Scope of Work
Lake Shelbyville Spillway Center Gallery Access Hatch Repairs
Project Scope:
The area around the center gallery access hatch is leaking water into the center gallery when the middle spillway tainter gate is operated. The leakage appears to be coming around the frame of the access hatch cover and along the monolith joint above the access hatch cover area. The Contractor shall reduce the leakage flowing into the center gallery to less than 5 gallons per minute average for 20 minutes. Pertinent photos of the center gallery access hatch are shown in Appendix A. Drawings applicable to the work areas are shown in Appendix B. Additional drawings and photos may be provided as necessary. Work shall be performed during periods of low releases, typically less than 500 cfs, due to the location of the work.
To aid in determining leakage amounts and verifying reduction, the middle spillway tainter gate shall be operated by USACE personnel for a period of 30 minutes inclusive of opening and closing each time needed. The Contractor shall provide a way to measure the flow of water (leakage) thru the center gallery hatch before and after the repairs are completed. The leakage can be measured via the east and west gallery gutter drains. Potential measuring devices may include weirs or flumes. The measurement shall be to the nearest gallons per minute average for 20 minutes. Before the work of installing a measuring device is started, the device and method shall be reviewed by the Government. The Contractor shall be responsible for placement and removal of the USACE owned stoplogs during repair work to allow for access to the monolith joint upstream of the gate sill and to reduce water leakage from the lake.
Access into the center gallery shall also be the responsibility of the Contractor. USACE personnel shall be allowed use of access means as necessary.
The Contractor shall complete the following:
1. Preconstruction Work – The preconstruction work at a minimum shall include providing a way to measure the water leakage thru the center gallery hatch before and after the repairs are completed. It shall also include cleaning out and camera inspecting the gallery drain system prior to and after repairs to include removal of silt buildup and other potential blockages. An effort to quantify silt amounts prior to removal shall be made for planning purposes. No silt/debris shall be allowed to be flushed through the system without collecting and removing it. The preconstruction work shall be reviewed by the Government before starting the work.
2. Construction Work Steel Frame – The construction work for the steel frame of the access hatch, at a minimum shall include the installation of a high flow epoxy grout to fill the voids around and under the steel frame of the access hatch cover to help prevent water leakage into the center gallery. The construction work steel frame shall be reviewed by the Government before starting the work.
3. Construction Work Monolith Joint – The construction work for the monolith joint repairs, at a minimum shall include the installation of the material selected to fill the voids along the monolith joint above and below the steel frame of the access hatch cover to help prevent water leakage into the center gallery. The construction work monolith joint shall be reviewed by the Government before starting the work.
4. Results of the Final Repair – A detailed report discussing all work activities and results shall be prepared following completion of the work. Photos shall also be included.
The Contractor shall provide a high flow epoxy grout that shall be pumped/injected thru the steel frame of the access hatch cover into the voids between the frame and the existing concrete surface. The epoxy grout shall meet the following requirements:
Working Time: The following working times assume the product has been properly preconditioned for cold or hot weather use:
90 degrees F (32ºC): 45 to 65 minutes 50 degrees F (10ºC): 110 to 150 minutes
Compressive Strength, ASTM C579, Method B:
Standard Consistency, 7-day ambient: 13,000 psi High-Flow Consistency, 7-day ambient: 12,500 psi
Flexural Strength, ASTM C580:
Standard Consistency, 73ºF (23ºC): 4,500 psi High-Flow Consistency, 73ºF (23ºC): 4,100 psi
Tensile Strength, ASTM C307:
Standard Consistency: 1,900 psi High-Flow Consistency: 1,700 psi
Shrinkage, Unrestrained, Linear, ASTM C531:
Standard Consistency: <0.02 percent High-Flow Consistency: <0.04 percent
Slant Shear Bond to Hardened Concrete, ASTM C882 73ºF (23ºC): 3,000 psi
Pumping/injecting the monolith joints shall be completed in the immediate vicinity of the spillway center gallery access hatch as shown in the drawings and photos provided.
The extent of the joint repairs shall be reviewed by the Government. The material shall meet the above requirements for grouting thru the steel frame unless otherwise accepted by the Government.
