the complexity of the work and extensive Proposal requirements, we request the bid submittal date be extended an additional 4 business days to December 20, 2019.
RESPONSE: Date extended per amendment 0001.
10) Please state the correct name for the Solicitation. Reads different in various solicitation documents.
RESPONSE: Official title is stated on the Plans and Specifications covers.
11) Refer to Solicitation Proposal Requirements- Tab 3: Subfactor 3 Small Business SBPCD The SB requirement is 25% of TCV. Clarify if 5% minimum of TCV (part of the 25% minimum TCV total), should be indicated in one or any the following categories: VOSB; SDVOSB; Hubzone; WOSB.
RESPONSE: SBD: Must have a Minimum of 5%
12) it’s our understanding this solicitation is a Indefinite Quantity as stated in Bidding Schedule Notes #8, see below for a quick reference. In this note it states that information concerning Indefinite Quantity can be found in section 00700 “Contract Clauses”, however we could not find this section in either “A22- 19R0032 – Solicitation” or “A02 – 19R0032-AdvSpecs”.
Information concerning indefinite quantity contracts, as well as the issuance and limitations of delivery orders may be found in Section 00700, Contract Clauses.
RESPONSE: Please refer to the following Contract Clauses located in SECTION 00 07 00 - Conditions of the Contract:

13) Spec Sec 00 08 00-1.22-I first states that all work shall be done from the downstream side of the dam, but then later in the same paragraph talks about being able to be upstream of bulkheads. Please clarify the USACE intent of this statement.
RESPONSE: Section revised per amendment 0001. Specification Section 00 08 00 -1.22 (i.) now states, “All work by the Contractor shall be performed from a floating plant, either on the upstream side or downstream side of the dam, or from a fixed platform. The minimum distance between the edge of the floating plant and the bulkheads shall be 3’. The contractor shall not tie off to the bulkheads in any way.
Spuds shall not be lowered onto the apron and/or stilling basing when the floating plant is on the downstream side of the dam; extents of the apron and/or stilling basin are provided in drawings and reference drawings. The Government will determine what flows the Contractor is able to safely operate the floating plant upstream of the dam; floating plant use upstream of the dam is restricted during high flow stages. The floating plant shall be powered by a vessel with no less than 1100 horsepower in order to safely maneuver the floating plant upstream of the dam.”
14) General Note 2 on page SB-401 calls for the entire structure above elevation 471.0 to be painted.
The Tainter Gate Repair Schedule on page SG-535 depicts the repair items and the cleaning & painting scope required for the elevation bellow elevation 471.0 There are some ladders and rails (RS-105,106 & RS-107/ interior and exterior) located in the area below the 471.0 elevation. Do those get painted?
RESPONSE: The handrails and stair treads shown on RS-106 for Pier No. 1, do not get painted. The ladder rungs below Elevation 471.0 for Piers No. 2 through No. 16, shown on RS-107 do not get painted.
The handrails and stair treads shown on RS-113 for Pier No 17, do not get painted.
15) Does the entire interstitial space of each tainter gate receive abrasive blasting and coating?
RESPONSE: The interior and exterior of the Tainter Gates are to be coated with System No. 5-E-Z, as described in Specification Section 09 97 02 Paragraph 3.5 “Painting Schedules”. All the rivets and gusset plates in the interior of the Tainter gates require abrasive blasting for Government inspection to determine which rivets and gussets require replacement, as described in Specification 09 97 02 Paragraph 3.1.5.
16) Are there any records or is it known what the existing coating system is on the interstitial space of each tainter gate?
RESPONSE: The repairs performed as shown in reference drawings RS-251 through RS-257 were coated with System No. 5-E-Z. The coating system applied to the other areas on the interior of the Tainter gate is not known. Test results from paint on the interior of Tainter Gate #1 from 2004 indicate lead, cadmium and chromium. Test results of the sediment on the interior of Tainter Gate #1 from 2004 indicate lead and other heavy metals. Test results from paint and sediment on interior of Tainter Gate #1 from 2004, along with a limited lead based paint risk assessment from 2013 for the project have been provided in Amendment 0001.
17) Given the amount of effort necessary by the contractor for this proposal and in full disclosure, we wanted to know if the USACE St. Louis District would accept a proposal with a schedule showing that we start in 2021 rather than 2020?
RESPONSE: Award of Contract is anticipated NLT 1 February 2020. The submittal process is expected to take approximately 6 months (approximately August 2020) after NTP which will be a partial NTP to complete submittals. As per Specifications, river based operations will only be permitted between 24 February and 30 November. It is likely the best interest of the Government to start construction at the beginning of the construction season in February 2021 after all the submittals have been approved. The issuance of task orders is based on available funding. The contract Length is based on 16 spans with 4 spans completed per year. 4 years for construction and 1 year for submittals. POP of each task order will be awarded as funding becomes available which may span numerous construction seasons over the course of the contract duration.
18) Lastly, what would be the response time required by the contractor once an order is received?
RESPONSE: The Contractor shall be required to commence work under this contract within 10 calendar days after the date the Contractor receives notice to proceed. See FAR 52.211-10 clause in this solicitation. NTP will be given individually for each task order, and typically within 30 days of task order award.
