THE FOLLOWING HAVE BEEN ADDED OR AMENDED PER AMENDMENT 0005:
-THE BID DUE DATE IS EXTENDED THROUGH 24 MAY 2018, AT 2:00 P.M.
-NO ADDITIONAL QUESTIONS WILL BE ACCEPTED AT THIS TIME.
-BID ITEMS ON PAGE 3 OF THE SF1449 SOLICITATION FORM WILL NOT BE USED. PLEASE PROVIDE PRICING ON THE BID SCHEDULE SHOWN IN THE SCOPE OF WORK WHICH HAS A TOTAL OF SIX (6) LINE
ITEMS.
-CONTRACTOR SHOULD ACKNOWLEDGE THERE ARE 5 TOTAL AMENDMENTS BY INITIALING ON THE
BOTTOM OF THE BID SCHEDULE PAGE WITH THE FOLLOWING DATES:

CONTRACTOR QUESTIONS & GOVERNMENT ANSWERS -
1. On Page 4 & 5 Shop drawings, Piping drawings, Shop assembly drawings submittals: “Schematic Drawings and Data” - What is this? What drawings are required?
ANSWER: SCHEMATICS DRAWINGS AND DATA IS A SUBMITTAL REQUIRED FOR GOVERNMENT
APPROVAL AS DESCRIBED IN PARAGRAPH 1.6.
2. Piping installation - What is this? Do they need drawings of the piping we are replacing?
ANSWER: PIPING INSTALLATION IS A SUBMITTAL REQUIRED FOR GOVERNMENT APPROVAL AS
DESCRIBED IN PARAGRAPH 3.4.1.
3. The warranty is 2 years from acceptance, what constitutes acceptance?
ANSWER: Acceptance constitutes receipt by the Government after installation and field tests of the cylinders in presence of the contractor’s Erecting Engineer (See paragraph 3.3 and 3.8.3, Section C of
SOW)
4. “No leakage during test? Everything leaks, quantify this?”
ANSWER: See Paragraph 2.2.1 “Cylinder Tests” of Section C, page 10
5. Is this solicitation for small business only?
ANSWER: YES
6. What manuals are they wanting?
ANSWER: SUBMIT OPERATION AND MAINTENANCE MANUALS FOR BOTH THE MITER GATE HYDRAULIC
CYLINDERS AND CULVERT VALVE HYDRAULIC CYLINDERS.
7. [Do] Cylinders currently have lead paint?
ANSWER: No
8. Need info on holding valves.
ANSWER: Contractor should determine the type of holding valve after removal and replace with same or equal.
9. No piping required on Miter Cylinders?
ANSWER: NO PIPING
10. Hoses required on Miter Cylinders?
ANSWER: NO
11. [There] appears to be two styles of Miter cylinders?
ANSWER: NO, THE DIRECT ACTING PRINTS GOT MIXED IN
12. Bid forms / Bid schedule forms are confusing!?
ANSWER: ALL BIDS MUST BE IN THE FORMAT SHOWN ON SECTION B "BID SCHEDULE". BID SCHEDULE
HAS BEEN REVISED.
13. What’s this spare cylinder request?
ANSWER: REBUILDING OF THE SPARE CYLINDER WE ALREADY OWN
14. Will Government personnel be loading and unloading the cylinders being sent out for repair?
ANSWER: YES ON THE CONTRACTORS TRANSPORTATION AT THE END OF THE UBUTMENT PIER
15. What are the approximate weights of the Culvert Valve and Miter Gate cylinders?
ANSWER: 25000LB
16. The work scope calls for the contractor to have a representative on sight to supervise the cylinder installation. With proper planning, what is the estimated time (in days) that it will take for these installations.
ANSWER: 1 DAY PER CYLINDER
17. The Miter Gate cylinder drawing is difficult to read. Please verify that the cylinder bore is 16".
ANSWER: YES MITER GATE CYLINDER BORE IS 16”
18. Item 2.1.4.2 - Can the government provide the part number of the Holding Cartridge Valves to be replaced?
ANSWER: The contractor should determine what the holding valve is after it’s removed, and replace with the same or equal.
19. Item 3.5.1 - Flush all Piping. I interpret this to mean the entire system piping. Please provide size and approximate linier feet of all piping to be flushed.
ANSWER: About 150 FT
20. Item 3.6 - States that "the system, once filled, must be bled of air, operated, and periodically bled during the first week". Is this week long bleeding to be done by the contractor, or government personnel?
ANSWER: CONTRACTOR
21. Item 3.7 - States that the contractor is to "obtain the services of an experienced erection engineer who is regularly employed by the hydraulic cylinder/power unit manufacturer to supervise the installation". [If a contractor has never been employed directly by the cylinder manufacturer not the power unit manufacturer] will this requirement be placed on all contractors, or will qualifications and experience allow this to be waived?
ANSWER: REQUIREMENT CAN BE WAIVED. SUBMIT RFI AFTER AWARD SHOWING PAST PROJECTS AND
EXPERIENCE TO BE APPROVED BY THE GOVERNMENT.