Optional Bid Items: Upon completion of the original project scope, additional work may be completed in the vicinity of the original work area. Due to the location of the work, Option 1 shall be performed during periods of low releases, typically less than 500 cfs.
Options 2-4 can be performed regardless of dam releases due to the location of the work.
Option 1 – The Contractor shall clean the center gallery foundation drains. Sound, wash, and flush a total of twenty-four (24) 3-inch diameter center gallery foundation drains. Document if each drain is flowing, weeping, or record the depth to water prior to flushing. Sound each drain to determine its pre-washed depth. Wash each drain using a high-pressure water jet with the nozzles angled backwards and flush each drain from the bottom, attempting to restore each drain to its original depth. Care shall be taken as to not damage the existing foundation drain holes with flushing procedures. Close coordination with the USACE project engineer will be necessary. Depths vary depending on the drain and range from 42 to 66 feet. Wash and flush each drain until the return water is running clear of any deposits, but no longer than one (1) hour per drain. Sound and record the depth of each drain after flushing is completed. All material removed from the drains shall be collected and removed from the site. Prepare a report that details the procedures used to complete the work, including before and after depth measurements for each drain, evaluating the effectiveness of the washing and flushing, describing the materials flushed out, and recommending future actions.
Photos shall also be included.
In addition to the foundation drain cleaning, the Contractor shall also remove the center gallery lighting. The lighting does not work and all components shall be removed from the gallery.
Option 2 – Sound, wash, and flush a total of sixty eight (68) 3-inch diameter east gallery foundation drains. Follow the same procedures as outlined in Option 1.
Option 3 – Sound, wash, and flush a total of sixty eight (68) 3-inch diameter west gallery foundation drains. Follow the same procedures as outlined in Option 1.
Option 4 – Grout crack on west side of dam concrete. A large crack exists on the downstream face of the dam. This crack has seeped water during a recent high water event. The crack shall be injected with a polyurethane grout to stop the joint from seeping during another high water event. The injection point shall be on the upstream face of the dam. The work to grout the crack shall be reviewed by the Government before starting the work. Procedures and results shall be documented in a detailed report. Photos shall also be included.
Site Visit: A site visit is scheduled for Monday, March 9th to see the location of the proposed project and help answer any questions related to the scope of work. The visit will commence at 10:00am at the US Army Corps of Engineers Lake Shelbyville
Visitor’s Center (1989 IL-16, Shelbyville, IL 62565). Please contact Angie Grimes (314- 331-8965) to confirm attendance for planning purposes.

UAI 5152.231-9000 Equipment Ownership and Operating Expense Schedule.
As prescribed in 5131.100-70, insert the following clause: EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE (MAR 1995) (a) This clause does not apply to terminations. See UAI 5152.249-9000, Basis for Settlement of Proposals, and Federal Acquisition Regulation (FAR) part 49. (b) Allowable costs for construction and marine plant and equipment in sound workable condition owned or controlled and furnished by a contractor or subcontractor at any tier shall be based on actual cost data for each piece of equipment or groups of similar serial and series for which the Government can determine both ownership and operating costs from the contractor's accounting records. UAI 5152.249-9000
UAI 5152.249-9000 Basis for Settlement of Proposals
BASIS FOR SETTLEMENT OF PROPOSALS (MAR 2009)
Actual costs will be used to determine equipment costs for a settlement proposal submitted on the total cost basis under Federal Acquisition Regulation (FAR) 49.206-2(b). In evaluating a termination settlement proposal using the total cost basis, the following principles will be applied to determine allowable equipment costs:
(a) Actual costs for each piece of equipment, or groups of similar serial or series equipment, need not be available in the contractor's accounting records to determine total actual equipment costs.
(b) If equipment costs have been allocated to a contract using predetermined rates, those charges will be adjusted to actual costs.
(c) Recorded job costs adjusted for unallowable expenses will be used to determine equipment operating expenses.
(d) Ownership costs (depreciation) will be determined using the contractor's depreciation schedule (subject to the provisions of Federal Acquisition Regulation
(FAR) 31.205-11).
(e) License, taxes, storage and insurance costs are normally recovered as an indirect expense and unless the contractor charges these costs directly to contracts, they will be recovered through the indirect expense rate
