1.4.1. Schedule Delays. Delays in the work schedule due to rock availability shall not result in added cost to the Government. The contractor will be compensated for time only.
1.5. Contract Area(s). The following areas are potential worksites located around Lake Shelbyville but more may be identified at a later date. The Illinois history prairie located near Bruce, IL. The Wolf creek prairie located near Findlay, IL. There are areas in coon creek campground, lone point campground, Lithia springs marina, Sullivan marina, Sullivan beach and Okaw bluff. All worksites are in open recreation areas. Public use should be expected.
1.6. Vehicle Use. The Contractor shall not drive off the paved access roads without prior approval of the KO.
The repair of any vegetative damage, rutting, or other impairment, to its original condition shall be the responsibility of the contractor. The contractor's vehicles shall be identified with the company name prominently displayed on the outside of both front doors of each vehicle in such a manner as to provide a readily visible means of identification.
1.7. Adverse Conditions. At the discretion of the COR one day will be added to the time allocated for this contract for each day that work is delayed due to adverse weather.
1.8. Pre-bid site visit. It is not required but highly recommended that all interested bidders shall visit each of the described work sites prior to submitting a bid. This will ensure better communication and expectations between the Government and Contractor.
1.9. Pre-work Conference. The successful bidder or his representative shall attend a pre-work conference with the COR at the Lake Shelbyville Project Office. The COR will notify the successful bidder of the time and date of the pre-work conference. No work shall commence before the pre-work conference has been held.

2.3. Approval of Equipment, Supplies, and Materials. The COR reserves the right to inspect any and all equipment and materials prior to and during the award period of this contract. The COR prior to the commencement of work and prior to implementing changes must approve all materials, equipment, and operating procedures.
3. GOVERNMENT FURNISHED MATERIALS AND SUPPLIES
3.1. Materials and Supplies. The Government’s intent is to supply approximately 12,500 tons of RR4 however this will depend on the line item price(s) of this contract. The placement cost line item will determine the quantity to which we shall place.
4. DESCRIPTION OF WORK
4.1. General. Line Item 0001 and 0002. Riprap shall be placed according to the attached drawing (specifically in reference to meeting the 600’ and 601.5’ mean sea level requirements). Riprap shall be placed from the water utilizing a vessel that is equal to or better than a Macoupin 400 series boat.
4.1.1. Temporary erosion control measures such as silt fence will be required at the mobilization site for any disturbed areas and shall be included as an incidental cost for mobilization and site preparation.
4.1.2. Line Item 0003. The mobilization, de-mobilization and site preparation shall include the installation of a suitable, stable, rectangular loading platform that extends into the water to a 4.0 ft. water depth to allow for riprap barge access and material deployment and shall have a surface elevation of 1.5 feet above the normal lake elevation. The interior of the platform shall be filled with gradation RR3 riprap at the bottom and covered with clean 3” stone at the surface. It shall be sufficiently sized to accommodate a level loading platform capable of supporting a front-end loader (4 CY bucket capacity) for loading operations during the project. After completion of the project the loading platform shall be removed and the area returned back to the state it was prior to the contract work.
4.1.3. The work shall consist of furnishing all labor, materials, tools, equipment and incidentals necessary to clear and grub all trees, stumps, hedges, and incidental vegetation within the project limits that interfere with the placement of the rip rap. All tree clearing shall be pre-approved by the Government. All vegetation that is removed shall be disposed of off Government property.
4.1.4. All stone for riprap material shall be in accordance with IDOT standard specifications. It shall be gradation No. 4 with a quality designation of A. The stone riprap shall be trucked to the unloading/loading site and transferred to boat or barge for water transport to the work areas indicated in the drawings. The same area may also be used for riprap storage during the project. Any damage to the pavement and/or curbs shall be the responsibility of the contractor to repair after the project is complete. The contractor shall make every effort to minimize damage due to the heavy material loadings necessary for riprap delivery and deployment.
4.1.5. Line Item 0004. Prior to installation of stone riprap on contractor installed geotextile fabric the area of application shall be cleared of debris, sharp objects, and fallen trees and brush. Fallen trees that provide sufficient under-clearance to permit installation of stone riprap may be left in place. All sites indicated in the drawings for shoreline protection work shall be accessed by water only using suitable watercraft designed for the work at hand.
No access from the land side of such work areas will be permitted except where the Government deems it to be necessary. Placement of stone riprap on the contractor furnished geotextile fabric shall be in accordance with all manufacturer’s recommendations. Riprap may be placed by machine transfer or by hand. In all placement operations stone riprap shall be placed in a controlled manner to eliminate all displacement, tearing, puncturing or other damage to the prepared geotextile fabric. Sorting of material by size or weight for ease of application shall not be permitted. It is intended that the final configuration of stone riprap erosion prevention sections shall be of well graded material within the size ranges as specified herein. Configuration of the existing shoreline and underwater topography requires the use of two differing typical sections for certain shoreline areas. Where adjacent sections indicate the use of differing shoreline protection typical sections the contractor shall leave a break between sections changing from the offshore breakwater section to the eroded shoreline section in accordance with the configuration of the bottom topography between the location of surveyed cross sections. At all locations the entire shoreline as indicated by the stationing shall receive shoreline protection utilizing one of the indicated typical cross sections or a transition section as discussed above. Although not indicated on the drawings it is anticipated that at the end points of areas receiving the offshore breakwater protection section it may be advantageous to connect the offshore section to the actual shoreline to preclude additional shoreline damage from future wave action. These adjustments will be made in the field in consultation by the contactor and the Government and will be paid for in accordance with the unit prices bid for geotextile fabric and stone riprap.
4.1.6. Line Item 0004. Contractor will provide geotextile fabric for placement under all stone riprap shoreline protection. Geotextile fabric shall be nonwoven, spun-bonded and needle-punched and shall meet or exceed the following requirements:
1. Thickness (mils) 60 (ASTM D 177)
2. Grab Strength (lbs.) 110 – 135 (ASTM D 4632)
3. Tensile Elongation (%) 70 - 85 (ASTM D 4632)
4. Puncture Strength (lbs.) 50 - 60 (ASTM D 3787)
5. Trapezoid Tear (lbs.) 50 - 60 (ASTM D 4533)
6. Mullen Burst (psi) 210 (ASTM D-3786)
7. Equivalent Opening Size 60 – 100 (U.S. Standard Sieve No.)
(Corps of Engineers CW-02215)
8. Water Permeability (cm/sec) 0.3 (ASTM D 4491)
4.1.7. Line Item 0004. Geotextile fabric shall be delivered to the job site in such a manner as to facilitate handling and incorporation into the work without damage. Material shall be stored in such a manner as to prevent exposure to direct sunlight and damage by other construction activities. Prior to the installation of the fabric the application surface shall be cleared of debris, sharp objects and trees. Tree stumps shall be cut to the level of the ground surface. If the stumps cannot be cut to the ground level they shall be completely removed. Fallen trees or other debris shall be removed prior to placement of fabric unless the fabric and subsequent stone riprap can be worked into place under such objects. Fabric may be installed on the application surface either by hand or mechanical methods provided that the fabric is not torn or the surface rutted. Fabric of insufficient width or length to fully cover the specified area shall be lapped or sewn. The following are minimum laps for each (lap only 24", sewn 4"). Install securing pins as indicated by the manufacturer. Securing pins shall not be required if fabric installation and stone riprap placement are done concurrently and after demonstration that the fabric will not be displaced by such placement. Placement of stone riprap and installed geotextile fabric shall be done in a controlled manner so as to avoid displacement, puncture, or other damage to the installed fabric. Fabric which is damaged during installation or subsequent placement of granular material due to failure of the contractor to comply with these provisions shall be repaired or replaced at the contractor’s expense including costs of removal and replacement of the granular material. Torn fabric may be patched in-place by cutting and placing a piece of the same fabric over the tear. The dimensions of the patch shall be at least 2 feet larger than the largest dimension of the tear and it shall be weighted or otherwise secured to prevent the granular material from causing lap separation.
4.1.8. All work as shown on the drawings which includes any land clearing, grading or earthwork activities must be in place and approved by the Government prior to beginning any other work on this project. The work shall consist of constructing temporary erosion control measures as shown on the drawings as ordered by the Government during the life of the contract to control erosion and sediment damage to the roadway, retention dike embankments, adjacent properties and water resources through the use of straw bales and other erosion control devices or methods.
Any temporary erosion control methods ordered by the Government shall be coordinated with the permanent erosion control features specified elsewhere in the contract to the extent practical to assure economical, effective and continuous erosion control throughout the construction and post construction period. Straw bales shall be installed with a minimum of two (2) wooden stakes. Rebar or other metallic stakes will not be allowed. Safety fence shall be installed to support the downstream face of straw bales. All erosion control measures shall be maintained until the final seeding has been completed by the contractor.
4.2. Existing utilities. It shall be the contractor’s responsibility to locate or have located all private, public and/or government utilities. If any damage should occur to any utility from the operations of this contract it shall be the contractor’s responsibility to make all repairs with no cost to the government.
